Bel Paese&#8217;s supply chain at risk"},"content":{"rendered":"<p>Brussels &#8211; The<strong>&nbsp;tug-of-war between Madrid and Rome<\/strong> over the skin, or rather the shells, of <strong>carpet-shell&nbsp;clams<\/strong> continues. As <b>has been the case in previous years<\/b>, the main point of contention this time around is the size of the molluscs in question. The delegation of the Spanish <strong>Partido Popular<\/strong>, the&nbsp;<span style=\"margin: 0px;padding: 0px\">second-largest within the&nbsp;<strong>European People&#8217;s Party (EPP)<\/strong>&nbsp;after Germany, has taken a firm stance to prevent<\/span>&nbsp;<strong>unfair competition from Italian clam farmers<\/strong>, and it is trying to block the adoption of the derogation granted by the EU Commission in the <strong>Fisheries (PECH)&nbsp;<\/strong>committee of the EU Parliament.&nbsp;<\/p>\n<p>In the commitee, on 25 September, three Spanish Christian Democrat MEPs\u2014the chairwoman of PECH, Carmen Crespo D\u00edaz, together with Gabriel Mato and Francisco Jos\u00e9 Mill\u00e1n Mon\u2014tabled a <strong>motion to cancel the extension of the derogation on minimum sizes<\/strong> already in force for Italy&nbsp;since back in 2016, extending it from the current deadline (at the end of 2025) <strong>until 31 December 2030<\/strong>.&nbsp;<\/p>\n<p>Last July, Brussels had produced a delegated act to renew the exemption, continuing to allow Italian clam&nbsp;farmers to market as carpet-shell&nbsp;clams the <strong>smaller specimens<\/strong> reared in the <strong>Adriatic Sea<\/strong> basin (especially off the Veneto coast, for example, in the <strong>Po Delta<\/strong> area). The point on which the controversy hinges is that the diameter of the latter measures <strong>at most 22 millimetres<\/strong>, whereas the reference value established by EU regulations is <strong>25 millimetres<\/strong>.&nbsp;<\/p>\n<p><strong>Italian<\/strong> <strong>delegations<\/strong>, from the right to the centre-left, have announced that they will stand up for the national sector. &#8220;<strong>We will support the extension<\/strong> of clam fishing in the Italian seas as proposed by the European Commission,&#8221; said the Democratic Party&#8217;s <strong>Giuseppe Lupo<\/strong> (member of PECH) and <strong>Camilla Laureti<\/strong> (PD national responsible for fishing and agriculture). This choice, they point out, &#8220;also stems from the consideration of the <strong>impact of climate change<\/strong> affecting our seas and the <strong>presence of blue crabs<\/strong>, which put a strain on the sector.&#8221;<\/p>\n<figure id=\"attachment_437145\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/20250909_EP-189905E_FM2_LD_2141-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-437145 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/20250909_EP-189905E_FM2_LD_2141-1024x683.jpg\" alt=\"Giuseppe Lupo\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/20250909_EP-189905E_FM2_LD_2141-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/20250909_EP-189905E_FM2_LD_2141-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/20250909_EP-189905E_FM2_LD_2141-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/20250909_EP-189905E_FM2_LD_2141-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/20250909_EP-189905E_FM2_LD_2141-2048x1365.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/20250909_EP-189905E_FM2_LD_2141-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/20250909_EP-189905E_FM2_LD_2141-1140x760.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-437145\" class=\"wp-caption-text\">Democratic Party MEP Giuseppe Lupo (photo: Fred Marvaux\/European Parliament)<\/figcaption><\/figure>\n<p style=\"margin-bottom: 0px\">\n<p>The motion presented by the Populars, explains to <em>Eunews<\/em> the president of the General Association of Italian Cooperatives (Agro-food sector) <strong>Giampaolo Buonfiglio<\/strong>, &#8220;is motivated exclusively by <strong>commercial competition reasons<\/strong>, and not by aspects related to the preservation of the stock and fisheries management.&#8221; The petitioners themselves make no secret of this, complaining that the measure in question represents &#8220;a <strong>significant comparative disadvantage<\/strong> for fishermen from different regions of the EU.&#8221;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><span style=\"margin: 0px;padding: 0px\">As noted by Buonfiglio, the Scientific Technical Committee of the Twelve Star Executive (STECF) has confirmed that the&nbsp;<strong>fishing of &#8220;mini-clams&#8221;<\/strong>&nbsp;<em>made in Italy<\/em>&nbsp;<strong>does not compromise the sustainability of the stock<\/strong>.<\/span>&nbsp;And he emphasises how &#8220;the difference in the minimum size of the clam&#8221; between the northern Adriatic and the Andalusian seas is &#8220;<strong>justified by solid scientific foundations<\/strong>,&#8221; being due to &#8220;<strong>incomparable environmental and biological conditions<\/strong>&#8221; such as the peculiar configuration of the Italian seabed and the lower salinity of the water. According to the Italian consortia, moreover, a smaller minimum size increases, rather than decreases, the sustainability of production.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">The <em>redde rationem<\/em> is now set for 16 October, when the <strong>PECH commission<\/strong> will have to vote on the Populars&#8217; objection and decide, in effect, on the future of a crucial sector in the Italian economy.
