The Ecofin Council meeting in Luxembourg discusses for the first time the ideas that the EU executive produced on July 16, when in the institutional calendar&nbsp;there was neither time nor opportunity for an initial exchange of views, highlighting the gap between the Commission and the Council.&nbsp;<\/p>\n<p><strong>Wopke Hoekstra<\/strong>, Commissioner for Climate and Clean Growth, tries to close ranks in an Ecofin animated by reservations, doubts, perplexity, and opposition. The stance of the von der Leyen team is that reform is necessary and cannot be postponed: &#8220;Europe ranks among the highest in the world for the number of smokers,&#8221; Hoekstra denounces. Moreover, <strong>&#8220;there are new products deliberately designed for young people, 15-year-olds<\/strong>, which create a new addiction to nicotine,&#8221; he adds.&nbsp;<strong>The EU Commissioner points the finger at electronic cigarettes<\/strong> and &#8220;vaping&#8221; devices, and warns Member State representatives of the counter-information campaign being waged by manufacturers: &#8220;<strong>We cannot allow the industry to reverse the narrative, spreading lies<\/strong> as it has already done with traditional cigarettes.&#8221;<\/p>\n<p>&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/16\/tobacco-hoekstra-unveils-proposal-to-increase-taxes-on-new-products\/\">https:\/\/www.eunews.it\/en\/2025\/05\/16\/tobacco-hoekstra-unveils-proposal-to-increase-taxes-on-new-products\/<\/a>\n<\/p>\n<h4 id='minimum-taxation-the-current-system-and-proposed-changes'  id=\"boomdevs_1\">Minimum taxation: the current system and proposed changes<\/h4>\n<div class=\"lRu31\" dir=\"ltr\">\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">According to the current directive, the&nbsp;<strong>excise duty applied to cigarettes<\/strong> must represent at least 60 percent of the weighted average retail selling price (WAP) in each Member State and not be less than EUR 90 per 1,000 cigarettes<strong>. The excise duty for cigars<\/strong> and <strong>cigarillos<\/strong> is at 5 percent of the WAP and no less than EUR 12 per 1,000 pieces or per kilo. <strong>For roll-your-own tobacco,<\/strong> the minimum thresholds are 50 percent of the WAP&nbsp;or EUR 60 per kilo. For <strong>other tobacco products,<\/strong> the minimum tax thresholds are 20 percent of the retail price or EUR 22 per kilo.<br \/>In its proposal, the Commission is revising and updating these parameters<strong>. The excise duty applied to cigarillos<\/strong> increases from 60 to 63 percent of the WAP and from at least EUR 90 to at least EUR 215 per thousand pieces. For <strong>cigars and cigarillos<\/strong>, nothing changes until 2029. Then,&nbsp;<strong>from 2030, the excise duty increases<\/strong> from 5 percent to 20 percent of the WAP&nbsp;and from EUR 12 per kilo to EUR 71.5 per kilo\u2014thresholds that increase to 40 percent and EUR 143 from 2032, respectively. For rolling tobacco, the minimum excise duty rises from 50 percent to 62 percent of the weighted average retail price and from EUR 60 to EUR 215 per kilo.<\/span><\/span><\/span><\/div>\n<div dir=\"ltr\">\n<p>The Commission also introduced new thresholds for <strong>waterpipe tobacco<\/strong> used in hookahs. For these products, from 2028, the minimum excise duty is&nbsp;20 percent of WAP or EUR 22 per kilo, rising to&nbsp;25 percent and 54 euros per kilo from 2030, and&nbsp;to 50 percent and 107 euros per kilo, respectively, in 2032.&nbsp;<\/p>\n<p>The proposed amendment introduces a&nbsp;<strong>minimum excise duty for heated unburned tobacco products,<\/strong> the famous electronic cigarettes or &#8220;vape.&#8221; From 2028, the proposal is a minimum excise duty of 45 percent of WAP or 88 euros per thousand pieces or 125 euros per kilo, rising&nbsp;from 2030&nbsp;to 50 percent, 98 euros, and 150 kilo, respectively. However,&nbsp;alongside the flaunted and stated intentions to work for public health, there is no shortage of concerns about the economy and taxation.<\/div>\n<div dir=\"ltr\">There are at least 11 Member States that, for different reasons, express perplexity and opposition to the proposal presented by the European Commission.<strong> <strong>Finland and Sweden also criticize the intention to tax snu<\/strong>s, <\/strong>a nicotine powder product placed between the lip and upper gum. Sweden also disputes the methodology used by the Commission: &#8220;We should not have different levels of excise duty according to the type of product, but taxes according to the degree of harm it causes,&#8221; argues the Swedish Finance Minister,<strong> <strong>Elisabeth Svantesson.<\/strong><\/strong><\/div>\n<p style=\"margin-bottom: 0px\">&nbsp;<\/p>\n<div dir=\"ltr\">\n<figure id=\"attachment_437324\" style=\"width: 803px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/giorgetti-ecofin.png\"><img decoding=\"async\" class=\"size-full wp-image-437324\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/giorgetti-ecofin.png\" alt=\"\" width=\"803\" height=\"451\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/giorgetti-ecofin.png 803w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/giorgetti-ecofin-300x168.png 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/giorgetti-ecofin-768x431.png 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/giorgetti-ecofin-750x421.png 750w\" sizes=\"(max-width: 803px) 100vw, 803px\" \/><\/a><figcaption id=\"caption-attachment-437324\" class=\"wp-caption-text\">The Minister of the Economy, Giancarlo Giorgetti [Luxembourg, October 10,&nbsp;2025]<\/figcaption><\/figure>\n<\/div>\n<div dir=\"ltr\">There are also <strong>Croatia, Greece, Luxembourg, Malta, the Czech Republic, Slovakia, and Hungary that contest the generalized increase<\/strong> of the minimum excise thresholds, considered as &#8220;too high.&#8221;&nbsp;<strong>Bulgaria, Romania, and Italy have reservations about the tax rise for traditional cigarettes<\/strong>. For Italy, Economy Minister <strong>Giancarlo Giorgetti explained,<\/strong> &#8220;we have to examine <strong>the interaction between the increase of the tax thresholds and the trafficking of illegal cigarettes.<\/strong>&#8221; Rome fears an increase in smuggling sales, but, above all, and as Giorgetti specifies, it wants to review current legislation &#8220;without affecting the sale of traditional products.&#8221;<\/div>\n<div dir=\"ltr\">Of those expressing reservations, Hungary fears negative repercussions for the cigarillos sector, while Luxembourg disagrees with&nbsp;the idea of automatic adjustment based on purchasing power.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">The Netherlands, Spain and Denmark seem to approve of the proposals on the table. France, Germany and Poland do not publicly object and the Czech Republic, without going into detail, agrees to impose taxes on e-cigarettes as well, as does Italy. Belgium supports raising the minimum excise thresholds, while Ireland is more cautious, but favors taxes on new products and will therefore implement a national tax on e-cigarettes from November 1st.<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Don&#8217;t like the increase of the minimum excise thresholds, with Italy wanting to save traditional cigarettes.
