Compared to Albania, Montenegro, North Macedonia, and Bosnia and Herzegovina, <strong>Serbia&#8217;s path to EU membership seems to be going backwards<\/strong>.&nbsp;<span style=\"margin: 0px;padding: 0px\">The President of the European Commission, on her annual <a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/13\/enlargement-von-der-leyen-in-albania-to-push-investment-tirana-is-on-the-right-track-towards-the-eu\/\" target=\"_blank\">tour <\/a>of the region, stopped in Belgrade today (15 October), a guest of <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/26\/serbia-vucic-increasingly-repressive-police-raid-four-ngos-offices-to-please-trump\/\" target=\"_blank\">authoritarian<\/a>,pro-Russian President&nbsp;<strong>Aleksandar Vu\u010di\u0107<\/strong>.<\/span>&nbsp;And she chose, <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/26\/serbia-von-der-leyen-and-costa-do-not-foresake-vucic-insisting-on-reforms-and-the-fight-against-corruption\/\" target=\"_blank\" rel=\"noopener\">once again, not to dump him<\/a>, but without making concessions.&nbsp;<\/p>\n<p>Serbia must &#8220;redouble&#8221; its efforts, von der Leyen urged in the joint <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/statement_25_2388\" target=\"_blank\" rel=\"noopener\">press conference<\/a> on the sidelines of the meeting with the Serbian president. It is high time, she added, for the Balkan country to &#8220;concretise&#8221; its membership in the 12-star club, which was initiated more than 15 years ago. The carrot and stick strategy is used to keep candidate countries anchored in the arduous reform path necessary for accession. The president &#8220;<strong>welcomed the recent progress<\/strong>&#8221; made with the establishment of the unified electoral register and the appointments to the board of the Electronic Media Regulatory Commission (EMR).&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">&#8220;I have noticed the efforts made by everyone to work together, including civil society and the opposition,&#8221; von der Leyen acknowledged, aware at the same time that independence from political control of the media regulator is still to be achieved and that one cannot look away from Belgrade even for a moment. &#8220;It is a good first step, but now implementation is crucial, and that is why I would like to invite you to Brussels in a month&#8217;s time to take stock of the situation together,&#8221; she said, addressing Vu\u010di\u0107.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">The recipe indicated by the EU&nbsp;<span style=\"margin: 0px;padding: 0px\">remains the same, even when it&nbsp;<strong>involves<\/strong><\/span><strong>&nbsp;foreign policy.&nbsp;<\/strong><span style=\"margin: 0px;padding: 0px\"><strong>A &#8220;better alignment&#8221;<\/strong>&nbsp;is needed; the &#8220;61 per cent&#8221; indicated by von der Leyen is not enough.<\/span>&nbsp;On the other hand, Vu\u010di\u0107&nbsp;<span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/08\/all-of-putins-men-whos-attending-moscows-may-9-parade\/\" target=\"_blank\">continues&nbsp;<\/a><\/span>to wink at Russia and has not yet conformed to the European sanctions regime against Moscow.&nbsp;\n<\/p>\n<p>This is despite the fact that, as the President of the European Commission pointed out, Belgrade and the entire Western Balkans benefited from the emergency measures put in place by the EU during the energy crisis \u201ccaused by Russia&#8217;s aggression in Ukraine.\u201d<\/p>\n<figure id=\"attachment_427683\" style=\"width: 470px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_466B762-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-427683 \" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_466B762-scaled.jpg\" alt=\"Vladimir Putin Aleksandar Vu\u010di\u0107\" width=\"470\" height=\"313\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_466B762-scaled.jpg 2560w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_466B762-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_466B762-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_466B762-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_466B762-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_466B762-2048x1366.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_466B762-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_466B762-1140x760.jpg 1140w\" sizes=\"(max-width: 470px) 100vw, 470px\" \/><\/a><figcaption id=\"caption-attachment-427683\" class=\"wp-caption-text\">Russian President Vladimir Putin (left) and his Serbian counterpart Aleksandar Vu\u010di\u0107 (photo: Alexander Zemlianichenko\/AFP)<\/figcaption><\/figure>\n<p style=\"margin-bottom: 0px\">\n<p>To accelerate a lengthy process, which in recent years has created quite a few frustrations in the candidate countries, in <a href=\"https:\/\/www.eunews.it\/en\/2024\/04\/04\/eu-co-legislators-agree-on-new-6-billion-growth-plan-for-the-western-balkans\/\" target=\"_blank\" rel=\"noopener\">April 2024<\/a>, the European Union set up a \u20ac6 billion instrument to support the socio-economic reform plans necessary for accession in the six Western Balkans (<strong>Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, and Serbia)<\/strong>. As part of the Growth Plan for the Western Balkans,  von der Leyen recalled that the Commission has &#8220;already made available over \u20ac100 million in new EU investments for Serbia.&#8221;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">Vu\u010di\u0107, more than a little reluctant to the openings on the rule of law and media freedom expected to advance in the negotiations,<br \/>\nmoved to pre-empt criticism: &#8220;<strong>I cannot promise anything<\/strong>, except that we will work hard to fulfil the reform agenda,&#8221; he said, hoping that &#8220;in all this we will have the support of the EU.&#8221; The conservative nationalist leader, who has led the country for more than a decade and whose popularity is now at an all-time low, knows that antagonising Brussels\u2014which has not dumped him after the huge student protests\u2014could lead to his ultimate isolation.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/22\/eu-silent-on-serbia-after-costa-not-even-kallas-criticises-vucic\/\">In turn<\/a>, Ursula von der Leyen, European Council President Antonio Costa, High Representative for Foreign Affairs Kaja Kallas, and Commissioner for Enlargement Marta Kos, all reprimanded Vu\u010di\u0107 while extending a hand to him, in order <strong>not to sever a relationship that is part of a delicate geopolitical balance<\/strong>. And like a tightrope walker, Vu\u010di\u0107 tries to disentangle himself between promises to Brussels, winks to Moscow, and small concessions at home. Vu\u010di\u0107 asked von der Leyen to &#8220;find a way to mitigate the energy situation&#8221; of Serbia, whose oil company Nis is subject to sanctions by the US administration and &#8220;in fact, also by the EU.&#8221; Moral blackmail is served: &#8220;I hope that a candidate country has the support of the EU for its energy security,&#8221; he said.<\/p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Commission president&#8217;s tour of the Western Balkans stops in Belgrade.
