This is the conviction of <strong>Marta Kos<\/strong>, Commissioner for Enlargement in the von der Leyen administration. Speaking to journalists today (October 20) in Luxembourg, <b>where a Foreign Affairs Council meeting<\/b><a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/20\/19th-sanctions-package-against-russia-incoming-kallas-adoption-as-early-as-this-week\/\"><b> was underway<\/b><\/a>, Kos noted that \u201cthe Commission has <b>completed its review of all legislation<\/b>\u201d of&nbsp;Kyiv and Chi\u0219in\u0103u and that \u201cby November, the Council will have the opportunity to <b>launch all six negotiating clusters<\/b>\u201d with both candidate countries.&nbsp;<\/p>\n<p>At that point, the Commissioner specified, &#8220;everything will be ready, after completing this process, to <strong>accelerate reforms<\/strong>.&#8221; For months, EU leaders have been <a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/04\/moldova-membership-is-getting-closer-but-russia-remains-an-existential-threat\/\"><b>praising the progress<\/b><\/a> made by both countries on the road to joining the twelve-star club.&nbsp;There is still work to be done, of course: &#8220;We need to <strong>remediate corruption<\/strong> and <strong>strengthen institutions<\/strong> and, above all,<strong>&nbsp;the rule of law<\/strong>,&#8221;&nbsp;admits&nbsp;Kos (mindful, for example, of the misstep made by <strong>Volodymyr Zelensky<\/strong> on the <a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/24\/ukraine-crisis-zelensky-steps-back-and-promises-to-restore-independence-of-anti-corruption-bodies\/\" target=\"_blank\" rel=\"noopener\">Ukrainian anti-corruption agencies<\/a>). And it has a name and a surname: <strong>Viktor Orb\u00e1n<\/strong>. For some time now, the Hungarian prime minister has been <a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/07\/von-der-leyen-pushes-to-open-all-chapters-for-ukraines-eu-membership-in-2025-but-orbans-patriots-stand-in-the-way\/\" target=\"_blank\" rel=\"noopener\">standing in the way<\/a> about <strong>Ukraine&#8217;s<\/strong> <b>approach to the Union<\/b>, citing as justification the fear that Kyiv would &#8220;bring war to Europe&#8221; (<em>sic<\/em>)<em>.<\/em> For years, the Twenty-Seven have been <strong>blocked by obstructionism from Budapest<\/strong> (which found a firm foothold in Bratislava and potentially a new one in Prague when the national-populist <strong>Andrej Babi\u0161<\/strong><br \/>\n<a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/06\/far-right-populist-babis-wins-in-czech-republic-elections\/\" target=\"_blank\" rel=\"noopener\">will form a government<\/a>). As the Kyiv and Chi\u0219in\u0103u practices are informally coupled, Orb\u00e1n&#8217;s opposition blocks both.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">But now in Brussels, the tune&nbsp;seems about to change. The President of the European Council, <strong>Ant\u00f3nio Costa<\/strong>, is exploring innovative measures to <strong>avoid resorting to unanimity<\/strong> for the opening of any negotiating cluster and <a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/01\/orban-rejects-ukraines-eu-path-again-respect-the-rules-to-begin-talks\/\" target=\"_blank\" rel=\"_blank\">thus circumvent the veto<\/a> of the authoritarian Magyar premier. Strictly speaking, this option would not be envisaged by the treaties. But even at the Berlaymont<br \/>\n<a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/02\/europe-is-getting-fed-up-with-viktor-orban\/\" target=\"_blank\" rel=\"noopener\">the measure is so full<\/a>&nbsp;against&nbsp;Orb\u00e1n that the Commission has in fact given its <em>placet<\/em> to this <strong>political-legal contrivance with still unclear implications<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\">Kos confirmed that the EU executive is <strong>examining<\/strong>&nbsp;&#8220;<strong>all possibilities<\/strong>&#8221; to give the green light to start negotiations. According to the Commissioner, &#8220;Ukraine and Moldova have given positive results&#8221; and, as this should be a process based on merit, there is no reason to slow it down any further. After all, she continues, &#8220;Hungary has not opposed the recognition of candidate status to Kyiv&#8221; and therefore, she says, it is legitimate to expect that it will also support the opening of the clusters. If Budapest has &#8220;<strong>concerns about the minority in Ukraine<\/strong>, we can deal with it,&#8221; she adds, emphasising, however, that the representatives of the Hungarian minority in the country &#8220;<strong>did not voice a single complaint<\/strong>&#8221; when she met with them recently.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">After the 2020 reform, the accession of a third country to the EU can take place following the <strong>closing of 33 negotiating chapters<\/strong> (each addressing a specific aspect of the <strong><em>acquis communautaire<\/em><\/strong>, i.e. European rules) divided into <strong>six thematic clusters<\/strong>. The <strong>unanimity of the Member States<\/strong> is required for the opening of each cluster, just as a unanimous vote is required for the <strong>final decision to admit the candidate country<\/strong> into the twelve-star club. A cumbersome mechanism, as also acknowledged by High Representative <strong>Kaja Kallas<\/strong>: &#8220;There are obstacles in our decision-making process and we are working on them,&#8221; she confirmed at the end of today&#8217;s meeting in Luxembourg.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Commission has completed its screening of the national legislations of Kyiv and Chi\u0219in\u0103u and recommends that the Twenty-Seven move swiftly to open all six negotiation clusters.
