But it is up to the European Union&nbsp;&#8211; starting with the <a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/21\/orban-snubs-zelensky-skips-debate-on-ukraine-at-eu-leaders-summit\/\">summit<\/a> of the heads of state and government on the agenda tomorrow (October 23) &#8211; to forge an unbreakable link between them. On the eve of the European Council, <strong>Ursula von der Leyen<\/strong> presents to the Strasbourg hemicycle the way to solve the equation. And she does so with a question: &#8220;The question for us is whether <strong>we want to reap the benefits of this global clean tech boom<\/strong> or just let others profit from it.&#8221;<\/p>\n<figure id=\"attachment_438198\" style=\"width: 471px\" class=\"wp-caption alignright\"><figcaption id=\"caption-attachment-438198\" class=\"wp-caption-text\">The EU leader has no doubts: &#8220;Europe must control the technologies that will shape our future,&#8221; she said in the House. In this framework, the green transition is a historic necessity, an obligation for energy security, and &#8220;a&nbsp;great economic opportunity.&#8221; The great retreat from the <a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/priorities-2019-2024\/european-green-deal_it\" target=\"_blank\" rel=\"noopener\">Green Deal<\/a>, under attack in recent months from several fronts, by&nbsp;member states and the sizeable&nbsp;right wing of the European Parliament, will not happen. Instead, <strong>the EU must bend the transition to the logic of competitiveness<\/strong>, which &#8211; von der Leyen recalled &#8211; &#8220;has been the focus of my (second, <em>ed.<\/em>) Commission from day one.&#8221;<\/figcaption><figcaption id=\"caption-attachment-438198\" class=\"wp-caption-text\"><\/figcaption><figcaption id=\"caption-attachment-438198\" class=\"wp-caption-text\"><img decoding=\"async\" class=\"img-fluid\" data-file-name=\"image.png\" src=\"\/web\/image\/134-7bc23439\/image.png?access_token=67239dde-0b75-41a9-a8ed-1706069daa04\"><\/figcaption><figcaption id=\"caption-attachment-438198\" class=\"wp-caption-text\"><\/figcaption><figcaption id=\"caption-attachment-438198\" class=\"wp-caption-text\">Ursula von der Leyen at the Hemicycle in Strasbourg, 22\/10\/25<\/figcaption><\/figure>\n<p style=\"margin-bottom: 0px\">&nbsp;Von der Leyen laid out some data. At the EU level, &#8220;last year <strong>clean technology exports reached EUR 80 billion<\/strong>, almost tripling in six years.&#8221; Globally, in 2024 alone, &#8220;more than 580 Gigawatts of renewable energy were added,&#8221; in the next five years, the global battery market is expected to double, while the wind turbine market &#8220;continues to grow by more than 10 percent per year.&#8221; And last year, sales of electric cars in Asia, Africa, and Latin America &#8220;increased by 60 percent.&#8221; In short, &#8220;others are not sleeping.&#8221;<\/p>\n<p style=\"margin-bottom: 0px\">Who fares even better is <strong>China, which &#8220;exports almost twice as much clean tech as we do<\/strong>.&#8221; It exports them everywhere, including Europe. But as the EU struggles to get rid of Russian fossil fuels once and for all, &#8220;we cannot afford to fall into new and dangerous dependencies,&#8221; because &#8220;at any time, such dependencies can turn into instruments of pressure.&#8221; Von der Leyen sounded the alarm: &#8220;<strong>A crisis in the supply of critical raw materials is no longer a distant risk.<\/strong> It is on our doorstep,&#8221;&nbsp;she said&nbsp;in the Hemicycle.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">Beijing&#8217;s crackdown on the export of rare earths and related technologies is fueling tensions with Washington and Brussels and is frightening. To cope with a possible crisis, the President of the European Commission has three moves in mind. &#8220;First, we will introduce a &#8216;made in Europe&#8217; criterion for public procurement in certain strategic sectors,&#8217; she said. At the same time, &#8220;we should ensure that new foreign investments in our industry are truly in Europe&#8217;s interest.&#8221; Finally, &#8220;<strong>we will step up support for certain strategic sectors<\/strong>.&#8221; These include the battery industry and the automotive industry.<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<h3 id='the-reactions-of-the-political-groups'  id=\"boomdevs_1\">The reactions of the political groups<\/h3>\n<p style=\"margin-bottom: 0px\">\nThe European car crisis was the starting point for the chairman of the People&#8217;s Party,<strong> Manfred Weber,<\/strong> who took the floor after von der Leyen. &#8220;In Germany, half of the jobs lost in the last year were in the automotive sector.&#8221; The same collapse &#8220;applies to France, Spain, Italy, and Romania.&#8221; On the path to decarbonization, &#8220;we have to be ambitious but pragmatic,&#8221; he added.
