For the past three years, the president of the European Commission has taken on this politically hot&nbsp;potato, backed by the <strong>conservative axis forged&nbsp;with the chancelleries<\/strong> of the Twenty-Seven. The latest missive, dated 21 October, is fully in the groove traced in her&nbsp;second term at the Berlaymont:&nbsp;<strong>a<\/strong><b> security-based approach<\/b>, accompanied by deportations <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/11\/brussels-unveils-crackdown-on-returns-and-proposes-third-country-detention-hubs\/\"><b>given a veneer of legality<\/b><\/a> to avoid harsh condemnation from human rights courts and international organisations.&nbsp;<\/p>\n<p>In keeping with another, relatively recent but well-established tradition, the number one of the EU executive will participate in the now canonical <strong>lunch&nbsp;meeting on migration<\/strong> with some of the leaders (among others, Italian PM <strong>Giorgia Meloni<\/strong>, Danish PM <strong>Mette Frederiksen<\/strong> and compatriot <strong>Friedrich Merz<\/strong>) before the formal launch of the summit, scheduled for the day after tomorrow (23 October) in Brussels.<\/p>\n<p>It matters little that irregular arrivals have decreased (by &#8220;23 per cent this year, following a drop of 37 per cent last year,&#8221; reads the<br \/>\n<a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/10\/EUCO_Migration_Oct-25.pdf\">document<\/a> sent to the heads of state and government): the fact is, von der Leyen argues, that &#8220;the <strong>pressures accumulated against Europe<\/strong> over the years have <strong>stressed the resources of the member states&#8221;<\/strong> and therefore one is not allowed to let one&#8217;s guard down.<\/p>\n<figure id=\"attachment_427707\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_47RZ8ZQ.jpg\"><img decoding=\"async\" class=\"wp-image-427707 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_47RZ8ZQ-1024x683.jpg\" alt=\"Mette Frederiksen Giorgia Meloni\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_47RZ8ZQ-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_47RZ8ZQ-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_47RZ8ZQ-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_47RZ8ZQ-1536x1024.jpg 1536w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-427707\" class=\"wp-caption-text\">The Danish Prime Minister, Mette Frederiksen (left), and the Italian Prime Minister, Giorgia Meloni (photo: Filippo Monteforte\/Afp)<\/figcaption><\/figure>\n<p style=\"margin-bottom: 0px\">\n<p>The primary objective remains to speed up preparations for the full implementation of the <strong>Migration and Asylum Pact<\/strong>, which will enter into force in June 2026. At that point, says the head of the Commission, &#8220;we will have a <strong>fair system capable of protecting against abuse<\/strong>, which will enable us to address the challenges related to illegal migration.&#8221; Announcing the imminent launch of the &#8220;first annual migration management cycle&#8221; (which will certify which member states are under the greatest migratory pressure), she reiterates the need for &#8220;<strong>intensified efforts at the political and technical level<\/strong>&#8221; to press ahead with the roadmap.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">Above all, the letter mentions that &#8220;the provision of <strong>effective support to Member States under pressure<\/strong> and the implementation of the <strong>solidarity mechanism<\/strong> must go hand in hand with <strong>responsibility measures<\/strong>&#8220;: a &#8220;symmetry&#8221; deemed crucial by von der Leyen. It is no coincidence, however, that&nbsp;<span style=\"margin: 0px;padding: 0px\"><strong>old frictions between national governments<\/strong>&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/14\/new-rules-old-frictions-the-migration-and-asylum-pact-to-the-test-of-solidarity-between-member-states\/\">remain<\/a> precisely on this point<\/span>, given the reluctance of many countries to fully overcome the Dublin system.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">In Brussels, von der Leyen assures, work is being done with the aim of &#8220;efficiency and simplification of procedures, including the <strong>EU-wide recognition of repatriation decisions<\/strong>.&#8221;&nbsp;&#8220;Tangible results&#8221; are needed, and quickly, the president urges, to &#8220;more effectively guarantee the <strong>rapid, effective, and dignified repatriation<\/strong> of people who do not have the right to stay in the EU&#8221;. These efforts join those relating to the revision of the <strong>safe third country concept<\/strong> and the <strong>list of safe countries of origin<\/strong>, which von der Leyen hopes will &#8220;reduce the overall pressure on our asylum systems.&#8221;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">In parallel to the internal dimension, there is also the external one. The missive lists a long series of <strong>partnerships with non-EU countries<\/strong>, one of whose objectives is precisely that of <strong>managing migration flows<\/strong>. The most important multilateral partnership is the one that should result from the new <strong>Pact for the Mediterranean<\/strong>, <a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/16\/brussels-unveils-the-pact-for-the-mediterranean-von-der-leyen-it-is-a-clear-offer-to-our-neighbours\/\"><b>concluded with a dozen States&nbsp;<\/b><\/a>overlooking the <em>Mare Nostrum<\/em> basin and which should enter into force next month. Passing through <strong>Libya<\/strong>, to which Brussels continues to <strong>provide assistance and funds<\/strong> despite the proven, <strong>grave human rights violations<\/strong> perpetrated by the self-styled &#8220;coastguard&#8221; (including the attack on a humanitarian rescue ship of the NGO <strong><em>Sea Watch<\/em><\/strong>, an episode on which the Berlaymont maintains <a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/26\/ocean-viking-under-fire-eu-commission-stays-silent-and-awaits-response-from-libya\/\" target=\"_blank\" rel=\"noopener\">an embarrassing&nbsp;silence<\/a>). On the contrary, the EU leadership<br \/>\nhave recently met with representatives of both administrations of the coastal country, <em>de facto<\/em> a failed state, including that of General <strong>Khalifa Haftar<\/strong>.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">The latest addition in chronological order to this list is the Taliban&#8217;s&nbsp;<strong>Afghanistan<\/strong>, with whom the twelve-star executive is &#8220;working to <strong>ensure EU-wide coordination&#8221;<\/strong> to <a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/14\/afghanistan-eu-seeks-to-speed-up-repatriations-to-taliban-ruled-country\/\">pave the way<\/a> to the <strong>deportation of refugees<\/strong> fleeing the bloodthirsty regime that has returned to power after the Western withdrawal in 2021. Several member states are already in <strong>advanced stages of bilateral negotiations with Kabul. Just&nbsp;<\/strong>today, Austria sent a citizen of the Asian country back home, following the German example that has been standing for over a year.<\/p>\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The President of the Commission spurs the chancelleries of the Twenty-Seven: there is still a long way to go before the entry into force of the Pact on Migration and Asylum.
