China has suspended for 12 months <strong>the stringent new rules<\/strong> on the export of the precious minerals that would have disrupted EU production.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">The desired political result in Brussels arrived, <strong>without much credit<\/strong> from the European institutions. What turned the tide was the meeting between US President Donald Trump and Chinese leader Xi Jinping. After a<span style=\"margin: 0px;padding: 0px\"><span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/www.aljazeera.com\/news\/2025\/10\/30\/trump-xi-meeting-in-busan-key-takeaways-from-the-summit\" target=\"_blank\" rel=\"noopener\">&nbsp;brief meeting&nbsp;<\/a>in Busan (South Korea) on 30 November, the two leaders agreed to greater freedom for rare-earth<\/span>&nbsp;exports for a period of one year<\/span>. The European Union is also benefiting from the reconciliation of the two, although it has demonstrated <b>great fragility<\/b> in the face of the geopolitical dynamics of the major players.<\/p>\n<h3 id='xi-s-negotiating-weapon'  id=\"boomdevs_1\">Xi&#8217;s negotiating weapon&nbsp;<\/h3>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">The Chinese tightening<a href=\"https:\/\/apnews.com\/article\/china-earths-exports-trump-dad99d532f858f04d750d0b8c50e5ed6\" target=\"_blank\" rel=\"noopener\"> was announced<\/a> in early October. O<span style=\"margin: 0px;padding: 0px\">n that date, <span style=\"margin: 0px;padding: 0px\">Beijing i<\/span>ntroduced new rules on the&nbsp;<strong>special authorisation<\/strong>&nbsp;to export items containing even small traces of Chinese rare earths worldwide.<\/span>&nbsp;The Chinese hard line, announced only three weeks before the meeting with Trump, then proved to be no more than&nbsp;<strong>a negotiating tactic<\/strong>. Beijing put it on the table to get more leverage at the moment of the handshake. China agreed to <strong>suspend new control measures,<\/strong> and the US <strong> halved duties<\/strong> on Chinese items related to fentanyl production.<\/p>\n<h3 id='the-brussels-addiction'  id=\"boomdevs_2\">The Brussels Addiction<\/h3>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\"><span style=\"text-align: inherit\">In Brussels, the affair was followed with bated breath, aware that they could do little to avoid the disruption of Chinese duties: in Europe, about&nbsp;<\/span><strong style=\"text-align: inherit\">90 per cent of rare earths are imported from China<\/strong><span style=\"text-align: inherit\">.<\/span>&nbsp;The EU Commission&#8217;s negotiating efforts were tackled by sending the usual Trade Commissioner, <strong>Maro\u0161 \u0160ef\u010dovi\u010d<\/strong>, to the front line. Meetings with Chinese counterparts were held in several rounds. However, the last one, this Friday, 31 October,&nbsp;was a mere formality; in the aftermath of the handshake between Trump and Xi, there was really nothing more to discuss.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">&#8220;China has confirmed that the October suspension of export controls applies to the EU,&#8221; Commissioner \u0160ef\u010dovi\u010d celebrated on X. However, the emergency is not completely over: <strong>in 12 months, the situation could be the same<\/strong>, and more dialogue is needed. From Brussels, European Commission spokesman <strong>Olof Gill<\/strong> says, &#8220;We want to reach an agreement on a reliable supply of rare earths and other critical materials.&#8221; The doubt remains, however, Gill continues, &#8220;as to how to achieve this. The most impactful rule was introduced <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/apr\/16\/china-trade-war-us-arms-firms-rare-earths-supply?utm_\" target=\"_blank\" rel=\"noopener\">in April<\/a>: <strong>Chinese exporters of seven precious materials must obtain an export licence from the Chinese government<\/strong>. This document, issued by the Beijing offices,&nbsp;<span style=\"margin: 0px;padding: 0px\">grants&nbsp;<strong>broad discretion<\/strong>&nbsp;to approve or delay<\/span>&nbsp;certain supplies. In addition, <strong>another legal battle is being fought between Europe and China,<\/strong> this time involving the Sino-Dutch company <a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/29\/automotive-alarm-without-nexperia-chips-imminent-stop-in-production-eu-mediates-between-china-and-netherlands\/\" target=\"_blank\" rel=\"noopener\"><strong>Nexperia<\/strong>.<\/a>&nbsp;<span style=\"text-align: inherit\">The chip company was&nbsp;<\/span><strong style=\"text-align: inherit\">placed under administration<\/strong><span style=\"text-align: inherit\">&nbsp;by the Dutch government over fears that its CEO,&nbsp;<\/span><strong style=\"text-align: inherit\">Zhang Xuezheng,<\/strong><span style=\"text-align: inherit\">&nbsp;was dismantling operations in Europe to relocate to China.<\/span>&nbsp;<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">The European Union has many issues yet to be resolved. Its strategy is to continue the dialogue to obtain more concessions.
