The <a href=\"https:\/\/www.eunews.it\/en\/2025\/11\/04\/eu-accession-close-for-montenegro-and-albania-brussels-says-prepare-for-enlargement\/\" target=\"_blank\" rel=\"noopener\">annual report<\/a> on Enlargement published today (4 November) by the European Commission leaves no room for interpretation: if not yet compromised, Belgrade&#8217;s decade-long path to the 12-star club <strong>has been bogged down by Aleksandar Vu\u010di\u0107<\/strong>&#8216;s increasingly authoritarian management of the state apparatus, the violent repression of student protests, and the president&#8217;s brazen winks towards Moscow.&nbsp;<\/p>\n<p>The assessment from Brussels is decidedly harsh, from beginning to end. &#8220;There is a <strong>evident anti-EU narrative<\/strong> not only in the Serbian media, but also used by political office holders, even at the highest levels,&#8221; begins <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_2584\" target=\"_blank\" rel=\"noopener\">the report<\/a>, calling on the national authorities to &#8220;take much more responsibility for proactive and more objective communication about Serbia&#8217;s EU accession process and the EU itself, as well as for countering disinformation and manipulation of information.&#8221; This concept was reiterated by&nbsp;<strong>Marta Kos<\/strong>, Commissioner for Enlargement, who presented the report&#8217;s findings to the Foreign Affairs Committee of the European Parliament in the morning: &#8220;Serbia should avoid anti-EU rhetoric or&nbsp;against members of the European Parliament,&#8221; Kos intimated.<\/p>\n<figure id=\"attachment_439282\" style=\"width: 497px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/P-068228_00-03_01-ORIGINAL-429619-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-439282 \" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/P-068228_00-03_01-ORIGINAL-429619-scaled.jpg\" alt=\"\" width=\"497\" height=\"331\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/P-068228_00-03_01-ORIGINAL-429619-scaled.jpg 2560w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/P-068228_00-03_01-ORIGINAL-429619-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/P-068228_00-03_01-ORIGINAL-429619-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/P-068228_00-03_01-ORIGINAL-429619-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/P-068228_00-03_01-ORIGINAL-429619-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/P-068228_00-03_01-ORIGINAL-429619-2048x1365.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/P-068228_00-03_01-ORIGINAL-429619-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/P-068228_00-03_01-ORIGINAL-429619-1140x760.jpg 1140w\" sizes=\"(max-width: 497px) 100vw, 497px\" \/><\/a><figcaption id=\"caption-attachment-439282\" class=\"wp-caption-text\">Kaja Kallas and Marta Kos present the report on Enlargement 2025, 04\/11\/25<\/figcaption><\/figure>\n<p>It is not just a matter of \u201cbiting the hand that feeds you\u201d: there is a \u201cjudicial and fundamental rights impasse\u201d and even \u201ca<b> shift in freedom of expression<\/b>\u201d, the Commissioner noted.&nbsp;Eleven years after the start of accession negotiations, Serbia has stopped making progress, and the closure of 22 negotiating chapters out of a total of 35 is now further away than it was then.&nbsp;<\/p>\n<p><strong>&#8220;No progress&#8221; in the functioning of the judiciary<\/strong>, &#8220;an increasingly difficult environment&#8221; for the action of NGOs and civil society, violence against protesters that has &#8220;intensified&#8221; as the protests have continued, and &#8220;excessive use of force&#8221; by the police, &#8220;a regression&#8221; with regard to freedom of expression and a &#8220;<strong>considerably worsened<\/strong> information environment&#8221;. In addition to the intensification of high-level bilateral contacts with Russia<span style=\"margin: 0px;padding: 0px\">\u2014the Commission has not forgotten Vu\u010di\u0107&#8217;s participation in the<span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/08\/all-of-putins-men-whos-attending-moscows-may-9-parade\/\" target=\"_blank\">&nbsp;9 May&nbsp;<\/a>military parade in Moscow on the occasion of Victory Day<\/span>\u2014<\/span>the report points to &#8220;recurring anti-Western narratives&#8221; that raise &#8220;further questions about Serbia&#8217;s strategic direction.&#8221;<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p>A vale of tears, a stab in the back, or perhaps in the chest, for Vu\u010di\u0107, a step forward for the European socialist family, according to which &#8220;finally<b> the European Commission seems to be aware of the seriousness of the situation<\/b> in Serbia.&#8221;&nbsp;<\/p>\n<p>A situation that, from the point of view of the accession process, is still in danger of plunging into a &#8220;stalemate&#8221;, a &#8220;deadlock&#8221;, as Brussels has defined those concerning <strong>Turkey and Georgia<\/strong>, the other two major sufferers among the ten candidate countries for EU membership. As for Ankara, &#8220;serious concerns about the continuing deterioration of democratic standards, the rule of law, the independence of the judiciary and respect for fundamental rights have not been addressed,&#8221; while Tbilisi, &#8220;instead of demonstrating its commitment to further EU integration and pursuing the necessary reforms,&#8221; has &#8220;further distanced itself,&#8221; adopting &#8220;unprecedented hostile rhetoric towards the EU, often echoing Russian-style disinformation.&#8221;<\/p>\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The annual Enlargement Report resolves the ambiguities shown so far by the European Commission towards Aleksandar Vu\u010di\u0107&#8217;s regime.
