London won&#8217;t go for it. According to rumours circulating in the British press in recent hours, Her Majesty&#8217;s <strong>government<\/strong> has responded in spades to the European Commission&#8217;s request to <strong>access the SAFE facility<\/strong>, which is supposed to support the re-armament of the Twenty-Seven.&nbsp;<\/p>\n<p>The details of the affair are still not entirely clear, as negotiations are still ongoing. But already today (11 November), news broke of the <strong>disrespectful refusal<\/strong> by the executive led by Labour PM <strong>Keir Starmer<\/strong> to Brussels&#8217; request to cough up a GBP 5.94 billion (<strong>\u20ac6.75 billion<\/strong>) &#8220;<strong>share&#8221;<\/strong> to join the <strong>maxi-continental rearmament fund<\/strong>.<\/p>\n<p>&nbsp;&#8220;We will only accept <strong>agreements that bring value to the UK<\/strong> and British industry,&#8221; reads a government statement. &#8220;<strong>Nothing has been agreed<\/strong> and we will not provide live commentary on the ongoing talks,&#8221; the note added. British sources described the Commission&#8217;s demands as <strong>&#8220;unreasonable&#8221; and exaggerated<\/strong>, confirming Downing Street&#8217;s negative response.&nbsp;<\/p>\n<p>In reality, the proposal put forward by the EU executive is nothing more than the result of an <strong>iron tug-of-war between the Twenty-Seven<\/strong>. Some member states, led by <strong>France<\/strong>, have reportedly taken a more intransigent <strong>position<\/strong>, while another group led by <strong>Germany<\/strong> would like to <strong>lower the bar<\/strong> to avert the risk of London calling it quits. It goes hand in hand with <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/19\/be-prepared-for-the-worst-eu-approves-its-white-paper-on-defense\/\" target=\"_blank\" rel=\"noopener\">the commitment made by Brussels<\/a> to <strong>loosen EU defence borrowing constraints<\/strong> to 1.5 per cent of GDP, activating the safeguard clause of&nbsp;<span style=\"margin: 0px;padding: 0px\">the<strong>&nbsp;Stability<\/strong><\/span><strong>&nbsp;and Growth Pact (SGP)&nbsp;<\/strong>to mobilise something like <strong>650 billion in investment<\/strong>.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">The endowment of the fund is <strong>\u20ac150 billion<\/strong>\u2014<a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/29\/von-der-leyen-150-billion-safe-plan-has-been-fully-subscribed\/\">fully subscribed<\/a> last August, according to the Berlaymont\u2014and will be used to finance <strong>joint defence projects<\/strong>, including for the production of drones and missiles, the development of cyber defence capabilities, and the construction of a European air shield, through loans (Italy<br \/>\n<a href=\"https:\/\/www.eunews.it\/en\/2025\/09\/09\/safe-e14-9-billion-loan-for-italy-to-boost-defence\/\">should be entitled<\/a> to just under 15 billion). The mechanism provides for&nbsp;<span style=\"margin: 0px;padding: 0px\">countries involved to&nbsp;<strong>associate in<\/strong>&nbsp;<strong>consortia<\/strong>&nbsp;and<strong>&nbsp;participate in joint procurement<\/strong>, both for<\/span>&nbsp;the purchase and sale of weapons.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\">Now, SAFE&#8217;s&nbsp;door has always also been&nbsp;open to <strong>non-EU partners<\/strong>, but not for all under the same conditions.&nbsp;<span style=\"margin: 0px;padding: 0px\"><strong>Ukraine<\/strong>&nbsp;and the members of the European Free Trade Area (<strong>EFTA<\/strong>)\u2014Iceland, Liechtenstein, Norway, and Switzerland\u2014<strong>participate fully<\/strong>&nbsp;as the Twenty-Seven.<\/span>&nbsp;<span style=\"margin: 0px;padding: 0px\">Third countries, such as the&nbsp;<strong>United Kingdom<\/strong>,&nbsp;<strong>Canada,<\/strong>&nbsp;or&nbsp;<strong>Turkey<\/strong>, on the other hand, have to negotiate their involvement with the Commission, subject to the conclusion of a bilateral security cooperation pact.<\/span>&nbsp;Each chancellery must then pay a <strong>variable membership fee<\/strong> calculated according to the size of the national arms industry and the potential benefits of association with the EU maxi-fund.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><span style=\"margin: 0px;padding: 0px\">Moreover,&nbsp;<span style=\"margin: 0px;padding: 0px\">under the &#8220;<strong>buy European&#8221; clause<\/strong>, for any procurement project, the value of products from third countries may<\/span>&nbsp;not exceed&nbsp;<strong>35 per cent<\/strong>&nbsp;of the total.<\/span>&nbsp;According to reconstructions, the Berlaymont had proposed a compromise to Downing Street to adjust this figure&nbsp;<strong>to 50 per cent<\/strong> in exchange for the payment of \u20ac6.5 billion plus 250 million in administrative fees.<\/p>\n<figure id=\"attachment_427314\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_37E37GU-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-427314 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_37E37GU-1024x683.jpg\" alt=\"munizioni fondo Safe\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_37E37GU-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_37E37GU-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_37E37GU-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_37E37GU-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_37E37GU-2048x1365.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_37E37GU-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/000_37E37GU-1140x760.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-427314\" class=\"wp-caption-text\">Photo: Jean-Fran\u00e7ois Monier\/Afp<\/figcaption><\/figure>\n<p style=\"margin-bottom: 0px\">\n<p><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif\">And it is precisely on this point that discussions seem to have heated up, putting both sides in an awkward position. On the one hand, the <\/span><em style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif\">dispute<\/em><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif\"> further complicates the complex process of <\/span><strong style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif\">post-Brexit rapprochement between the UK and the EU<\/strong><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif\">. The same agreement on access to SAFE, concluded last May, is part of the relations &#8220;reset&#8221; between London and Brussels, which Starmer <\/span><a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/19\/eu-uk-rapprochement-after-brexit-from-defence-to-erasmus-a-new-chapter-begins\/\" target=\"_blank\" rel=\"noopener\">has championed<\/a><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif\">. On the other hand, it risks damaging the&nbsp;<\/span><span style=\"margin: 0px;padding: 0px\"><strong>Old Continent&#8217;s credibility<\/strong>&nbsp;while attempting to<strong>&nbsp;build its own military deterrence<\/strong><\/span>.<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\">But this is not the only problematic aspect of SAFE. Particularly tangled, especially between the chancelleries of the Twenty-Seven, remains the&nbsp;<span style=\"margin: 0px;padding: 0px\"><strong>financing node<\/strong>: the so-called &#8220;frugal&#8221; front has always opposed the&nbsp;<strong>issuance of new common debt<\/strong>, so defence loans will have to be supported by the EU budget.<\/span>&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\">On the other hand, the EU Parliament took issue with the same legal procedure used to set up the giant fund. The use of <strong>Article 122 of the Treaty on the Functioning of the EU (TFEU)<\/strong>, the MEPs argue, is unjustified because that legal basis presupposes <strong>requirements of urgency<\/strong> <strong>which would not exist<\/strong>. Thus, in August, they<a style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif\" href=\"https:\/\/www.eunews.it\/en\/2025\/08\/25\/european-parliament-takes-eu-member-state-governments-to-court-over-the-safe-defense-fund\/\" target=\"_blank\" rel=\"noopener\">&nbsp;brought<\/a> the <strong>Member States before the Court of Justice<\/strong> of the Union, which will have to rule on the matter in the coming months.
