{"id":440144,"date":"2025-11-17T16:52:10","date_gmt":"2025-11-17T15:52:10","guid":{"rendered":"https:\/\/www.eunews.it\/2025\/11\/17\/fondo-unico-risorse-complessive-debito-comune-per-lmff-2028-2034-solo-no-in-consiglio\/"},"modified":"2025-11-17T18:41:59","modified_gmt":"2025-11-17T17:41:59","slug":"single-fund-overall-resources-common-debt-in-council-only-noes-for-mff-2028-2034","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2025\/11\/17\/single-fund-overall-resources-common-debt-in-council-only-noes-for-mff-2028-2034\/","title":{"rendered":"Single fund, overall resources, common debt: in Council, only &#8220;noes&#8221; for MFF 2028\u20132034"},"content":{"rendered":"<p>Brussels &#8211; <strong>The multi-annual budget proposal continues to be disliked<\/strong>, and the Member States reject outright&nbsp;what the European Commission has put on the table and continues to support. <a href=\"https:\/\/www.eunews.it\/en\/2025\/11\/10\/eu-budget-von-der-leyen-guarantees-cap-and-cohesion-continuity-but-the-new-structure-doesnt-change\/\"><b>The letter from the President<\/b><\/a> of the European Commission, Ursula von der Leyen, attempting to calm the situation, served virtually no purpose, as condemnation was almost unanimous at the <a href=\"https:\/\/www.consilium.europa.eu\/en\/council-eu\/configurations\/gac\/\" target=\"_blank\" rel=\"noopener\">General Affairs Council<\/a> meeting.&nbsp;The Ministers for European Affairs of <strong>Spain and France,<\/strong> Fernando Sampedro Marcos and Benjamin Haddad, explicitly say that &#8220;<strong>Von der Leyen&#8217;s letter is a first step, but it is not enough<\/strong>.&#8221; The clarifications offered are few; &#8220;more are needed.&#8221;&nbsp;<\/p>\n<p>However, what is&nbsp;<strong>not liked around the table<\/strong> is the idea of a single fund merging agricultural policy (CAP) and cohesion policies, <strong>an idea rejected<\/strong>, for different reasons and with different nuances, <strong>by the ministers of 13 countries<\/strong> (Belgium, Croatia, Greece, Ireland, Italy, Latvia, Lithuania, Poland, Czech Republic, Romania, Slovakia, Slovenia, and Hungary). Specifically, Italy, as explained by the Minister for European Affairs, Cohesion and NRP, <strong>Tommaso Foti<\/strong>, believes that &#8220;cohesion is important to maintain long-term investments, and as the proposal stands, it does not seem guaranteed that this will continue to be the case.&#8221;&nbsp;<\/p>\n<p>In general, it is believed&nbsp;that CAP and cohesion policies should remain two separate and distinct programmes, with the Slovenian government calling for an increase in the resources currently provided according to the Commission&#8217;s proposal.&nbsp;<\/p>\n<p><img decoding=\"async\" class=\"img-fluid\" data-file-name=\"image.png\" src=\"\/web\/image\/147-98075ee1\/image.png?access_token=a9d53ed4-50e0-4057-b970-de6ec866d349\">Minister for European Affairs and Cohesion of the National Recovery and Resilience Plan, Tommaso Foti [Brussels, 17 November 2025. Photo: European Council]<\/p>\n<p>The topic of money immediately provoked an outcry from the ministers of <b>Austria, the Netherlands, and Sweden<\/b>, the group of <a href=\"https:\/\/institutdelors.eu\/en\/publications\/les-frugaux-et-lue-point-trop-nen-faut-2\/\" target=\"_blank\" rel=\"noopener\"><b>so-called \u201cfrugal\u201d<\/b><\/a> countries, which are mindful of public spending and therefore oriented towards austerity measures and budgetary rigour. It is believed that the <a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/16\/almost-2-trillion-with-cap-and-cohesion-together-the-proposed-new-2028-2034-eu-budget\/\"><b>almost \u20ac2 trillion for the MFF 2028-2034<\/b><\/a> is too much, which is why Austria is calling for the <a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/eu-budget\/long-term-eu-budget\/2021-2027\/revenue\/rebates_en\" target=\"_blank\" rel=\"noopener\"><b>\u201crebate\u201d, the refund for the national contribution to the EU<\/b><\/a> budget, to be maintained in 2028 and beyond, while Sweden says \u201cno\u201d to the idea of increasing national contributions:&nbsp;&#8220;We need a better budget, not a bigger one,&#8221; cuts short<strong> Jessica Rosencrantz<\/strong>, Stockholm&#8217;s Minister for European Affairs. <strong>Malta also raises spending concerns<\/strong><span style=\"margin: 0px;padding: 0px\">&nbsp;due to a system that would increase the level of national co-financing, which is<\/span>&nbsp;unsustainable for the island&#8217;s economy. Spain pushes back: &#8220;Any amount lower than that of the Commission should be excluded,&#8221; says Sampedro Marcos.&nbsp;<\/p>\n<p>Moreover, <strong>the Netherlands and Sweden are leading the alliance against common debt instruments,<\/strong> which includes<strong>&nbsp;Finland and the Czech Republic<\/strong>. &#8220;There are already too many member states with high debt levels,&#8221; criticises <strong>David Van Weel<\/strong>, Minister for European Affairs in Amsterdam.&nbsp;<\/p>\n<p>Around the table, the only non-critical voice is that of the German minister, <strong>Gunther Krichbaum<\/strong>, who urges partners not to dig their heels in: &#8220;The budget must be modernised,&#8221; he emphasises.
