Today (17 November), the Ukrainian president met with his French counterpart <strong>Emmanuel Macron<\/strong> to agree on a <strong>new defence cooperation<\/strong> between Kyiv and Paris, described as &#8220;historic&#8221; by both parties. The two leaders signed a memorandum of understanding to deliver <strong>100 Rafale F4 fighter jets<\/strong>, the flagship French&nbsp;air force planes, to Ukraine&nbsp;by 2035.&nbsp;<\/p>\n<p>In addition to the aircrafts, the agreements signed at the Villacoublay military airbase also provide for the supply of eight new-generation <strong>SAMP-T<\/strong> anti-aircraft systems still under development (a Franco-Italian production), drones, missiles, and radar equipment, as well as <strong>55 locomotives<\/strong>. Unlike the fighter jets, the delivery of these products should start as early as <strong>by the end of this year<\/strong>.&nbsp;<\/p>\n<p>In the afternoon, the two heads of state visited the headquarters of the &#8220;<strong>multinational force&#8221;<\/strong>&nbsp;to&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2025\/09\/04\/ukraine-security-guarantees-from-26-countries-yet-all-eyes-are-on-trump\/\" target=\"_blank\" rel=\"noopener\">guarantee a potential truce<\/a> in Ukraine, which was set up as part of the <strong>coalition of the willing<\/strong> under the Anglo-French umbrella. With this understanding, &#8220;we pass a <strong>new stage<\/strong> <strong>in the integration with the Ukrainian arms industry<\/strong>,&#8221; the host said during a joint press conference at the Elys\u00e9e Palace, acknowledging the &#8220;<strong>difficult time&#8221;<\/strong> his host is facing at this stage of the war.\n<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"und\">Grand jour.<br \/>\nBig day.&nbsp;<br \/>\n<a href=\"https:\/\/t.co\/YwfGV4d7Ii\">pic.twitter.com\/YwfGV4d7Ii<\/a><\/p>\n<p dir=\"ltr\" lang=\"und\">&#8211; Emmanuel Macron (@EmmanuelMacron)<br \/>\n<a href=\"https:\/\/twitter.com\/EmmanuelMacron\/status\/1990369290365915211?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">November 17, 2025<\/a>&nbsp;<\/p>\n<\/blockquote>\n<p style=\"margin-bottom: 0px\">\n<p>&#8220;I hope we can achieve<strong>&nbsp;peace before 2027<\/strong>,&#8221; he added, stressing the need to &#8220;increase the pressure as we do through <strong>sanctions<\/strong> and the fight against Moscow&#8217;s <strong>ghost fleet<\/strong>.&#8221; Macron remarked that today&#8217;s agreements&nbsp;<span style=\"margin: 0px;padding: 0px\">aim at the &#8220;<strong>regeneration of the Ukrainian army in the future,<\/strong><\/span>&#8221; so that it is &#8220;capable of deterring any new incursion&#8221; once hostilities end. &#8220;This is a historic agreement and <strong>we very much appreciate France&#8217;s support<\/strong>,&#8221; <span class=\"searchKey\">Zelensky remarked, speaking<\/span> alongside him.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\">The difference with the Ukrainian leader&#8217;s previous visits is that, this time, the situation at home is particularly difficult. Militarily speaking, the <strong>Russian troops seem to be on the verge of taking Pokrovsk<\/strong>, a key junction for controlling the portion of the Donbass still in Kyiv&#8217;s hands. Moreover, the eventual capture of the city would allow <strong>Vladimir Putin<\/strong> to demonstrate to <strong>Donald Trump<\/strong> that the front line is far from stable, making it more difficult to argue for a <strong>ceasefire<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\">Domestically, Ukraine is shaken in these&nbsp;weeks by the biggest <strong>corruption scandal<\/strong> in years, which exploded following&nbsp;<span style=\"margin: 0px;padding: 0px\">investigations by&nbsp;<strong>independent agencies<\/strong>&nbsp;that Zelensky himself<a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/22\/ukraine-nabu-case-breaks-out-oppositions-and-activists-denounce-clampdown-on-anti-corruption-bodies\/\" target=\"_blank\"><strong>&nbsp;had tried to remove from power&nbsp;<\/strong><\/a><\/span>&nbsp;last July.\n<\/p>\n<p>At the time, the president&#8217;s move <a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/23\/ukraine-internal-crisis-deepens-zelenskyy-signs-controversial-anti-corruption-law-sparking-first-mass-protests-since-the-start-of-the-war\/\"><b>had sparked<\/b><\/a> <b>massive street protests<\/b> and an unusual <a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/24\/ukraine-crisis-zelensky-steps-back-and-promises-to-restore-independence-of-anti-corruption-bodies\/\"><b>reprimand<\/b><\/a> from Brussels.&nbsp;<span style=\"margin: 0px;padding: 0px\">Now, disclosures of a potential $100 million illicit turnover have resulted in the&nbsp;<strong>firing of two top ministers<\/strong>&nbsp;in the government and the dismissal of a close associate of Zelensky.<\/span>&nbsp;<\/p>\n<p>After all, fighting corruption and protecting the rule of law are two key criteria for progressing towards <strong>EU membership<\/strong>. Zelensky acknowledged that the actions taken so far &#8220;<strong>are not sufficient<\/strong>,&#8221; promising to proceed with the necessary reforms. There, he struck a deal with Greek Prime Minister <strong>Kyriakos Mitsotakis<\/strong> to supply Ukraine with US <strong>liquefied natural gas (LNG)<\/strong>, which arrives at Greek terminals via the Mediterranean. The agreement will be operational from next December until March 2026 and, according to the intentions of the contracting parties, will serve not only to shore up the <strong>supply to&nbsp;Kyiv<\/strong> (whose infrastructure is the target of daily Russian raids) but also to strengthen the <strong>energy security of the entire region<\/strong>, supplying also landlocked countries\u2014and therefore more dependent on Moscow&#8217;s methane\u2014such as <strong>Slovakia<\/strong> and <strong>Hungary<\/strong>.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\">Tomorrow, the Ukrainian president will be in Spain, where he will meet with Prime Minister <strong>Pedro S\u00e1nchez<\/strong>. Madrid has recently decided to participate in NATO&#8217;s <strong>PURL<\/strong> (Prioritised Ukraine Requirements List) programme, under&nbsp;which alliance members will purchase <strong>Star and Stripes weaponry<\/strong> to send to Kyiv.<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p>Meanwhile, the EU-27 <a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/23\/eu-adopts-19th-sanctions-package-against-russia-kallas-aligned-with-the-us\/\"><b>have recently approved<\/b><\/a> the <b>19th sanctions package<\/b> against the Kremlin.&nbsp;But they have not yet been able to square off on the <strong>130 billion repair loan<\/strong> for Ukraine, which by the first quarter of 2026 will be one step away from default unless there is a <strong>liquidity injection from Western partners<\/strong>. The EU executive<br \/>\nis <a href=\"https:\/\/www.eunews.it\/en\/2025\/11\/17\/von-der-leyen-puts-forward-three-options-to-guarantee-ukraine-130-billion-over-next-two-years\/\">trying to convince<\/a> the chancelleries to <strong>use frozen Russian assets<\/strong> to finance the disbursement, as the alternatives\u2014a new joint debt issue or bilateral member-state contributions\u2014are de facto impractical.&nbsp;<\/p>\n<p>However, some countries are extremely reluctant to touch Moscow&#8217;s sovereign wealth funds, for fear of&nbsp;<span style=\"margin: 0px;padding: 0px\"><strong>legal consequences,&nbsp;<\/strong>a concern&nbsp;<\/span>also raised recently by the <strong>European Central Bank<\/strong>. Among the national governments, Belgium in particular, as the financial agency Euroclear, which holds the immobilised Russian assets, is based there. Premier <strong>Bart De Wever<\/strong> continues to call for <strong>strong risk-sharing measures<\/strong> should the Federation win an appeal in an international arbitration court.
