T<strong>he heads of state and government of the European Union and the African Union<\/strong> (an entity that brings together the 55 countries of&nbsp;<span style=\"margin: 0px;padding: 0px\"><strong>Africa) met in Luanda, the capital of Angola<\/strong><\/span>. The event celebrated <strong>25 years of partnership between the two entities<\/strong> and focused on EU funding for African development. &#8220;In a world of trade conflicts, <strong>a closer partnership between us starts with trade<\/strong>,&#8221; said European Commission President Ursula von der Leyen.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\"><span style=\"text-align: inherit\">The summit is not an easy one; between the two continents, there are <strong>centuries<\/strong><\/span><strong style=\"text-align: inherit\"> of colonisation<\/strong><span style=\"text-align: inherit\">, difficult to forget.<\/span>&nbsp;That is why Europe comes to the table, trying hard to present itself as a friend rather than a usurper. &#8220;We want Africa and Europe to be partners by choice,&#8221; recalls von der Leyen. <strong>Mahmoud Ali Youssouf<\/strong>, President of the African Union Commission, responds on the subject: &#8220;It is no longer time to be just suppliers of raw materials.&#8221;<\/p>\n<h3 id='the-global-gateway-to-africa'  id=\"boomdevs_1\">The Global Gateway to Africa<\/h3>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">The European proposal revolves&nbsp;around the <a rel=\"noopener\" href=\"https:\/\/international-partnerships.ec.europa.eu\/policies\/global-gateway\/initiatives-sub-saharan-africa\/eu-africa-global-gateway-investment-package_en\" target=\"_blank\">Global Gateway<\/a>&nbsp;<strong>150 billion<\/strong> investment package. Von der Leyen is already celebrating its early successes: &#8220;When we launched it, we aimed to invest \u20ac150 billion in Africa by 2027. So far, we have <strong>already mobilised over \u20ac120 billion<\/strong>.&#8221; The objectives would be to accelerate <strong>the green<\/strong>&nbsp;<strong>and the digital transitions,<\/strong> in addition to promoting <a href=\"https:\/\/www.eunews.it\/en\/2025\/11\/21\/von-der-leyen-were-fighting-emissions-not-fossil-fuels-invest-in-africa\/\">sustainable growth<\/a> in health and education\u2014concrete&nbsp;investments aimed at promoting growth in a continent facing enormous structural problems.<\/p>\n<h3 id='the-mineral-railway'  id=\"boomdevs_2\">The Mineral Railway&nbsp;<\/h3>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">The most controversial strategic project is the modernisation of the 1,300-kilometre railway that runs through Zambia, the Democratic Republic of Congo, and Angola to the port of Lobito. The infrastructure would be <strong>essential for the European supply of strategic raw materials<\/strong>, one of the main objectives of European leaders.&nbsp;<span style=\"text-align: inherit\">European Commissioner for Development Jozef S\u00edkela had already taken the lead on the issue, having announced a fortnight ago <\/span><a href=\"https:\/\/www.eunews.it\/en\/2025\/11\/21\/von-der-leyen-were-fighting-emissions-not-fossil-fuels-invest-in-africa\/\" target=\"_blank\" style=\"text-align: inherit\">&nbsp;<\/a><span style=\"text-align: inherit\">the use of over <strong>\u20ac<\/strong><\/span><strong style=\"text-align: inherit\">200 million&nbsp;<\/strong><span style=\"text-align: inherit\">to support Zambia&#8217;s industrial growth.<\/span><\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">The main focus of the package was the restyling of the railway to Lobito (as of today, trains run at a maximum speed of 45 kilometres per hour). The idea is a noble one. Remodelling this infrastructure would spur development in the surrounding areas. The risk, however, is the construction of a cathedral in the desert, useful only to European interests.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">However, the historical and symbolic aspects are not to be overlooked. The construction dates back to the end of the 19th century and the early 20th century. At that time,&nbsp;<strong>the colonial governments of Belgium and Portugal<\/strong> built the<br \/>\n<a href=\"https:\/\/en.wikipedia.org\/wiki\/Benguela_railway\" target=\"_blank\" rel=\"noopener\">Benguela Railway<\/a>, linking the mining areas of Katanga (today the Democratic Republic of Congo) to the port of Lobito, in Angola.&nbsp;<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">Von der Leyen is aware of this, and when talking about the subject, she uses tact: &#8220;You all know about this ambitious project to bring essential minerals from Zambia and the Democratic Republic of Congo to global markets. The infrastructure was built during colonial times (Source: Wikipedia)<\/figcaption><\/figure>\n<p><\/p>\n<h3 id='china-is-the-power-to-be-challenged'  id=\"boomdevs_3\">China is the power to be challenged<\/h3>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">However, in discussions about d\u00e9tente between Africa and Europe, the elephant in the room is not mentioned: China.&nbsp;<strong>Angola,<\/strong> host of the summit, for example,&nbsp;<strong>is Beijing&#8217;s main debtor in Africa.<\/strong> The former Portuguese colony has to repay some <strong>46 billion dollars<\/strong>. Chinese investments do not only touch the western part of the Continent. In recent years, Beijing&#8217;s money has spanned the continent from north to south, focusing&nbsp;on financing <strong>strategic resources<\/strong> geared towards access to critical minerals, <strong>infrastructure projects,<\/strong> as well as <strong>direct loans to states<\/strong>.&nbsp;China, with an unblemished past in the region, has become the leading player in the area over the years.<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">While the United States has been busy burning bridges, China has been building them.<\/p>\n<p>52 out of 54 countries in Africa now trade more with China than the United States. <a href=\"https:\/\/pic.twitter.com\/p4GLnAVJs5\" target=\"_blank\" rel=\"noopener\"><br \/>\n<\/a><a href=\"https:\/\/t.co\/p4GLnAVJs5\">pic.twitter.com\/p4GLnAVJs5<\/a><\/p>\n<p>&nbsp;&#8211; Jostein Hauge (@haugejostein)<br \/>\n<a href=\"https:\/\/twitter.com\/haugejostein\/status\/1907807897775440227?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">April 3, 2025<\/a>&nbsp;<\/p><\/blockquote>\n<h3 id='the-union-s-chances'  id=\"boomdevs_4\">The Union&#8217;s Chances<\/h3>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\"><span style=\"text-align: inherit\">The Union has no choice but to play&nbsp;<\/span><strong style=\"text-align: inherit\">the territorial proximity card<\/strong><span style=\"text-align: inherit\">, since, as von der Leyen recalled, &#8220;<\/span><strong style=\"text-align: inherit\">Europe is already by far your largest trading partner<\/strong><span style=\"text-align: inherit\">.<\/span>&nbsp;One third of Africa&#8217;s total trade is with Europe, and Africa exports more than twice as much to Europe as it does to China.&#8221; In short, the challenge has begun. The gap to be bridged, however, is still wide.
