The setting was the <a href=\"https:\/\/www.eunews.it\/en\/2025\/11\/24\/eu-africa-summit-in-angola-150-billion-for-the-continents-development\/\" target=\"_blank\" rel=\"noopener\"><strong>Europe-Africa<\/strong>&nbsp;<strong>summit<\/strong><\/a> held yesterday and today in Luanda, the capital of Angola. &#8220;We are here to pursue an approach of mutual understanding and not one of exploitation as was the case centuries ago,&#8221; <strong>Antonio Costa<\/strong>, President of the European Council, immediately made clear during the summit. He is the best figure the Union can put forward to African leaders. <strong>The Portuguese is a son of colonialism<\/strong>: his father came from Goa, India, and part of his family came from Mozambique.<\/p>\n<h3 id='multilateralism-and-international-law'  id=\"boomdevs_1\">Multilateralism and International Law<\/h3>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">The understanding does not only propose&nbsp;<span style=\"margin: 0px;padding: 0px\"><strong>economic convergence<\/strong>, but also addresses issues ranging from&nbsp;<strong>energy and digital development to migration<\/strong>, as well as<\/span>&nbsp;the thornier aspects of <strong>geopolitics and colonialism<\/strong>. One of the most interesting elements is the stance on ongoing conflicts. In the concluding document, the two Unions recall <strong>the injustice of current wars in the global arena<\/strong>. As Costa states, &#8220;we both share the values of the UN Charter, so we have put on paper <strong>our support for a just peace in Ukraine<\/strong>.&#8221;<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">Such a text was not to be taken for granted. Russian influence on the continent has been significant since the post-1945 decolonisation period. The Angolan and African Union President <strong>Jo\u00e3o Louren\u00e7o<\/strong> reminds us of this in the final press conference: &#8220;<strong>The Soviet Union helped us out of the&nbsp; Western yoke<\/strong> and for that we will always be grateful,&#8221; but now &#8220;we defend <strong>the principles of sovereignty and territorial integrity<\/strong>, as in the case of Ukraine.&#8221;<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">The pole star evoked in the concluding text is&nbsp;<span style=\"margin: 0px;padding: 0px\"><strong>multilateralism<\/strong>-oriented&nbsp;<strong>international law<\/strong><\/span>. The instrument, however, is often vague: in Africa as in Europe, it is often used as a lightning rod to conceal interests. The idea, the document states, is to &#8220;<strong>exploit public and private funds to stimulate investment<\/strong>.&#8221; The President of the European Commission,<strong> Ursula von der Leyen, <\/strong>yesterday, recalled how the EU &#8220;has already deployed <strong>120 billion out of 150 allocated,<\/strong> in the <a href=\"https:\/\/international-partnerships.ec.europa.eu\/policies\/global-gateway\/initiatives-sub-saharan-africa\/eu-africa-global-gateway-investment-package_en\" target=\"_blank\" rel=\"noopener\">Global Gateway for Africa<\/a> project&#8221;. The intention is to spend European money stimulating a green transition, following (not necessarily) European regulations such as the <a href=\"https:\/\/taxation-customs.ec.europa.eu\/carbon-border-adjustment-mechanism_en\" target=\"_blank\" rel=\"noopener\">CBAM<\/a>&nbsp;&#8220;carbon tax&#8221; and the <a href=\"https:\/\/environment.ec.europa.eu\/topics\/forests\/deforestation\/regulation-deforestation-free-products_en\" target=\"_blank\" rel=\"noopener\">EUDR<\/a> against deforestation.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">The summit&#8217;s most high-profile challenge is to <strong>supply solar power to more than 100 million people<\/strong> by 2030 through the Africa-EU Green Energy Initiative. Europe is putting <strong>around 20 billion<\/strong> on the table to generate&nbsp;<strong>50 GW<\/strong> of new renewable energy capacity, through both large-scale projects and decentralised solutions.<\/p>\n<h3 id='the-points-dear-to-the-union'  id=\"boomdevs_3\">The points dear to the Union<\/h3>\n<p>There is a European dividend.&nbsp;The first is the&nbsp;<span style=\"margin: 0px;padding: 0px\">acquisition&nbsp;<strong>of cheap raw materials<\/strong>, which are very useful for breaking<\/span>&nbsp;free from dependence on China. These minerals could reach the Union thanks to the <strong>new infrastructure<\/strong> to be developed in Africa. This is precisely why the document mentions the modernisation of the railway linking Angola to the centre of the continent via the <strong>Lobito corridor<\/strong>. Indeed, the Union declares that it &#8220;<strong>recognises and profoundly regrets the untold suffering inflicted on<br \/>\nmillions of men, women and children as a result of the slave trade, colonialism and<br \/>\napartheid<\/strong>,&#8221; a key aspect for Africans to be able to carry out a genuine process of making peace with their past.<\/p>\n<h3 id='next-steps'  id=\"boomdevs_5\">Next steps<\/h3>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">The lofty goals, however, need constant monitoring. The implementation of the document will be monitored by <strong>competent committees<\/strong>. Over the next six months, &#8220;a <strong>Meeting of Senior Officials<\/strong> from the African Union and the European Union will work on a sectoral implementation plan&#8221; that will generate operational guidelines. Despite the infrastructure, achieving the ambitious goals will not be easy. The precedents are not rosy. <span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/www.eunews.it\/en\/2025\/11\/24\/eu-approves-further-143-million-euros-aid-to-sub%e2%80%91saharan-africa-after-squandering-11-billion\/\" target=\"_blank\">The European Court of Auditors<\/a> stated yesterday that despite European efforts (<strong>11 billion<\/strong>) in&nbsp;<strong>Sub-Saharan Africa,<\/strong>&nbsp;&#8220;<strong>the situation does not show significant improvement.&#8221;<\/strong><\/span>&nbsp;A precedent that does not bode well for the outcome of this aid round.&nbsp;<span style=\"text-align: inherit\">In any case, the two entities will meet&nbsp;<\/span><span style=\"margin: 0px;padding: 0px\"><span>again in&nbsp;<\/span><strong>Brussels,<\/strong><span>&nbsp;although the date has not yet been set<\/span><\/span><span style=\"text-align: inherit\">.<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>To do business on the continent, the EU must come to terms with its past.
