{"id":440938,"date":"2025-11-27T15:44:36","date_gmt":"2025-11-27T14:44:36","guid":{"rendered":"https:\/\/www.eunews.it\/2025\/11\/27\/ucraina-il-parlamento-europeo-sprona-lue-e-bacchetta-gli-usa-ambivalenza-dannosa-la-pace\/"},"modified":"2025-11-27T17:40:19","modified_gmt":"2025-11-27T16:40:19","slug":"ukraine-european-parliament-urges-eu-and-berates-us-ambivalence-damages-peace","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2025\/11\/27\/ukraine-european-parliament-urges-eu-and-berates-us-ambivalence-damages-peace\/","title":{"rendered":"Ukraine, European Parliament urges EU and berates US: &#8220;Ambivalence damages peace&#8221;"},"content":{"rendered":"<div class=\"ep_gridcolumn ep-m_product\">\n<div class=\"ep_gridcolumn-content\">\n<div class=\"ep-a_text ep-layout_chapo\"><span style=\"text-align: inherit\">Brussels &#8211; The peace plan for Ukraine made public last week raises &#8220;<\/span><strong style=\"text-align: inherit\">legitimate concerns about the United States&#8217;<\/strong><span style=\"text-align: inherit\">&nbsp;commitment to international law and the security of Europe and Ukraine.<\/span>&nbsp;The European Parliament does not mince its words and, in a resolution adopted today (27 November) by a very large majority, chastises Washington&#8217;s &#8220;political ambivalence&#8221;, which is &#8220;detrimental to the goal of lasting peace.&#8221;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<p style=\"margin-bottom: 0px\">\nThe&nbsp;<span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/RC-10-2025-0545_EN.html\" target=\"_blank\" rel=\"noopener\">&nbsp;resolution&nbsp;<\/a>on the EU position on the peace plan for Ukraine was drafted by five groups across<\/span>&nbsp;a broad political spectrum: Conservatives and Reformists (ECR), European People&#8217;s Party (EPP), Renew, Socialists and Democrats (S&amp;D), and Greens. <strong>It was supported by the vote of 401 MEPs<\/strong>. Among the 70 against and 90 abstaining were almost all of Patriots for Europe and Europe of Sovereign Nations\u2014the two ultra-right groups\u2014and The Left, the radical left group. Among the Italians, only the Lega and Movimento 5 Stelle delegations opposed the resolution.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\">While recognising &#8220;the efforts of the US administration&#8221; to end the war, the EU Parliament points the finger at &#8220;<strong>Washington&#8217;s political ambivalence towards Kyiv<\/strong>.&#8221; That is why, reads the text, the Strasbourg Chamber &#8220;urges the EU and its member states to show leadership in this crucial geopolitical moment,&#8221; to &#8220;continue to work with the United States and like-minded partners,&#8221; to ensure &#8220;that negotiations for a just and lasting peace in Ukraine are grounded in the principles of international law&#8221; and &#8220;are conducted in good faith.&#8221;<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p>MEPs reiterated the principles on which any peace agreement should be based, in line with what European Commission President <b>Ursula von der Leyen<\/b> <a href=\"https:\/\/www.eunews.it\/en\/2025\/11\/26\/von-der-leyen-firm-on-ukraine-in-geneva-a-starting-point-but-keep-up-the-pressure\/\"><b>said<\/b><\/a> yesterday in the Chamber.&nbsp;First of all, &#8220;a ceasefire,&#8221; backed by &#8220;<strong>robust security guarantees&#8221; for Kyiv from the EU and the US<\/strong>\u2014equivalent to the mutual assistance clauses provided for in Article 5 of the NATO Treaty and Article 42.7 of the EU Treaty\u2014and no limitations on &#8220;Ukraine&#8217;s ability to defend its sovereignty, independence and territorial integrity.&#8221;<\/p>\n<figure id=\"attachment_440876\" style=\"width: 504px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/20251126_EP-195021A_AHA_EG_208-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-440876 \" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/20251126_EP-195021A_AHA_EG_208-scaled.jpg\" alt=\"\" width=\"504\" height=\"336\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/20251126_EP-195021A_AHA_EG_208-scaled.jpg 2560w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/20251126_EP-195021A_AHA_EG_208-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/20251126_EP-195021A_AHA_EG_208-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/20251126_EP-195021A_AHA_EG_208-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/20251126_EP-195021A_AHA_EG_208-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/20251126_EP-195021A_AHA_EG_208-2048x1365.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/20251126_EP-195021A_AHA_EG_208-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/11\/20251126_EP-195021A_AHA_EG_208-1140x760.jpg 1140w\" sizes=\"(max-width: 504px) 100vw, 504px\" \/><\/a><figcaption id=\"caption-attachment-440876\" class=\"wp-caption-text\">EP Plenary session &#8211; Position on the proposed plan and EU engagement towards a just and lasting peace for Ukraine<\/figcaption><\/figure>\n<div class=\"ep_gridcolumn ep-m_product\">\n<div class=\"ep_gridcolumn-content\">\n<div class=\"ep-a_text\">\n<p class=\"ep-wysiwig_paragraph\">The text also states that &#8220;no temporarily occupied Ukrainian territory will be legally recognised by the EU and its member states as Russian territory.&#8221; Then there is the issue of the reconstruction of Ukraine: the EU Parliament made it clear that any peace agreement &#8220;must oblige Russia to fully compensate Ukraine for all material and immaterial harm and damage it has caused&#8221;<\/p>\n<p> in the attacked country. Hence, the call to &#8216;adopt and implement, without further delay, a reparation loan backed&nbsp;by the frozen Russian assets.&#8221; Finally, the European Parliament called for sanctions on Moscow not to be lifted &#8220;before a peace agreement is negotiated and implemented.&#8221;<\/p>\n<p>Amendments to the text proposed by The Left on the one hand, and by the Patriots on the other, <strong>were returned to the sender<\/strong>. This included any reference to the ongoing corruption scandal in Ukraine and the risk of escalation from the arms race that had started in Europe.<\/p>\n<\/div>\n<\/div>\n<p>For <strong>Lucia Annunziata<\/strong>, an MEP elected in the lists of the Democratic Party, &#8220;the exclusion of Europe from the negotiating table has served to find an unprecedented unity in Parliament, with a clarity and commitments that had not been seen until now.&#8221; Yet, Annunziata warned, &#8220;we must not hide from the fact that a plan proposed by the United States is being discussed in retrospect, in which the European role in the negotiations is not clear for the time being.&#8221;<\/p>\n<p>The <strong>5 Star Movement<\/strong> delegation branded the resolution as &#8220;a clumsy attempt to put a spoke in the wheel of the ongoing peace process&#8221; because it sets conditions that &#8220;make negotiations difficult, if not impossible.&#8221; For the 5 Star MDPs, &#8220;after almost four years since the beginning of the conflict, a bad peace is better than a dirty war.&#8221;<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The resolution on the peace plan for Ukraine passed by a very large majority.
