In the spirit of the T<a href=\"https:\/\/www.europarl.europa.eu\/about-parliament\/en\/in-the-past\/the-parliament-and-the-treaties\/treaty-of-rome\" target=\"_blank\" rel=\"noopener\">reaties of Rome<\/a>, the Democratic Party\u2019s delegation to the European Parliament has presented the manifesto \u201cTowards the United States of Europe. Now,\u201d which calls for <strong>a revival of the European federalist project and warns of \u201cthe risks of a return to nationalism<\/strong> and the EU\u2019s decision-making weakness.\u201d With this move, the PD is also trying to shake up the Socialist group\u2014of which it is the largest delegation\u2014currently in an alliance with the European People\u2019s Party, which, however, is increasingly moving to the right of the hemicycle.&nbsp;<\/p>\n<p>The Democratic Party delegation starts from an unflinching assessment: \u201cThe level of political, economic, and industrial integration achieved today is no longer enough.\u201d Because <strong>it is no longer capable of \u201cprotecting our social achievements, ensuring our security, and supporting effective diplomatic action.\u201d<\/strong> A change of course is needed across the board: from technological challenges, where Europe \u201cno longer produces innovation\u201d but merely \u201cregulates it,\u201d leaving wealth and jobs to other global players. To the issues closest to the socialist family\u2014of which the PD is a member\u2014such as social cohesion and the fight against inequality, both threatened by the European budget for 2028\u20132034 <a href=\"https:\/\/www.eunews.it\/en\/2025\/11\/10\/eu-budget-von-der-leyen-guarantees-cap-and-cohesion-continuity-but-the-new-structure-doesnt-change\/\">proposed<\/a> by Ursula von der Leyen, which \u201cmoves in the opposite direction, weakens territorial cohesion, cuts resources, and reduces the scope for policies on the ground.\u201d<\/p>\n<p>The EU\u2019s enlargement also needs to be reconsidered: by 2030, the Member States could even rise to 30, and without \u201cdecisions that ensure decision-making capacity and unity of purpose,\u201d the PD warns of the risk of \u201cslipping backwards, to a <strong>Europe blocked by national governments, to a purely intergovernmental logic.<\/strong>&#8221;&nbsp;<\/p>\n<p>The federalist manifesto drafted by the PD identifies four key points to give new momentum to the European project: <strong>a stronger EU budget, a genuine foreign policy, the abolition of the veto, and greater use of enhanced cooperation<\/strong>. In particular, when it comes to the budget, \u201ccourage\u201d is needed, \u201cresorting to common debt and new own resources to be directed toward innovation, the green transition, and ensuring social cohesion.\u201d A \u201ctrue common European defence among Member States\u201d must be promoted, the reform of the treaties must be accelerated to \u201cabolish unanimity in the EU\u2019s decision-making system,\u201d and \u201cprojects and common policies with the Member States willing to move forward must be launched immediately, without waiting for everyone\u2019s agreement.\u201d<\/p>\n<p>The signature drive for the manifesto will begin next week, during the Strasbourg plenary session from 9 to 12 February. <strong>Nicola Zingaretti,<\/strong> head of the Democratic Party delegation, stressed: \u201cIt is not Europe in general that is slowing down; it is the sovereigntist right-wing forces now in government in many countries. We will not stand still, proudly contemplating our past\u2014we will open a season of change.\u201d Comments from members of the European Parliament delegation are multiplying: <strong>Camilla Laureti<\/strong> points out that \u201cin light of what we are experiencing\u2014the growing push of nationalisms and the aggressive American policy imposed by Trump\u2014only a stronger, more federal Europe can offer a concrete hope.\u201d For Dario Nardella, \u201cthe alibis are over: public opinion is favourable, Trump\u2019s threats, the need to reach Peace in Ukraine\u2014everything tells us that this is the moment to take the decisive step.\u201d<\/p>\n<p><strong>Stefano Bonaccini<\/strong>, president of the party, said: &#8220;We are at a crossroads: either we build a European Union capable of being a major political player, able to compete with the United States and China, or we accept being their vassals.&#8221; <strong>Brando Benifei<\/strong> emphasised that the path outlined in the manifesto follows what&nbsp;&#8220;Mario Draghi <a href=\"https:\/\/www.eunews.it\/en\/2026\/02\/02\/draghi-calls-for-a-united-states-of-europe-urges-shift-from-confederation-to-federation\/\">recently said<\/a>: Europe must move from a confederation of states to a federation.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The reference is to the Treaties of Rome, whose 70th anniversary will be celebrated next year.
