On Wednesday (18 March), the EU High Representative for Foreign Affairs and Security Policy, <strong>Kaja Kallas<\/strong>, and Iceland\u2019s Minister for Foreign Affairs,<strong> \u00deorger\u00f0ur Katr\u00edn Gunnarsd\u00f3ttir<\/strong>, officially signed the new <a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/security-defence-partnerships\/timeline-security-defence-partnerships\/\" target=\"_blank\" rel=\"noopener\">security and defence partnership between Brussels and Reykjavik<\/a>. The aim of the agreement, as stated in the official text, is to \u201cstrengthen existing cooperation\u201d between Iceland and the European Union in this sector, with a focus on several specific points.<\/p>\n<p>&nbsp;The first concerns <strong>security in the Arctic region<\/strong>, whose global <a href=\"https:\/\/www.thearcticinstitute.org\/rising-tensions-shifting-strategies-evolving-dynamics-us-grand-strategy-arctic\/\" target=\"_blank\" rel=\"noopener\">significance<\/a> is set to grow steadily, both from an economic and commercial perspective and in terms of the geopolitical balance of power. In words that seem like a not-so-veiled response to the repeated threats&nbsp;directed at <strong>Greenland<\/strong> by US President <strong>Donald Trump<\/strong>, Iceland and the EU are committed to \u201c<strong>intensifying the exchange of information on security aspects<\/strong> of the region to help maintain a <strong>stable, rules-based order<\/strong> in the area\u201d. These exchanges will include \u201cmonitoring regional developments, climate issues, and cyber and hybrid threats.\u201d&nbsp;<\/p>\n<p>The second area of cooperation the partnership focuses on is <strong>support for Ukraine<\/strong>. The document sets out a commitment to &#8220;strengthen cooperation between the two parties to provide long-term support for Ukraine, continue financial assistance and support the country\u2019s reconstruction.&#8221; Iceland and the EU also intend to continue cooperating on the issue of <strong>sanctions against Russia<\/strong>, with a view to \u201cmaximising pressure on those responsible for the aggression.\u201d Finally, the two parties undertake to \u201cwork together to achieve a comprehensive, just and lasting peace agreement based on the principles of international law and the United Nations Charter\u201d.&nbsp;<\/p>\n<p><strong>Cybersecurity<\/strong> and the fight against <strong>hybrid threats<\/strong> are another key focus of the agreement signed, in relation to which the two countries aim to &#8220;deepen existing cooperation by exchanging regular information on the landscape of these threats and on the most effective strategies for preventing and responding to hostile activities, whilst also coordinating diplomatic responses to address them&#8221;. Finally, at a time of military build-up across Europe, the partnership with Iceland provides an opportunity to promote \u201cgreater involvement of the country in EU defence initiatives, such as the<br \/>\n<a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/defence-industry-programme\/\" target=\"_blank\" rel=\"noopener\">European Defence Industry Programme<\/a><\/p>\n<p> and projects developed within the framework of the<br \/>\n<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=OJ:L_202501106\" target=\"_blank\" rel=\"noopener\">SAFE Regulation<\/a>.\u201d&nbsp;<\/p>\n<p>The <a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/security-defence-partnerships\/\" target=\"_blank\" rel=\"noopener\">security and defence partnerships<\/a> are agreements that the EU signs with third countries to &#8220;strengthen bilateral cooperation on security matters and promote peace and security worldwide&#8221;. In just under two years, Brussels has already concluded ten such agreements: with <strong>Moldova, Norway, Japan, South Korea, North Macedonia, and Albania <\/strong>in 2024;<strong> with the United Kingdom and Canada<\/strong> in 2025; and with <strong>India and Iceland<\/strong> in 2026.&nbsp;<\/p>\n<p>The agreement between Reykjavik and Brussels comes at a time when the political debate in Iceland over its relationship with the EU appears to have regained momentum.&nbsp;<span id=\"mwBQ\"><span style=\"margin: 0px;padding: 0px\">More than ten years after accession negotiations were suspended in 2015, on 6 March, the Prime Minister of the Arctic nation,&nbsp;<strong>Kristr\u00fan Frostad\u00f3ttir,<\/strong>&nbsp;announced a <strong>referendum<\/strong>&nbsp;<strong><\/strong><strong><\/strong>to assess a possible resumption of discussions.<\/span>&nbsp;The vote&nbsp;is scheduled to take place on <strong>29 August<\/strong>.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The agreement was signed just a few days after the announcement of a referendum in which the Icelandic people will be asked to vote on whether to resume EU accession negotiations.
