The EU executive, the Executive Vice-President for Skills and Quality Jobs, <strong>Roxana Minzatu<\/strong>, admits &#8220;<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>the Commission is considering measures \u2014 including through digitalisation \u2014 to modernise procedures for recognition of qualifications to access regulated professions, including medical professions.<\/strong>&#8220;<\/span><\/span><\/span><\/p>\n<p><a href=\"https:\/\/www.eunews.it\/en\/2024\/07\/01\/eu-professional-qualifications-are-a-jungle-court-of-auditors-lambasts-states-and-commission\/\" target=\"_blank\" rel=\"noopener\">The issue of the recognition of professional qualifications is not&nbsp;new, which is why the EU Court of Auditors has called for decisive action<\/a> to enable a truly functioning single market. Now, MEP <strong>Jan Farsk\u00fd (EPP)<\/strong> is raising the issue again with&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/E-10-2026-000391_EN.html\" target=\"_blank\" rel=\"noopener\">his parliamentary question<\/a> on the shortage of doctors and medical staff. &#8220;Lengthy recognition procedures, fragmented national systems, and slow access to postgraduate education and certification continue to delay the integration of qualified doctors into EU healthcare systems,<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">&#8221;&nbsp;the EPP representative said.<\/span><\/span>&nbsp;This situation &#8220;<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">creates structural barriers to workforce mobility and limits the EU\u2019s capacity to respond to healthcare staff shortages in a timely and coordinated manner.&#8221;<\/span><\/span><\/span>&nbsp;<\/p>\n<p>The shortage of doctors and medical staff is not a new issue either. The European Parliament\u2019s think tank <a href=\"https:\/\/www.europarl.europa.eu\/RegData\/etudes\/ATAG\/2025\/767231\/EPRS_ATA(2025)767231_EN.pdf\" target=\"_blank\" rel=\"noopener\">estimated<\/a> a<strong> shortfall of <\/strong><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong> 1.2 million doctors, nurses, and midwives<\/strong> across the EU. These figures need to be revised upwards, as they are based on 2022 data and relate to a situation that has not changed since then. This is because the situation in wards and departments <strong>is exacerbated by the <a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/20\/demographic-crisis-aging-eu-population-relies-on-immigration-with-italy-leading-the-decline\/\" target=\"_blank\" rel=\"noopener\">ageing population<\/a><\/strong>, &#8220;which affects both patients and healthcare staff (over a third of doctors and a quarter of nurses are over 55).&#8221;<\/span><\/span><\/span><\/p>\n<p>&nbsp;https:\/\/www.eunews.it\/2021\/02\/26\/invecchiamento-demografico-allue-servono-11-milioni-operatori-socio-sanitari-piu-entro-2030\/<\/p>\n<div class=\"lRu31\" dir=\"ltr\">\n<div class=\"OvtS8d\">Pending regulatory updates that will allow for the recognition of academic qualifications and specialist courses at the EU level, the von der Leyen team is working on stopgap solutions. &#8220;<strong>The Commission explores various policy initiatives to attract and retain doctors, including from outside the&nbsp;EU, to mitigate the shortages on the labour market,<\/strong><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">&#8221; Minzatu said.&nbsp;Emergency solutions to respond to the emergency.&nbsp;<\/p>\n<p><\/span><\/span><\/span><\/p>\n<div>After all, the Commission has little power under the Treaties.<strong> Health and healthcare are and remain the exclusive competence of the Member States<\/strong>, and, therefore, as Minzatu points out, &#8220;the recruitment and professional integration of doctors and ensuring access to postgraduate training and specialisation pathways remain responsibility of Member States.<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">&#8221; The EU must act within the scope of its own prerogatives, and this is what this Commission intends to do. &#8220;<strong>The objective of the Commission initiatives is to remove administrative barriers for the fair mobility of doctors <\/strong>while safeguarding public health objectives.&#8221; In this regard, the von der Leyen team &#8220;is <strong>exploring potential measures to accelerate recognition procedures for doctors<\/strong>.&#8221; These measures, Minzatu adds without offering any previews or details, fall within the scope of the <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/15894-Skills-portability-action-2-facilitating-modernising-and-expanding-recognition-processes-for-regulated-professions_en\" target=\"_blank\" rel=\"noopener\">Skills portability, action 2<\/a>, which the Commission intends to present in the third quarter of this year, i.e., between July and September.<\/p>\n<p><\/span><\/span><\/span><\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Minzatu says proposals will be put forward as part of the skills portability initiative.
