This is according to the director of Enea\u2019s Department for Energy Efficiency (DUEE), <strong>Ilaria Bertini<\/strong>, who is in Brussels for the presentation of\u00a0<a href=\"https:\/\/www.pubblicazioni.enea.it\/download.html?task=download.send&amp;id=768:rapporto-annuale-sulla-certificazione-energetica-degli-edifici-annualita-2025&amp;catid=3\" target=\"_blank\" rel=\"noopener\">Italy&#8217;s 2025 Annual Energy Performance Certificate Report<\/a>, drafted\u00a0by Enea and CTI (Italian Thermotechnical Committee for Energy and the Environment) for the European Parliament. The document provides an up-to-date overview of the energy efficiency of Italy\u2019s building stock and forms part of the Integrated National Energy and Climate Plan (NECP) 2024, which aims to reduce emissions by 43.7 per cent in the non-ETS sector (the EU Emissions Trading System) by 2030 and to increase the rate of building renovation, with particular attention to the least energy-efficient buildings and situations of energy poverty. \u201cIn this context, energy certification plays a central role, not only technical but also social,\u201d the report states.<\/p>\n<p>&#8220;<strong>The building performance certificate<\/strong> <strong>is a tool that gives homeowners an idea of the quality of their home<\/strong>&#8221; <span class=\"cursor-pointer group\" title=\"Play from 0:28\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\">and &#8220;it is the first step: if you don\u2019t measure it, if you don&#8217;t have\u00a0<\/span><\/span><span class=\"cursor-pointer group\" title=\"Play from 0:33\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\">a clear picture of the starting point, how can we improve?\u201d she explains on the sidelines of the event \u2018Energy Performance Certificates as a Policy Tool: Insights and Perspectives from Italy and Europe&#8217;, attended by the Vice-Chair of the Committee on Industry, Research and Energy (ITRE), <strong>Elena Donazzan<\/strong> (FdI). &#8220;<\/span><\/span><span class=\"cursor-pointer group\" title=\"Play from 0:38\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\">So, it is inevitably a tool <\/span><\/span><span class=\"cursor-pointer group\" title=\"Play from 0:43\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\">to support policies aimed at improving the energy efficiency<\/span><\/span> <span class=\"cursor-pointer group\" title=\"Play from 0:48\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\">of our property portfolio. We believe it is <\/span><\/span><span class=\"cursor-pointer group\" title=\"Play from 0:56\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\">a fundamental tool for raising public awareness, but also<\/span><\/span><span class=\"opacity-80 text-sm\"> for policy-making,&#8221;<\/span> Bertini explains.<\/p>\n<p><span class=\"cursor-pointer group\" title=\"Play from 1:05\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\"><strong>In Italy<\/strong>, the situation is improving. &#8220;We know that<\/span><\/span> <span class=\"cursor-pointer group\" title=\"Play from 1:13\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\"><strong>almost half of the buildings are not in high-class categories<\/strong>, but <\/span><\/span><span class=\"cursor-pointer group\" title=\"Play from 1:19\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\">reports from previous years have also shown an\u00a0<\/span><\/span><span class=\"cursor-pointer group\" title=\"Play from 1:23\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\">important trend:\u00a0<strong>since last year, the lower<\/strong><\/span><\/span><strong><span class=\"opacity-80 text-sm\">&#8211;<\/span><\/strong><span class=\"cursor-pointer group\" title=\"Play from 1:31\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\"><strong>performance buildings no longer account for half of all buildings<\/strong>&#8220;, she explains. A &#8220;result&#8221; that confirms that &#8220;<\/span><\/span><span class=\"cursor-pointer group\" title=\"Play from 1:37\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\">something is changing&#8221;, but &#8220;<\/span><\/span><span class=\"cursor-pointer group\" title=\"Play from 1:40\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\"><strong>clearly we need to work on it more.<\/strong>&#8221; Certainly, &#8220;we can see an increasing awareness<\/span><\/span> <span class=\"cursor-pointer group\" title=\"Play from 1:45\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\">on energy efficiency&#8221; and &#8220;all the tools that our<\/span><\/span> <span class=\"cursor-pointer group\" title=\"Play from 1:51\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\">country deploys are widely used by citizens.&#8221;\u00a0So, there is an awareness and, of course, the situations of contingency that push prices ever higher increasingly produce those cost\u2013benefit conditions that lead citizens to carry out the works,\u201d she explains.<\/span><\/span><\/p>\n<p><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2026\/03\/EUNEWS_ape_region.jpg\"><img decoding=\"async\" class=\"alignnone wp-image-448844 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2026\/03\/EUNEWS_ape_region-819x1024.jpg\" alt=\"\" width=\"819\" height=\"1024\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2026\/03\/EUNEWS_ape_region-819x1024.jpg 819w, https:\/\/www.eunews.it\/wp-content\/uploads\/2026\/03\/EUNEWS_ape_region-240x300.jpg 240w, https:\/\/www.eunews.it\/wp-content\/uploads\/2026\/03\/EUNEWS_ape_region-768x960.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2026\/03\/EUNEWS_ape_region-1229x1536.jpg 1229w, https:\/\/www.eunews.it\/wp-content\/uploads\/2026\/03\/EUNEWS_ape_region-1638x2048.jpg 1638w, https:\/\/www.eunews.it\/wp-content\/uploads\/2026\/03\/EUNEWS_ape_region-750x938.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2026\/03\/EUNEWS_ape_region-1140x1425.jpg 1140w, https:\/\/www.eunews.it\/wp-content\/uploads\/2026\/03\/EUNEWS_ape_region.jpg 1920w\" sizes=\"(max-width: 819px) 100vw, 819px\" \/><\/a><\/p>\n<p>The report is based on an analysis of approximately 1.2 million Energy Performance Certificates (EPCs) issued in 2024 and submitted to SIAPE (the EPC\u00a0Information System). These data, &#8220;subject to a rigorous verification process, constitute a representative and reliable sample for assessing the evolution of the energy performance of the national building stock,&#8221; ENEA explains. More specifically, the report explains that in 2024, compared to 2023, \u201c<strong>the gradual reduction in the number of properties in the least efficient energy classes is confirmed<\/strong>. Classes F and G recorded a decline of around 3 percentage points, falling to a combined total of less than 44 per cent, in favour of properties in the intermediate classes (C, D, and E). The best-performing classes (A4 to B) remain essentially stable at 20 per cent.&#8221; The document specifies that &#8220;this trend confirms a gradual improvement in the average energy performance of the certified building stock, albeit with some differences between sectors and geographical areas.&#8221;<\/p>\n<p>Furthermore, the Report shows a different distribution by energy class between the residential and non-residential sectors. &#8220;Both sectors have a lower proportion of EPCs in the top energy classes (A\u2013B), at around 20 per cent, while the non-residential sector has a higher proportion in the intermediate classes (C\u2013E: 49.7 per cent compared to 34.7 per cent). <strong>The worst energy classes<\/strong> (F-G) <strong>are, however, more prevalent in the residential sector<\/strong> (45.3 per cent) <strong>than in the non-residential sector<\/strong> (30.9 per cent),&#8221; it states. Compared to the previous year, in 2024 the residential sector shows &#8220;a slight<br \/>\nreduction in the share of buildings in the best classes (A4\u2013B, -0.6 per cent), a<br \/>\nmoderate increase in the intermediate classes (+2.7 per cent), and a decrease<br \/>\nin the worst-performing classes (-2.1 per cent).&#8221; The non-residential sector, on the other hand, &#8220;shows a more significant improvement, with an increase<br \/>\nin both the best-performing classes (+4.2%) and the intermediate ones<br \/>\n(+5.8%), and a sharp decline in the worst classes (-9.9%).&#8221;<\/p>\n<p>As regards coverage, &#8220;energy performance certification has gained momentum over time across all Italian administrative regions&#8221;, the report states. &#8220;<strong>The Lombardy Region remains the local authority with the highest number of EPCs issued, with approximately 308,000 certificates<\/strong> in 2024, followed by the <strong>Piedmont Region<\/strong> (around 154,000 EPCs), the <strong>Veneto<\/strong> Region (around 140,000 EPCs), and the <strong>Emilia-Romagna<\/strong> Region (around 133,000 EPCs). These four regions alone account for around 50% of the national total,&#8221; the document details. They are followed by <strong>Lazio<\/strong> (128,000), <strong>Tuscany<\/strong> (107,000), <strong>Sicily<\/strong> (105,000), and <strong>Campania<\/strong> (104,000).<\/p>\n<p>On a broader front, &#8220;<span class=\"cursor-pointer group\" title=\"Play from 1:51\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\"><span class=\"cursor-pointer group\" title=\"Play from 2:16\">the European Union is doing<\/span> <span class=\"cursor-pointer group\" title=\"Play from 2:22\">a lot&#8221; and &#8220;the directives give us very ambitious targets,&#8221; Bertini noted.<\/span><span class=\"opacity-80 text-sm\">\u00a0But \u201c<strong>there\u2019s no point denying that one of the fundamental aspects is the financial side,\u201d to which \u201cundoubtedly preparation must also be added<\/strong>,\u201d because \u201cone of the issues we are working very hard on concerns the workforce,\u201d given that \u201ct<strong>o carry out all these works you need companies and professionals, but also installers<\/strong><\/span><span class=\"cursor-pointer group\" title=\"Play from 2:34\"><span class=\"cursor-pointer group\" title=\"Play from 2:54\">.&#8221; For Bertini, this is an aspect \u201cwhich in our view also presents a critical issue linked to demographic decline,\u201d and one on which \u201cwe at Enea are working very hard\u201d \u2014 with \u201cseveral projects aimed, for example, at collaborations with ITS institutes\u201d \u2014 because \u201cin the end, it\u2019s not only graduates we need, but also young installers who are familiar with new, more efficient technologies,\u201d she concludes.<\/span><span class=\"cursor-pointer group\" title=\"Play from 3:26\">\u200b<\/span><\/span><\/span><\/span><\/p>\n<p><span class=\"cursor-pointer group\" title=\"Play from 1:51\"><span class=\"group-hover:bg-base-200 rounded p-0.5 -m-0.5\"><span class=\"cursor-pointer group\" title=\"Play from 2:34\"><span class=\"cursor-pointer group\" title=\"Play from 3:26\">According to Donazzan, &#8220;there is <\/span><\/span><\/span><\/span>a need to lower energy costs, to simplify life for businesses in particular, and to have a single market \u2013 which also means shared certifications \u2013 so we don\u2019t always have to start from scratch, but can build on what already exists.&#8221; In this context, the event to present the report, &#8220;initiated by Enea and supported by me, is precisely to say that we already have a track record, we already have data that tells us what a certificate is;
