Nevertheless, an explicit request has come from the benches of the Left, with the Finnish <strong>Merja Kyll\u00f6nen<\/strong> challenging current practices &#8211; <span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">the International Air Transport Association (<a href=\"https:\/\/www.iata.org\/\" target=\"_blank\" rel=\"noopener\">IATA)<\/a> recommends that hand luggage should not exceed&nbsp;56 cm x 45 cm x 25 cm, but then everyone applies their own rules \u2013 and<\/span><\/span><\/span> <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/E-10-2026-000310_EN.html\" target=\"_blank\" rel=\"noopener\">suggests<\/a> to intervene as it did for the Universal charger for mobile phones and electronic devices.<\/p>\n<p>&nbsp;However, her parliamentary question has been dismissed: as Tzitzikostas has made clear, the Commission does not intend to take action. Free movement is not compromised, and as regards the functioning of the market, &#8220;<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">the various practices adopted by airlines do not in themselves constitute an abusive or unfair practice and are not necessarily indicative of a breach&#8221; of the regulations. More importantly, there is a complex legal hurdle, highlighted by the first von der Leyen Commission in January 2024<\/span><\/span><\/span>, in response to <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-9-2023-0344_EN.html\" target=\"_blank\" rel=\"noopener\">a resolution already adopted by the European Parliament calling for an end to the chaos surrounding hand luggage<\/a>. <span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"> &#8220;The <strong>resolution seems to go a little too far<\/strong> in asserting that the freedom of air carriers to set prices, recognised by Article 22 of the <a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2008\/1008\/oj\/eng\" target=\"_blank\" rel=\"noopener\">Regulations on the provision of air services<\/a>, does not allow for variability in airlines\u2019 hand luggage policies.&#8221;<\/span><\/span><\/span>&nbsp;<\/p>\n<p>In short, Brussels wants to steer clear of legal proceedings that could arise from imposing standard hand\u2011luggage measures on all airlines \u2014 measures that could undermine freedom of enterprise and violate the EU\u2019s own rules. The first von der Leyen Commission had already acknowledged &#8220;<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">the complexity of the case,&#8221; and &#8220;the need for further analysis,&#8221; and Tzitzikostas confirms that the line has not changed. Nor will the rules on hand luggage change, for the time being.
