At stake are the digital transition and the White Paper on Defence. As the ECB points out, &#8220;the low<br \/>\nsubstitutability of REE-based inputs \u2013 most notably permanent magnets \u2013 combined<br \/>\nwith China\u2019s dominance over the REE supply chain creates vulnerabilities in<br \/>\nproduction networks, particularly in high-tech and security-sensitive industries.<\/span><\/span><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">&#8220;<\/span><\/span><\/span><\/p>\n<div class=\"lRu31\" dir=\"ltr\">\n<div class=\"OvtS8d\">The document does not provide any quantitative scenarios of negative impact, but merely sounds a general warning, serving to reiterate the importance of a strategy to diversify sources. &#8220;<strong>Export restrictions on REEs would lead to<br \/>\nsupply-driven output losses and higher inflation in importing economies such<br \/>\nas the United States and the euro area.<\/strong>&#8221; The eurozone, therefore, risks paying dearly for Beijing\u2019s decisions, a foretaste of which the EU-27 already experienced at the end of last year, when <a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/27\/eu-china-at-loggerheads-brussels-prepares-response-to-beijings-restrictions-on-rare-earths\/\" target=\"_blank\" rel=\"noopener\">China chose to stop selling<\/a> what the EU desperately needs.<\/p>\n<\/div>\n<div><a href=\"https:\/\/www.eunews.it\/2023\/08\/09\/green-deal-senza-cina-non-si-puo-fare\/\">https:\/\/www.eunews.it\/2023\/08\/09\/green-deal-senza-cina-non-si-puo-fare\/<\/a><\/p>\n<\/div>\n<div class=\"lRu31\" dir=\"ltr\">\n<p><strong>Rare earths are essential materials for the production of key components such as permanent magnets used in electric vehicles, renewable energy technologies, medical equipment, and defence systems<\/strong>. Ursula von der Leyen\u2019s entire programme has been built around them since she took office as President of the European Commission. The Green Deal was the programme of her first term (2019\u20132024), while the defence agenda is the priority of the current European legislative term.&nbsp;<\/p>\n<div class=\"lRu31\" dir=\"ltr\">\n<div class=\"NQSJo\">The ECB\u2019s comments are nothing new. <a href=\"https:\/\/www.eunews.it\/en\/2025\/09\/23\/ecb-inflation-related-and-economic-risks-due-to-reliance-on-chinas-rare-earths\/\" target=\"_blank\" rel=\"noopener\">The Eurotower had already warned<\/a>&nbsp;about the risks arising from exposure to rare earth exports, particularly those from China, but the publication of the new bulletin comes at a time of renewed global tensions in which the risks of <a href=\"https:\/\/www.eunews.it\/en\/2026\/03\/31\/the-eu-is-urging-member-states-to-prepare-for-prolonged-disruptions-in-the-energy-markets\/\" target=\"_blank\" rel=\"noopener\">energy shocks<\/a> and <a href=\"https:\/\/www.eunews.it\/en\/2026\/04\/02\/ecb-warns-the-middle-east-war-will-shave-0-3-pct-pts-off-2026-growth\/\" target=\"_blank\" rel=\"noopener\">production<\/a> are now considered <strong>certain and inevitable<\/strong> in the wake of the US and Israeli war in Iran and in the Middle East.<\/div>\n<p>The EU finds itself caught in the middle of a Sino-American dispute from which it risks being crushed. As ECB experts point out,<strong> should China opt to impose restrictions on rare earth exports, \u201cthe US could retaliate by tightening export controls on semiconductors,\u201d<\/strong> which are indispensable for the production of chips, microchips, and transistors \u2013 all essential components for the technology sector, which is used in virtually every industry, from healthcare and manufacturing to defence. While China dominates the upstream supply of rare earth elements in the high-tech value chain, the United States retains some influence downstream through restrictions on advanced chips and key manufacturing equipment, the ECB document continues.
