{"id":450335,"date":"2026-04-14T18:24:59","date_gmt":"2026-04-14T16:24:59","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/04\/14\/ue-i-richiami-della-bce-sulla-semplificazione-la-competitivita-deriva-da-armonizzazione-non-da-deregulation\/"},"modified":"2026-04-14T19:03:09","modified_gmt":"2026-04-14T17:03:09","slug":"eu-ecbs-calls-for-simplification-competitiveness-stems-from-harmonisation-not-deregulation","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/04\/14\/eu-ecbs-calls-for-simplification-competitiveness-stems-from-harmonisation-not-deregulation\/","title":{"rendered":"EU: ECB\u2019s calls for simplification: \u201cCompetitiveness stems from harmonisation, not deregulation\u201d"},"content":{"rendered":"<p>Brussels &#8211; &#8220;<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>Competitiveness stems from harmonisation, integration, and economies of scale, not from deregulation<\/strong>.&#8221; The European Central Bank has issued a warning to the European Commission and EU Member States, who are intent on overhauling the common legislative framework through a series of simplification measures in the name of competitiveness: be careful not to go too far. <a href=\"https:\/\/www.eunews.it\/en\/2025\/12\/22\/the-eus-2025-from-the-beginning-to-the-end\/\" target=\"_blank\" rel=\"noopener\">The EU in 2025<\/a> has been dominated by omnibus packages, a set of regulatory simplification measures designed to unleash the full potential of the single market and breathe new life into the twelve-star economy.<\/span><\/span><\/span>&nbsp;<\/p>\n<p>In the proposal drafted by the ECB\u2019s&nbsp;<span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/www.ecb.europa.eu\/ecb\/decisions\/govc\/html\/index.en.html\" target=\"_blank\" rel=\"noopener\">&nbsp;Executive Board&nbsp;<\/a>for a stronger, more competitive banking system better suited to the new competitiveness objectives, Frankfurt calls for&nbsp;<strong>action to break down barriers between states rather than to rewrite<\/strong><\/span><strong>&nbsp;directives and regulations<\/strong>. At least as far as the banking sector is concerned, it is emphasised that &#8220;<strong><\/strong><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>competitiveness is now hampered by unnecessary complexity and fragmentation between the various<\/strong> EU and eurozone member states.&#8221; This is the response to the<span style=\"margin: 0px;padding: 0px\"><span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/finance.ec.europa.eu\/regulation-and-supervision\/consultations-0\/targeted-consultation-competitiveness-eu-banking-sector-2026_en\" target=\"_blank\" rel=\"noopener\">&nbsp;consultation launched by the European Commission to draft bank-friendly proposals<\/a><\/span>, and it<\/span>&nbsp;is unequivocal: <strong>the priority is not omnibus packages<\/strong>.<\/span><\/span><\/span>&nbsp;<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"b9cxLzZDVu\"><p><a href=\"https:\/\/www.eunews.it\/en\/2026\/02\/16\/eus-big-six-with-giorgetti-in-rome-to-relaunch-union-we-want-to-set-the-pace-for-competitiveness\/\">EU&#8217;s big six (with Giorgetti in Rome) to relaunch Union: &#8220;We want to set the pace for competitiveness&#8221;<\/a><\/p><\/blockquote>\n<p><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;EU&#8217;s big six (with Giorgetti in Rome) to relaunch Union: &#8220;We want to set the pace for competitiveness&#8221;&#8221; &#8212; Eunews\" src=\"https:\/\/www.eunews.it\/en\/2026\/02\/16\/eus-big-six-with-giorgetti-in-rome-to-relaunch-union-we-want-to-set-the-pace-for-competitiveness\/embed\/#?secret=CrOuq8d1q6#?secret=b9cxLzZDVu\" data-secret=\"b9cxLzZDVu\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><span style=\"text-align: inherit\">The banking sector requires &#8220;<\/span><span style=\"margin: 0px;padding: 0px\"><strong>concrete measures to establish a European deposit insurance scheme<\/strong><span>&nbsp;(EDIS), with a clear implementation timetable,&#8221; the ECB emphasises, referring to&nbsp;<\/span><strong><span>a dossier that the institution itself has been pushing for a decade<\/span><\/strong><span>,&nbsp;which<\/span><\/span><span style=\"text-align: inherit\">&nbsp;remains deadlocked.<\/span>&nbsp;The lack of progress on EDIS is having an impact on a banking union that remains incomplete, but <strong>the completion of the <a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/banking-union\/timeline-banking-union\/\" target=\"_blank\" rel=\"noopener\">banking union project<\/a> also requires the ratification of the treaty reforming the European Stability Mechanism (ESM<\/strong>), with the bailout fund providing a financial buffer for credit institutions in difficulty and acting as a crisis-response mechanism. <strong>Italy, however, remains unwilling to ratify <\/strong>it because, according to&nbsp;<span style=\"margin: 0px;padding: 0px\">Prime Minister Giorgia Meloni, the ESM reform is based on the rules of the previous stability pact rather than the<a href=\"https:\/\/www.eunews.it\/en\/2024\/04\/29\/new-stability-pact-goes-into-effect-yes-also-from-the-council-italys-green-light\/\" target=\"_blank\">&nbsp;reformed one<\/a><\/span>. Although the ECB makes no mention of it, ratification of the proposed amendment to the ESM is also required, which for Italy\u2019s partners&nbsp;must not be&nbsp;changed.<\/span><\/span><\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u200b<\/span><\/span><\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Furthermore, &#8220;policy-makers need to promote deeper capital markets by making progress on <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/19\/tax-incentives-and-guarantees-from-eu-budget-the-ideas-for-savings-union-useful-for-defence\/\">Savings Union<\/a> and investment&#8221;, in what is a clear call for reform. On the subject of reforms, the ECB Governing Council insists and reiterates: &#8220;<\/span><\/span><\/span><b><strong>Measures aimed at simplifying regulation must tackle excessive complexity without undermining resilience<\/strong><\/b><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">&#8221; of the Eurosystem and the banking sector. Hence, a warning: &#8220;Safeguard mechanisms such as the minimum production threshold and <strong>the prudential treatment of non-performing loans help to adequately cover risks and should be maintained<\/strong>.&#8221;<\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The message from the Governing Council of the European Central Bank to the Commission: press ahead with reforms, starting with the EDIS, which has been in the pipeline for a decade.
