The informal summit of EU heads of state and government in Nicosia opens with a political commitment to Kyiv’s entry into the club of 27. The President of the European Council, Antonio Costa, could not have put it better before the summit began: “Now is the time to look ahead and prepare the next step, and the next step is to formally open the first clusters (groups of technical chapters, ed.) for Ukraine’s accession to the European Union.”

This commitment is also enshrined in the joint statement that Costa himself has drawn up with the President of the European Commission, Ursula von der Leyen, and the Ukrainian President, Volodymyr Zelensky.
