The <a href=\"https:\/\/commission.europa.eu\/about\/organisation\/college-commissioners\/valdis-dombrovskis_en\" target=\"_blank\" rel=\"noopener\">European Commissioner for the Economy<\/a>, <strong>Valdis Dombrovskis<\/strong>, presented today (28 April) a <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/fs_26_903\" target=\"_blank\" rel=\"noopener\">plan divided into five sectors<\/a> on which the European executive <strong>will act to modernise the legislative process<\/strong> <strong>at the EU level<\/strong>, \u201censuring that laws are clearer, simpler, applied more efficiently, based on concrete evidence, and better aligned with the needs of citizens and businesses.\u201d&nbsp;The Commissioner made&nbsp;this statement <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_26_917\" target=\"_blank\" rel=\"noopener\">at a press conference<\/a> to the European Parliament in Strasbourg, on the sidelines of the weekly meeting of the <a href=\"https:\/\/commission.europa.eu\/about\/organisation\/college-commissioners_en\" target=\"_blank\" rel=\"noopener\">College of Commissioners<\/a>.<\/p>\n<p>The starting point is the Berlaymont\u2019s key concept, <strong>simplification<\/strong>, which must be applied<strong> right from the start of the drafting of a law<\/strong>, because \u201cit is always better to start with the right foundations than to have to change course later on,\u201d Dombrovskis pointed out. The Commission\u2019s aim is \u201cleaner, clearer, and easier to implement rules, with realistic implementation deadlines. It should be crystal clear who must act, how to comply, and the consequences of non-compliance,\u201d the press release states.<\/p>\n<p>This is followed by&nbsp;<span style=\"margin: 0px;padding: 0px\">strengthening the system for better regulation: in other words,&nbsp;<strong>improving transparency, efficiency,<\/strong><\/span><strong>&nbsp;and public involvement<\/strong> during the law-making process. The Commissioner emphasised that the current framework \u201c is already recognised as one of the very best systems internationally, but we can do even better.\u201d<\/p>\n<p>In its third point, the European Commission proposes a comprehensive regulatory review to bring order to the vast existing body of legislation. This is an essential step, as it will enable the Commission to \u201c<strong>tackle fragmented rules, inconsistencies and overlapping provisions, and reduce complexity<\/strong>.&#8221;<\/p>\n<p>Fourthly, the EU executive intends to tackle so-called \u201c<strong>gold-plating<\/strong>\u201d: the aim is to help Member States <strong>identify and reduce \u201cunnecessary complexities<\/strong> <strong>and barriers to the single market<\/strong>,\u201d where requirements are stricter or more extensive than those laid down in EU law. Gold-plating \u201ccreates barriers, increases costs and fragments the single market: we must identify and correct it, because more is not always better.\u201d The Commission intends to do this by working with Member States and providing best practices and guidance for the transposition and implementation of EU law.<\/p>\n<p>Finally, the Commission considers it necessary <strong>to ensure faster and more robust enforcement of the law<\/strong>, \u201cbecause EU rules only deliver their intended benefits for our people and businesses when Member States implement them correctly and on time.\u201d The Commission therefore intends to strengthen the enforcement of the Single Market Regulation in selected policy areas.<\/p>\n<p>The <strong>European Parliament and the Council<\/strong> will have a \u201ckey role to play in helping to turn the objectives set out in this communication into reality.\u201d The Commission therefore calls on the co-legislators to ensure that the principles of \u201csimplicity by design\u201d and better regulation are <strong>applied consistently<\/strong> by each institution throughout the legislative process.<\/p>\n<p>The plan presented today is in line with von der Leyen\u2019s political guidelines for the period 2024\u20132029 and with the commitments made at <a href=\"https:\/\/www.eunews.it\/en\/2026\/02\/12\/the-summit-within-the-summit-on-competitiveness-19-leaders-plus-von-der-leyen-meet-ahead-of-talks-with-costa\/\">the leaders&#8217; retreat on 12 February 2026<\/a> <strong>on competitiveness<\/strong>. This is because \u201cEurope needs clear and consistent legislation that fully meets the <strong>needs of our citizens and businesses<\/strong>.
