{"id":452374,"date":"2026-05-06T15:47:45","date_gmt":"2026-05-06T13:47:45","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/05\/06\/lue-annuncia-la-prima-strategia-per-sradicare-la-poverta-entro-il-2050\/"},"modified":"2026-05-06T17:23:43","modified_gmt":"2026-05-06T15:23:43","slug":"the-eu-announces-its-first-strategy-to-eradicate-poverty-by-2050","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/05\/06\/the-eu-announces-its-first-strategy-to-eradicate-poverty-by-2050\/","title":{"rendered":"The EU announces its first strategy to eradicate poverty by 2050"},"content":{"rendered":"<p>Brussels \u2013 &#8220;<strong>One in five Europeans is considered to be living in poverty<\/strong>&#8221; and, therefore, &#8220;the question is not whether we can afford to act, but whether we can afford not to act.&#8221;&nbsp;<span style=\"margin: 0px;padding: 0px\">With these words, the European Commission\u2019s Executive Vice-President for Education, Culture, Labour and Social Rights,<a href=\"https:\/\/commission.europa.eu\/about\/organisation\/college-commissioners\/roxana-minzatu_ro\" target=\"_blank\" rel=\"noopener\"> Roxana M\u00eenzatu<\/a>, presented the proposal for <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_26_946\" target=\"_blank\" rel=\"noopener\">new measures to tackle poverty<\/a>&nbsp;and improve the lives of people with disabilities.<\/span>&nbsp;To achieve this goal, the Berlaymont building also plans to allocate at least \u20ac100 billion in the 2028\u20132034 European Union budget. In detail, the package includes <strong>the first-ever European strategy against poverty<\/strong>, a proposal for a Council recommendation on combating housing exclusion, and two communications, dedicated respectively to <strong>breaking the cycle of child poverty <\/strong>and to&nbsp;<strong>strengthening the&nbsp;<\/strong><a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/policies\/justice-and-fundamental-rights\/disability\/union-equality-strategy-rights-persons-disabilities-2021-2030_en\" target=\"_blank\" rel=\"noopener\"><strong>strategy for the rights of people with disabilities&nbsp;<\/strong><\/a><strong>until 2030<\/strong>.<\/p>\n<p>The aim of the package is to achieve the target set in 2021 to <strong>reduce the number of people at risk of poverty or social exclusion by at least 15 million by 2030<\/strong> and <strong>eradicate poverty by 2050<\/strong>.&nbsp;<span style=\"margin: 0px;padding: 0px\">This is because the situation is rather worrying, as confirmed by the European Union\u2019s statistical office, Eurostat, which<a href=\"https:\/\/ec.europa.eu\/eurostat\/web\/products-eurostat-news\/w\/ddn-20260506-1\" target=\"_blank\" rel=\"noopener\"> has published<\/a> today data for 2025: last year&nbsp;<strong>92.7 million people in the EU<\/strong><a href=\"https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php?title=Living_conditions_in_Europe_-_poverty_and_social_exclusion\" target=\"_blank\" rel=\"noopener\">&nbsp;<strong>were at risk of poverty&nbsp;<\/strong><\/a><strong>or social exclusion<\/strong>, i.e.&nbsp;<strong>20.9 per cent of the population<\/strong>.<\/span>&nbsp;Women are more affected than men (<strong>21.9 per cent compared to 19.8 per cent<\/strong>), as are households: more than one-fifth (<b>22.1 per cent<\/b>) of people living in households with dependent children are at risk of poverty or social exclusion.&nbsp;Understandably, then, employment status has a significant impact on the risk of poverty or social exclusion, with rates ranging from <strong>10.9 per cent among the employed<\/strong> to <strong>66.3 per cent among the unemployed<\/strong>.<\/p>\n<p>In light of these figures, the European Commission has decided to take action by focusing on <strong>three key challenges<\/strong>: access to housing, employment, and support for children living in poverty. In addition to these, there is a specific focus on the social exclusion of people with disabilities. &#8220;<strong>Poverty and exclusion are challenges that we can and must overcome<\/strong>,&#8221;&nbsp;commented the President of the European Commission, <strong>Ursula von der Leyen<\/strong>. &#8220;Today we are presenting a strategy to prevent and reduce poverty. We are taking decisive action with a strengthened Child Guarantee, better prevention of homelessness and the full inclusion of people with disabilities. Dignity, opportunity, and equality. These are the key values of the Europe we are building,&#8221; she emphasised.<\/p>\n<p>The strategy begins with access to housing because, as Commissioner M\u00eenzatu highlighted at the press conference following the&nbsp;<span style=\"margin: 0px;padding: 0px\">College of Commissioners&#8217; meeting that adopted the strategy, &#8220;<strong>housing is a fundamental right<\/strong>,&#8221; yet<\/span>&nbsp;prices have risen by <strong>60 per cent since 2013<\/strong>, making it increasingly difficult to access adequate housing. This is an increasingly pressing issue on the European agenda and among <a href=\"https:\/\/www.eunews.it\/en\/2026\/05\/05\/housing-crisis-parliamentary-debate-on-the-new-european-housing-plan\/\">the institutions&#8217; main priorities<\/a>.<\/p>\n<p>Secondly, as M\u00eenzatu pointed out, &#8220;<strong>work is the primary route out of poverty<\/strong>.&#8221; The aim is to launch consultations with social partners on possible new legislation to integrate people excluded from the labour market, as well as to strengthen cooperation with national, regional, and local governments, businesses and civil society. With this in mind, plans are in place to establish a <strong>Coalition against Poverty by the end of the year<\/strong> and&nbsp;<span style=\"margin: 0px;padding: 0px\">to launch a&nbsp;<strong>structured dialogue with people experiencing poverty<\/strong>, involving<\/span>&nbsp;them directly in the policies that affect them.<\/p>\n<p>Another crucial issue is that of <strong>child poverty<\/strong>: <strong>one in four children lives in poverty<\/strong>, a situation described as &#8220;unacceptable&#8221;, particularly in light of the <a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/30\/risk-of-poverty-drops-across-the-eu-in-2024-but-rises-in-italy\/\">lack of significant progress<\/a> over the last five years. The European Child Guarantee is the EU\u2019s main tool for supporting the most vulnerable children, ensuring free and effective access to essential services such as education, healthcare, and school meals. The Commission has proposed further strengthening this tool to tackle a persistent social emergency.<\/p>\n<p>But inclusion also concerns the approximately <strong>90 million people with disabilities<\/strong> in the European Union. A condition that all too often goes hand in hand with, or leads to, marginalisation and poverty. &#8220;Full inclusion is essential both to ensure respect for rights and to revitalise the European economy and democracy,&#8221; noted M\u00eenzatu. The figures show that only <strong>55 per cent of people with disabilities are in employment<\/strong>, compared with <strong>77 per cent of people without disabilities<\/strong>; around <strong>1.4 million still live in institutional settings<\/strong>, and <strong>one in three is at risk of poverty<\/strong>, almost double the EU average.<\/p>\n<p>To this end, the Commission intends to step up its efforts&nbsp;<span style=\"margin:0;padding:0;text-align:left\">by<strong>&nbsp;implementing the European Disability Charter <\/strong>and<strong> the Parking Charter<\/strong>, creating<\/span>&nbsp;an <strong>Alliance for Independent Living <\/strong>to promote community-based solutions rather than institutionalisation,&nbsp;and improving accessibility, including through investment in <strong>assistive technologies and artificial intelligence tools<\/strong>.<\/p>\n<p>On the economic front, the Commission explains that there is \u20ac50.2 billion from the European Social Fund Plus for social inclusion and the fight against material deprivation and that, following a mid-term review of Cohesion Policy, the resources allocated to the fight against child poverty \u201chave increased by 5.4 per cent and funding for the fight against material deprivation by 3.5 per cent.\u201d Furthermore, it estimates \u201c<strong>at least \u20ac100 billion <a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/eu-budget\/long-term-eu-budget\/eu-budget-2028-2034_en\" target=\"_blank\" rel=\"noopener\">in the EU\u2019s next long-term budget<\/a> for social policies, including the fight against poverty<\/strong>\u201d, detailing what was in the proposal for the Multiannual Financial Framework (MFF) <a href=\"\/Users\/giuli\/Desktop\/il%20bilancio%20europeo-KV0125031ITN.pdf\">reported as 14 per cent of the \u20ac865 billion allocated to the new national and regional partnership plans<\/a>. At the&nbsp;same time, the European Investment Bank (EIB) plans to finance \u20ac22 billion in social infrastructure over the two-year period 2026\u20132027, and the Council of Europe Development Bank will continue to support investment in human capital, inclusive and resilient living environments, access to credit and job creation, with around \u20ac3 billion per year.<\/p>\n<p>The eradication of extreme poverty for all people worldwide by 2030 is&nbsp;<span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/www.un.org\/sustainabledevelopment\/poverty\/\" target=\"_blank\" rel=\"noopener\">the first of the Sustainable Development Goals&nbsp;<\/a>(SDGs<\/span>) of the United Nations 2030 Agenda. <strong>In 2025<\/strong>, <strong>808 million people\u20141 in 10 people globally\u2014were living in extreme poverty<\/strong>, defined as living on less than $3 per person per day in 2021 purchasing power parity terms. This figure has been revised upwards from previous estimates due to an update of the poverty threshold, and if current trends continue, 8.9 per cent of the world\u2019s population will still be living in extreme poverty by 2030.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>There are three main challenges: access to housing and employment, and support for children living in poverty.
