{"id":452376,"date":"2026-05-06T16:35:25","date_gmt":"2026-05-06T14:35:25","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/05\/06\/diritto-a-restare-lue-lancia-la-strategia-contro-lo-spopolamento\/"},"modified":"2026-05-06T17:23:52","modified_gmt":"2026-05-06T15:23:52","slug":"right-to-stay-the-eu-launches-its-strategy-to-tackle-depopulation","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/05\/06\/right-to-stay-the-eu-launches-its-strategy-to-tackle-depopulation\/","title":{"rendered":"Right to stay: the EU launches its strategy to tackle depopulation"},"content":{"rendered":"<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">Brussels \u2013 &#8220;Mobility within the European Union must be a choice, not a necessity.&#8221;&nbsp;<\/span><\/span><span style=\"margin: 0px;padding: 0px\">So said&nbsp;<strong>Makis Keravnos<\/strong>, the Finance Minister of Cyprus\u2014the country currently holding the rotating presidency of the Council of the EU\u2014speaking at the launch event for the <a href=\"https:\/\/ec.europa.eu\/regional_policy\/whats-new\/newsroom\/05-05-2026-european-commission-launches-landmark-right-to-stay-strategy_en\" target=\"_blank\" rel=\"noopener\">Right to Stay<\/a>.<\/span><span><span style=\"font-weight: 400\">&nbsp;<strong>The plan aims to ensure that all European citizens can <\/strong><\/span>&#8220;<span style=\"font-weight: 400\"><strong>stay in the place they call home<\/strong><\/span>,&#8221;<span style=\"font-weight: 400\"> rather than being forced to move due to a lack of opportunities and essential services. &#8220;We are witnessing demographic decline, the exodus of young people and economic decline: these are all factors putting pressure on communities,&#8221; said the European Commission\u2019s Executive Vice-President for Reforms and Cohesion, <\/span><b>Raffaele Fitto<\/b><span style=\"font-weight: 400\">. To stem the depopulation of certain areas, a single measure is not enough, &#8220;but a well-defined common strategy.&#8221;&nbsp;<\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">The &#8220;right to&nbsp;stay&#8221;&nbsp;was introduced by<\/span><b> Enrico Letta<\/b><span style=\"font-weight: 400\">, former Italian Prime Minister, in the report &#8220;<\/span><span style=\"font-weight: 400\"><a href=\"https:\/\/european-research-area.ec.europa.eu\/documents\/letta-report-much-more-market-april-2024\" target=\"_blank\" rel=\"noopener\">Much more than a market<\/a><\/span>&#8220;<span style=\"font-weight: 400\"> published in April 2024. \u201cThe single market without a Cohesion Policy becomes a problem for Europe,\u201d said Letta at the presentation meeting. \u201cWe must choose the priority sectors on which to act: transport, healthcare, education, and housing,\u201d he added. \u201cThis is stated in <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A12012E174\" target=\"_blank\" rel=\"noopener\">Article 174<\/a> of the Treaty: <strong>the Union must promote harmonious and local development<\/strong><\/span>,<span style=\"font-weight: 400\">&#8221; Keravnos clarified. This is also because &#8220;about 135 million Europeans live in places that have gradually fallen behind,&#8221; and this &#8220;is a sign of structural divergence and inequality.&#8221; The risk, according to the Cypriot minister, is that a new &#8220;geography of discontent&#8221; will emerge, with dissatisfied citizens and a weakened European project.&nbsp;<\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">The weaker regions, those where GDP is below average, need support.<strong> What is needed<\/strong>&nbsp;<\/span><strong>is<\/strong><span style=\"font-weight: 400\"> &#8220;<strong>investment in local economies<\/strong>, <strong>to make the right to remain a concrete reality<\/strong><\/span>,<span style=\"font-weight: 400\">&#8221; explained Keravnos. Today, the challenges facing communities are many and varied: digital transition, green transition, climate change. For this reason, \u201cwe need guidance to prevent local disparities from widening further, and we need targeted policies.\u201d&nbsp;<\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\"><strong>Tommaso Foti<\/strong>, Minister for European Affairs, the National Recovery and Resilience Plan (NRRP) and Cohesion Policy, spoke, highlighting the situation in Italy, where \u201caround 2,000 municipalities are facing severe difficulties in terms of infrastructure, healthcare, and education.\u201d The minister pointed out that this figure is closely linked to the country\u2019s demographic crisis, and that NRRP investments have been concentrated \u201con schools, primary healthcare centres, and rural pharmacies, in the belief that guaranteeing services is equivalent to guaranteeing the right to remain.\u201d&nbsp;<\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">Fitto announced the launch, effective today, of a call for evidence, through which the Commission is asking citizens, regions, and economic operators to help shape the future strategy. \u201cWe are particularly interested in two questions,\u201d said the Executive Vice-President, \u201cnamely: what does a person actually need to choose to stay in their region, and how can we work together to provide it?\u201d<\/span>&nbsp;<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">Fitto also announced the forthcoming publication of the results of a special Eurobarometer survey of 50,000 Europeans, designed to explore the reasons behind these movements.
