This is because the commitments made do not match what Kyiv will actually need. The European Parliament\u2019s think tank has crunched the numbers and sounded the alarm in a <a href=\"https:\/\/www.europarl.europa.eu\/thinktank\/en\/document\/BUDG_BRI(2026)785764\" target=\"_blank\" rel=\"noopener\">working document<\/a> commissioned by the European Parliament\u2019s Committee on Budgets. It makes it clear, first and foremost, that \u201cthe estimate <span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">of the<strong> public funding requirement for ten years of post-war recovery and reconstruction amounts to \u20ac196.5 billion, or \u20ac19.7 billion per year<\/strong>.&#8221;<\/span><\/span> In response, the<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">&nbsp;proposed budgetary allocations (\u20ac88.9 billion for the period 2028\u20132034, equivalent to \u20ac13.5 billion per year, both at 2025 prices) &#8220;are<strong> insufficient<\/strong>, given the key role of EU aid in supporting Ukraine.&#8221;<\/span><\/span><\/span>&nbsp;<\/p>\n<p>Here, then, lies the European Union\u2019s first major miscalculation, to which at least one other\u2014and by no means insignificant\u2014one must be added. The data shows that <span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">the proposed allocation for Ukraine in the EU\u2019s next multiannual financial framework (MFF 2028\u20132034) \u201c<strong>is lower than the EU aid<\/strong> disbursed in the period 2022\u20132025 (<span lang=\"it\" class=\"HwtZe\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><a href=\"https:\/\/www.eunews.it\/en\/2026\/02\/10\/eu-aid-to-ukraine-reaches-193-billion-euros-from-start-of-war-to-end%e2%80%912025\/\">\u20ac193 billion<\/a><\/span><\/span><\/span>, ed.) and declared for the two-year period 2026\u20132027 (<span lang=\"it\" class=\"HwtZe\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong><a rel=\"noopener\" href=\"https:\/\/www.eunews.it\/en\/2026\/04\/22\/eu-ambassadors-approve-a-e90-billion-loan-for-kyiv-and-sanctions-against-moscow-zelenskyy-a-positive-sign\/\">the 90-billion-euro aid package<\/a><\/strong><\/span><\/span><\/span>).&#8221;<\/span><\/span> Furthermore, the EU Parliament\u2019s working document notes that the European Union\u2019s economic and financial decision \u201c<strong>does not&nbsp;<\/strong><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>take into account all the consequences of a&nbsp;<\/strong><\/span><\/span><\/span><a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/31\/us-aid-freeze-brings-organizations-to-their-knees-especially-in-ukraine\/\"><b><strong>reduction in U.S. aid&nbsp;<\/strong><\/b><\/a><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">under the second Trump administration and the limited role of other official donors.&#8221;<\/span><\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p>In their support for Kyiv, therefore, the European Commission and the EU Member States seem to be counting their chickens before they hatch. What is more, the approach is overly focused on austerity, with a lending strategy that is considered difficult to implement. &#8220;<strong>The <\/strong><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>predominant role of loans ignores the current high level of Ukrainian sovereign debt<\/strong>, which exceeds 100 per cent of Ukraine\u2019s GDP.&#8221;<\/span><\/span> There is a real risk of stifling the country\u2019s economy, which is already grappling with a massive debt-to-GDP ratio and the associated difficulties in reducing it. That is why &#8220;<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>grants should play a greater role<\/strong>,&#8221; the document suggests. In other words: non-repayable loans, a strategy that is hard to swallow for those in the EU who want to avoid wasting money. However, it is emphasised that &#8220;fiscal guarantees can encourage private sector involvement in the recovery and reconstruction process.&#8221;<\/span><\/span><\/span>&nbsp;<\/p>\n<p>In short, financing Ukraine\u2019s recovery and reconstruction through the 2028\u20132034 multiannual financial framework appears unlikely and even unsustainable. The main recommendation is to \u201c<strong>increase the size of the reserve allocation for Ukraine, prioritising grants over loans from the planning stage onwards<\/strong>.\u201d According to European Parliament experts, this \u201cwill help reduce the likelihood of a revision of the Multiannual Financial Framework, given all the intra-EU institutional constraints, including the unanimity requirements for the adoption and revision of the common budget.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A study commissioned by the Budget Committee highlights a host of shortcomings: insufficient funding and too many loans that are difficult to repay.
