The stated aim was&nbsp;to build a \u201cnew peaceful, inclusive, and secure Syria\u201d through three pillars: a new political partnership; a framework for trade and economic cooperation; financial support for humanitarian aid; and recovery support and bilateral assistance. From the outset, however, the funding sparked some controversy.<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><span style=\"font-weight: 400\"><strong>On 9 April 2026, a group of MEPs<\/strong> &#8211; Katrin Langensiepen, Thomas Waitz and <\/span><b>Leoluca Orlando<\/b><span style=\"font-weight: 400\"> (Greens\/EFA), Elena Kountoura, Leila Chaibi, Nikolas Farantouris and Sebastian Everding (The Left) and Barry Andrews (Renew) &#8211; <strong>submitted a <\/strong><\/span><strong><a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/P-10-2026-001459_EN.html\" target=\"_blank\" rel=\"noopener\">priority question<\/a><\/strong><span style=\"font-weight: 400\"><strong> to the European Commission<\/strong> raising three issues: the traceability of funds, the ability to reach civil society actors and independent media, and the concrete allocation of funds among the various sectors and stakeholders involved.<strong> Farantouris, in particular, requested urgent clarification on how the funds are to be spent<\/strong>, highlighting the risks of their misuse in light of reports of escalating violence against religious and ethnic minorities in Syria. <\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p>Where is the EU money for <a href=\"https:\/\/twitter.com\/hashtag\/%CE%A3%CF%85%CF%81%CE%AF%CE%B1?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">#Syria<\/a> going, whilst <a href=\"https:\/\/twitter.com\/hashtag\/%CE%A7%CF%81%CE%B9%CF%83%CF%84%CE%B9%CE%B1%CE%BD%CE%BF%CE%AF?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">#Christians<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/%CE%91%CE%BB%CE%B1%CE%BF%CF%85%CE%AF%CF%84%CE%B5%CF%82?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">#Alawites<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/%CE%94%CF%81%CE%BF%CF%8D%CE%B6%CE%BF%CE%B9?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">#\u0394\u03c1\u03bf\u03cd\u03b6\u03bf\u03b9<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/%CE%9A%CE%BF%CF%8D%CF%81%CE%B4%CE%BF%CE%B9?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">#Kurds<\/a> are being persecuted?<\/p>\n<p>I am calling for a detailed report on the allocation of hundreds of millions of euros to Syria in a parliamentary question that I have co-signed with fellow MEPs from\u2026 <a href=\"https:\/\/t.co\/RFJsFeaLzg\">pic.twitter.com\/RFJsFeaLzg<\/a><\/p>\n<p>\u2014 Nikolas Farantouris (@NFarantouris) <a href=\"https:\/\/twitter.com\/NFarantouris\/status\/2045069298402558101?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">17 April 2026<\/a><\/p><\/blockquote>\n<p style=\"margin-bottom: 0px\">\n<p><span style=\"font-weight: 400\">The <\/span><a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/P-10-2026-001459-ASW_EN.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">reply<\/span><\/a><span style=\"font-weight: 400\">, signed by the Commissioner for the Mediterranean, <strong>Dubravka \u0160uica<\/strong>, arrived on 7 May. The Commission, the reply states, is preparing a 280 million euro programme for 2026\u20132027, &#8220;focusing on capacity building of the Syrian institutions, socioeconomic recovery, transitional justice, and accountability.\u201d&nbsp;\u0160uica pointed out that &#8220;t<strong>he EU remains steadfast in its efforts to support a genuinely inclusive transition and fosters engagement with communities and civil society across the whole of Syria.<\/strong>&#8221; In 2025, &#8220;the&nbsp;EU co-organised the Day of Dialogue for the first time in Damascus, gathering more than 350 Syrian civil society representatives from across the country.&nbsp;The Union, the response continues, \u201cactively supports media freedom and local democracy.\u201d EU assistance to Syria \u201cis designed and implemented in line with the requirements of the Financial Regulation. Funding is channelled through established international organisations, UN agencies, and vetted non-governmental partners with demonstrated operational capacity, compliance systems, and proven track record of transparency and accountability.&#8221; Furthermore, \u0160uica emphasised that &#8220;<strong>No EU funds committed for Syria have been channelled through the Syrian authorities.<\/strong>&#8220;<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><span style=\"font-weight: 400\">The situation in Syria is particularly complex. On 11 May, when the EU reinstated its cooperation agreement with the country, <\/span><b>Asaad Hassan al-Shaibani<\/b><span style=\"font-weight: 400\">, the Minister of Foreign Affairs, <\/span><strong><a href=\"https:\/\/www.eunews.it\/en\/2026\/05\/11\/the-syrian-foreign-minister-there-are-no-minorities-in-the-country-but-a-single-people\/\">stated<\/a><\/strong><span style=\"font-weight: 400\"><strong> that \u201cthere are no minorities in Syria, but a single people.\u201d<\/strong> In fact, as early as March 2026,&nbsp;<\/span>Human Rights Watch (HRW) had expressed concern about the situation in Syria<span style=\"font-weight: 400\">. Over the past year, in fact, the organisation has documented \u201cwidespread identity-based killings perpetrated by government forces, along with summary executions, abductions and mass displacement, arbitrary arrests, aid blockades and the disruption of essential services.\u201d<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><span style=\"font-weight: 400\">&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400\">Transparency regarding funding is not merely a procedural matter. In its response, the Commission listed the major areas of expenditure but did not provide the requested breakdown of data.
