An emergency that has not only affected the supply of energy resources, but also \u201cthe main production capacities in the Gulf region, which have been destroyed.\u201d Ahead of the implementation of the new <a href=\"https:\/\/climate.ec.europa.eu\/eu-action\/carbon-markets\/ets2-buildings-road-transport-and-additional-sectors_en\" target=\"_blank\" rel=\"noopener\">emission trading system (ETS2)<\/a>, which will cover CO2 emissions from the combustion of fuels in buildings, road transport, and small-scale industry, Tudose asked the EU executive what its intentions were&nbsp;for addressing the situation.<\/p>\n<p>In his reply, European Commissioner <strong>Wopke Hoekstra<\/strong> emphasised that \u201cETS2 contributes to the reduction of the EU\u2019s exposure to global energy shocks,&#8221; as it reduces \u201cEurope\u2019s vulnerability to fossil fuel import volatility.\u201d Hoekstra also noted that the system already provided for the possibility of postponing its entry into force by one year, to <strong>2028<\/strong>, in the event of exceptionally high gas or oil prices in 2026. The European co-legislators, he explained, \u201c<a href=\"https:\/\/www.eunews.it\/en\/2026\/04\/29\/high-energy-costs-new-eu-shield-for-transport-and-households-parliament-votes-to-curb-co%e2%82%82-prices\/\">recently already agreed<\/a> to adjust the start to 2028 as part of the amendment to the&nbsp;EU Climate Law.\u201d<\/p>\n<p>To make decarbonisation accessible to everyone, the Commission has put in place a number of measures to support the transition. &#8220;The Commission also proposed targeted changes to the <a href=\"https:\/\/italy.representation.ec.europa.eu\/notizie-ed-eventi\/notizie\/la-commissione-propone-adeguamenti-mirati-della-decisione-sulla-riserva-stabilizzatrice-del-mercato-2025-11-27_it?prefLang=en\" target=\"_blank\" rel=\"noopener\">Market Stability Reserve <\/a>for earlier and stronger intervention to ensure stable and affordable prices,&#8221; the Commissioner added.<\/p>\n<p>In addition, there is the <strong><a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20221212IPR64528\/deal-on-establishing-the-social-climate-fund-to-support-the-energy-transition\" target=\"_blank\" rel=\"noopener\">Social Climate Fund<\/a><\/strong>, which will mobilise <strong>86.7 billion euros<\/strong> to support clean heating for buildings and road transport for the most vulnerable households, with a particular focus on low-income Member States. Furthermore, all national revenues from ETS2 must be allocated to supporting the energy transition. The Commission is also encouraging the frontloading of investments through a <strong>3 billion<\/strong>&nbsp;euro instrument under the <a href=\"https:\/\/european-union.europa.eu\/institutions-law-budget\/institutions-and-bodies\/search-all-eu-institutions-and-bodies\/european-investment-bank-eib_en\" target=\"_blank\" rel=\"noopener\">European Investment Bank<\/a>.<\/p>\n<p>The <strong>European Commission<\/strong>\u2019s objective of accelerating decarbonisation and reducing dependence on fossil fuels, therefore, remains central to Brussels\u2019 agenda. \u201cThe current geopolitical instability underlines the relevance of this objective,\u201d&nbsp;Hoekstra said. &#8220;Fossil fuel imports cost EU taxpayers <strong>nearly EUR&nbsp;30&nbsp;billion monthly<\/strong> on average in 2025.
