{"id":455281,"date":"2026-05-29T16:04:26","date_gmt":"2026-05-29T14:04:26","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/05\/29\/lue-sblocca-164-miliardi-di-euro-per-lungheria-e-processa-orban\/"},"modified":"2026-05-29T16:52:37","modified_gmt":"2026-05-29T14:52:37","slug":"the-eu-releases-e16-4-billion-for-hungary-and-takes-legal-action-against-orban","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/05\/29\/the-eu-releases-e16-4-billion-for-hungary-and-takes-legal-action-against-orban\/","title":{"rendered":"The EU releases \u20ac16.4 billion for Hungary and takes legal action against Orb\u00e1n"},"content":{"rendered":"<p>Brussels \u2013 The new <strong>Hungary,<\/strong> that of Prime Minister P\u00e9ter Magyar, has made significant progress in the fight against corruption, the defence of fundamental rights, and the rule of law, and for this reason <strong>the European Commission is releasing \u20ac16.4 billion in EU funds<\/strong> comprising guarantees (\u20ac12.9 billion) and loans (\u20ac3.5 billion) that had been frozen due to a lack of reforms. Specifically, Budapest is being granted \u20ac10 billion from the NextGenerationEU post-pandemic recovery programme, \u20ac4.2 billion from the Cohesion Fund, and \u20ac2.2 billion under the academic freedom programme, essentially funds from the Erasmus programme.<\/p>\n<p>&nbsp;These are &#8220;rewards&#8221; for measures already underway, and commitments that the Hungarian Prime Minister has negotiated directly with the European Commission. It is a matter of fulfilling the commitments set out in the reform plan that Budapest and Brussels have been working on since the very first day after the election victory. <strong>Hungary is expected to present its proposed revision of the Recovery Plan (NRRP) as early as next week and will have until 31 August to complete the agreed objectives<\/strong>. The political shift that has turned the press conference into a trial for the defeated prime minister, Viktor Orb\u00e1n, and a rally for the new head of government.&nbsp;<\/p>\n<p>The President of the European Commission, Ursula von der Leyen, kicked off this remarkable show: \u201c12 April will remain etched in our memories for a long time,\u201d she began, referring to the <a href=\"https:\/\/www.eunews.it\/en\/2026\/04\/13\/budapest-turns-a-new-page-peter-magyar-secures-a-landslide-victory-in-the-hungarian-elections\/\">elections<\/a> that have shifted the balance of power, the majority and the key players. &#8220;<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">On that day, <strong>the Hungarian people<\/strong> took their future into their own hands.<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">They made a clear choice.<\/span><\/span> <strong><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">They chose Europe.<\/span><\/span> <\/strong><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>And they chose democracy<\/strong>.&#8221; Words that paint Orb\u00e1n as a Eurosceptic and undemocratic, as indeed certified by the European Parliament.<\/span><\/span><\/p>\n<p><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u200b\u200b<\/span><\/span><\/p>\n<p>https:\/\/www.eunews.it\/en\/2026\/04\/14\/magyar-vonderleyen-eufunds-unblocking\/&nbsp;<\/p>\n<p>At this point, it is Magyar who takes to the podium in the Commission\u2019s press room to launch a new election campaign. He spends 10 minutes attacking his opponents\u2014who, incidentally, have already been defeated\u2014and accusing them of all manner of things. \u201c<strong>Orb\u00e1n and his friends have lied to the Hungarian people<\/strong> about the European Union and the reasons behind the blocking of these funds, which was not ideological but motivated by corruption.\u201d He takes issue with his predecessor for \u201chaving used the power of veto for the sheer pleasure of using it,\u201d with the result that in the end \u201cOrb\u00e1n was isolated, he had no friends\u201d and, at the European Council, \u201che had to be politely asked to go and have a coffee so that the others could make a decision.\u201d A reference to <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/06\/eu-renews-support-for-ukraine-commitment-from-26-member-states-excluding-hungary-cornered\/\">what happened regarding Ukraine<\/a>, but the accusations do not end there, because the campaign-driven delegitimisation also touches on the issue of immigration.&nbsp;<\/p>\n<p>&#8220;I don\u2019t know if you\u2019re aware of this here in Brussels, but <strong>during his time in office, Orb\u00e1n released 2,200 human traffickers from prison<\/strong> on the pretext of overcrowding.&#8221; Magyar reveals this anecdote to highlight the contradictory and untrustworthy nature of his predecessor, who exploited fears about asylum seekers only to release people who enrich themselves by trafficking in human beings. It is another moment in the trial of Orb\u00e1n, held within the EU institutions for an event that is highly irregular.&nbsp;<\/p>\n<p>Magyr\u2019s entire tirade is delivered in his own language, after he himself announces that it is important to address the Hungarian people. One might imagine he intends to emphasise just how important the political agreement reached with the EU is because, as he stresses, the \u20ac16.4 billion are \u201cresources that businesses, services, and families deserve.\u201d Instead, he says something else and glosses over the fact that <strong>of these \u20ac16.4 billion, the NextGenerationEU portion requires the approval of <a href=\"https:\/\/www.consilium.europa.eu\/en\/council-eu\/council-meetings-explained\/ecofin\/\" target=\"_blank\" rel=\"noopener\">Ecofin<\/a><\/strong>, and so&nbsp;\u20ac10 billion is proposed to be released, but it hasn\u2019t actually been released yet.<strong> <\/strong>He does, however, say one thing: \u201cThe polls indicate that if we were to vote again, we would win more seats than we currently hold.\u201d He adds that it only took his new government \u201cthree or four weeks\u201d to get&nbsp;the funds that Brussels had kept frozen for some time. \u201cI\u2019ve said this from the start: if Hungary accepts anti-corruption measures, if we set up the asset recovery office, if we increase the powers of the integrity authority, and if we accept rules against nepotism, then I think this money will come to Hungary. That\u2019s all we had to do,\u201d he claims.&nbsp;<\/p>\n<p>The chapter on Ukraine and EU accession. Here, von der Leyen reiterates that accession is a \u201cmerit-based\u201d process and that the dialogue with Budapest and Kyiv&#8217;s path to accession are not linked. &#8220;<strong>There is no link between the ongoing talks and the funds released&#8221; to Hungary &#8220;and Ukraine<\/strong>, because NextGenerationEU and cohesion policy do not concern the accession process,&#8221; she explains. The President of the European Commission, however, confirms that Kyiv has done everything necessary to secure the green light. \u201cOur position is very clear: Ukraine and Moldova have met all the necessary conditions to open the &#8220;fundamentals&#8221; cluster, the first one,\u201d she notes, \u201cand therefore there is no reason to delay the process.\u201d The issue will be on the agenda at the meeting of heads of state and government: \u201cWe will discuss it at the European Council summit in June,\u201d she reveals.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Commission has praised the new Hungarian government\u2019s commitments and measures.
