{"id":455437,"date":"2026-06-01T18:41:44","date_gmt":"2026-06-01T16:41:44","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/06\/01\/lue-verso-leliminazione-della-sperimentazione-animale-nelle-valutazioni-di-sicurezza-chimica\/"},"modified":"2026-06-01T20:00:55","modified_gmt":"2026-06-01T18:00:55","slug":"the-eu-moves-towards-phasing-out-animal-testing-in-chemical-safety-assessments","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/06\/01\/the-eu-moves-towards-phasing-out-animal-testing-in-chemical-safety-assessments\/","title":{"rendered":"The EU moves towards phasing out animal testing in chemical safety assessments"},"content":{"rendered":"<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">Brussels &#8211; <\/span>\u201cAfter decades of animal testing, we are taking concrete steps to end this.\u201d<span style=\"font-weight: 400\"> <\/span>The&nbsp;<\/span><span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_26_1214\" target=\"_blank\" rel=\"noopener\">announcement&nbsp;<\/a>was made by&nbsp;the European Commissioner for the Environment, Water Resilience and the Circular Economy,&nbsp;<strong>Jessika Roswall<\/strong>, after&nbsp;<strong>the European Commission adopted a roadmap today (1 June)&nbsp;<\/strong><\/span><span><b>for the phasing out of animal testing for chemical safety assessments<\/b>. <span style=\"font-weight: 400\">The plan sets out \u201cclear, tangible steps&nbsp;to ensure the transition to innovative approaches<br \/>\nto innovative non-animal approaches\u201d and aims to ensure \u201cthe integrity of safety evaluations,<br \/>\nwhich ensure a high level of protection for human and animal health and the environment.\u201d This <\/span><b>\u201cwill be&nbsp;a triple win for animals, the environment, and companies<\/b>,\u201d<span style=\"font-weight: 400\"> Roswall stated. \u201cToday is a good day for animals and shows that Europe cares,\u201d she emphasised.<\/span>&nbsp;<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">The roadmap comprises twenty-two actions divided into three pillars and provides for the gradual phasing out of animal testing in fifteen sectors, including chemicals for industrial and consumer use, pesticides and biocides, pharmaceuticals, and food and feed additives. It also includes \u201cindicators that will help monitor progress<br \/>\nin the implementation of the actions and recommendations\u201d set out in the roadmap itself. In this regard, the European Commission\u2019s Executive Vice-President for Industry, <\/span><b>St\u00e9phane S\u00e9journ\u00e9<\/b><span style=\"font-weight: 400\">, reiterated: <\/span>\u201c<b>By phasing out animal testing, we are not only upholding higher ethical standards, but also strengthening our competitiveness through cutting-edge, non-animal alternative technologies<\/b>\u201d.&nbsp;<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">The first pillar focuses on \u201cmaking change happen towards<br \/>\n<\/span>phasing out animal use.<span style=\"font-weight: 400\">\u201d This means that the actions set out in this section aim to accelerate the development and adoption of approaches that do not involve the use of animals. It includes more than thirty recommendations aimed at \u201creplacing, reducing or refining animal testing for human health and environmental safety assessments\u201d. The second pillar seeks to \u201ckeep Europe at the forefront of research and innovation,\u201d aiming to \u201csupport a broad ecosystem of research and entrepreneurial innovation for the development of approaches that do not involve the use of animals.\u201d These actions include the use of artificial intelligence and datasets for the development of ad hoc methods. The third pillar concerns intra- and extra-EU collaboration.<br \/>\nActions under this pillar include putting in place a framework to facilitate implementation with all relevant stakeholders in the EU and to foster collaboration with regulators at the international level.<\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">The roadmap forms part of the so-called <\/span><a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2006\/1907\/oj\/engt\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">REACH<\/span><\/a><span style=\"font-weight: 400\"> \u2013 EU legislation on the registration, evaluation and authorisation of chemicals, which aims to ensure a higher level of protection for human health and the environment \u2013 and constitutes a concrete outcome of the <\/span><a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/08\/eu-seeks-to-revive-chemical-industry-with-action-plan-and-simplification\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Action Plan on Chemicals <\/span><\/a><span style=\"font-weight: 400\">presented by the Commission in July 2025. The Commission will immediately begin implementing the roadmap, in close cooperation with Member States, EU agencies and stakeholders. By 2029, it will also organise a high-level conference to take stock of progress, focusing on the increased use and adoption of non-animal approaches across all relevant EU legislation, including REACH. The Berlaymont\u2019s commitment to this issue dates back to 2023, when, in response to the European Citizens\u2019 Initiative <a href=\"https:\/\/citizens-initiative.europa.eu\/save-cruelty-free-cosmetics-commit-europe-without-animal-testing_en\" target=\"_blank\" rel=\"noopener\">\u201cSave Cruelty-Free Cosmetics \u2013 Commit to a Europe Without Animal Testing\u201d<\/a>, it undertook to develop a comprehensive roadmap for the phasing out of animal testing for chemical safety assessments. <\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Twenty-two measures to pave the way for a transition towards innovative approaches.
