The European Commission takes note of the measures taken and acknowledges the relevant merits, but the case is not closed. This is probably the main surprise of the European Semester package, the EU\u2019s economic policy cycle and the coordination of Member States\u2019 measures in this area with the relevant decisions. Following the <a href=\"https:\/\/www.eunews.it\/en\/2026\/05\/21\/eu-slams-melonis-italy-lowest-growth-and-highest-public-debt-in-2027\/\" target=\"_blank\" rel=\"noopener\">economic forecasts that do not favour Giorgia Meloni&#8217;s<\/a><a href=\"https:\/\/www.eunews.it\/en\/2026\/05\/21\/eu-slams-melonis-italy-lowest-growth-and-highest-public-debt-in-2027\/\" target=\"_blank\" rel=\"noopener\">\u00a0Italy,\u00a0<\/a>the government faces another cold shower, perhaps an even harsher one, given that within the majority many\u00a0thought that bringing the deficit-to-GDP ratio back within the 3 per cent threshold would automatically mean a return to normal conditions. Which is not the case.<\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">&#8220;The Commission is today recommending that the Council repeal the <a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/excessive-deficit-procedure\/\" target=\"_blank\" rel=\"noopener\">excessive deficit procedure<\/a> for Malta&#8221;, reads the accompanying note to the documents produced in Brussels.<\/span><\/span> &#8220;<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">For Austria, Belgium, Finland, France, Hungary,<strong> Italy<\/strong>, Poland, Romania, and Slovakia,<strong>the Commission considered that effective action has been taken towards correcting the excessive deficit.<\/strong> Therefore, no further steps need to be taken under the EDP at this stage.&#8221; More precisely: &#8220;<strong>The excessive deficit procedure for Italy is suspended.<\/strong>&#8221; Not closed. A clarification that sounds like\u00a0a warning: the government will have to be careful how it proceeds, as it may find itself under scrutiny once again and subject to compulsory deficit correction.\u00a0<\/span><\/span><\/span><\/p>\n<p>All the government has managed to achieve is a tentative opening on energy policy. <a href=\"https:\/\/www.eunews.it\/en\/2026\/05\/18\/meloni-writes-to-von-der-leyen-allow-public-spending-to-address-high-energy-costs\/\" target=\"_blank\" rel=\"noopener\">Meloni had personally campaigned to allow public support measures<\/a>, and the Commission has granted an extension to the national suspension clause of the internal stability pact specifically to address\u00a0rising energy prices.\u00a0Specifically, the flexibility provides that, for additional defence expenditure under the national safeguard clause, there is a <strong>specific annual ceiling for the period 2026\u20132028 (0.3 per cent of GDP) and a cumulative ceiling (0.6 per cent of GDP) for the same period, specifically allocated to energy resilience measures.<\/strong><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"ioP1n7C3y8\"><p><a href=\"https:\/\/www.eunews.it\/en\/2026\/05\/22\/soaring-energy-costs-rome-and-brussels-locked-in-a-tug-of-war-over-flexibility-giorgetti-it-will-take-months\/\">Soaring energy costs: Rome and Brussels locked in a tug-of-war over flexibility. It is therefore a concession to governments, including the Italian government. The additional flexibility of 0.3 per cent per year on the deficit level &#8220;<strong>applies to expenditure incurred from February 2026, i.e., from the start of the war in Iran,<\/strong>&#8221;\u00a0Dombrovskis clarifies, and public support such as &#8220;subsidies for solar panels, energy efficiency, and the replacement of heating systems, such as the switch to heat pumps,&#8221; may be permitted.<\/p>\n<p>The extension of the national safeguard clause \u201cr<span class=\"x193iq5w xeuugli x13faqbe x1vvkbs x10flsy6 x1lliihq x1s928wv xhkezso x1gmr53x x1cpjm7i x1fgarty x1943h6x x4zkp8e x41vudc x6prxxf xvq8zen xo1l8bm xzsf02u x1yc453h\" dir=\"auto\">epresents a concrete response to the challenges of the current moment<\/span>,\u201d Executive Vice\u2011President <strong>Raffaele Fitto<\/strong> added. These are \u201c<span class=\"x193iq5w xeuugli x13faqbe x1vvkbs x10flsy6 x1lliihq x1s928wv xhkezso x1gmr53x x1cpjm7i x1fgarty x1943h6x x4zkp8e x41vudc x6prxxf xvq8zen xo1l8bm xzsf02u x1yc453h\" dir=\"auto\">resources intended to support households<\/span>,\u201d which will be rewarded through stronger energy networks, greater storage capacity, and increased clean energy production. \u201c<strong>Flexibility is not an exception to the rules<\/strong>,\u201d Fitto stressed. On the contrary, \u201cflexibility is Europe\u2019s ability to use its own instruments to respond to new challenges, while protecting citizens, businesses and territories.\u201d<\/p>\n<p>The Minister for the Economy, <strong>Giancarlo Giorgetti<\/strong>, said he was pleased: &#8220;I am satisfied because <strong>the Commission<\/strong>, something that would have been unthinkable just a few months ago, <strong>has taken on board our proposals<\/strong>, the result of a long, serious, and confidential process.&#8221; In light of these developments, \u201cthe Ministry of the Economy reserves the right to put forward proposals specifically aimed at protecting businesses and households.\u201d<\/p>\n<p>For the Treasury Minister, \u201cnaturally, the assessment must be made in its entirety and must also take into account the indicators contained in the Commission\u2019s recommendations, which bear witness to the effort and seriousness with which Italian public finances are managed.\u201d<\/p>\n<p>However, there is more bad news for the government, as the European Commission has also published a country report on <a href=\"https:\/\/employment-social-affairs.ec.europa.eu\/news\/commission-analyses-social-convergence-10-eu-countries-2025-04-11_en\" target=\"_blank\" rel=\"noopener\">social convergence<\/a>, namely the reduction of inequalities and disparities between citizens and regions. <strong>In Italy&#8217;s case, it emerges that &#8220;<\/strong><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>despite existing support, many people remain at risk of poverty.&#8221;<\/strong> This means that the government has done little, or at least not enough, and must therefore do more. <\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The decision contained in the European Semester package.
