{"id":456093,"date":"2026-06-09T16:37:34","date_gmt":"2026-06-09T14:37:34","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/06\/09\/sanzioni-ue-alla-russia-in-arrivo-il-ventunesimo-pacchetto-nel-mirino-energia-banche-e-criptovalute\/"},"modified":"2026-06-09T17:09:05","modified_gmt":"2026-06-09T15:09:05","slug":"eu-sanctions-against-russia-the-21st-package-is-on-the-way-targeting-energy-banks-and-cryptocurrencies","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/06\/09\/eu-sanctions-against-russia-the-21st-package-is-on-the-way-targeting-energy-banks-and-cryptocurrencies\/","title":{"rendered":"EU sanctions against Russia: the 21st package is on the way, targeting energy, banks, and cryptocurrencies"},"content":{"rendered":"<p style=\"font-weight: 400\">Brussels &#8211; <strong>The European Union is set to approve the twenty-first package of sanctions against Russia<\/strong>, in response to the ongoing war of aggression waged by Moscow against Ukraine. <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/statement_26_1314\" target=\"_blank\" rel=\"noopener\">The new measure<\/a>&nbsp;was announced directly by the President of the European Commission, <strong>Ursula von der Leyen<\/strong>, during a press conference held this morning (9 June) at the Berlaymont Building. \u201cIn this package, <strong>we are focusing on the sectors with the greatest impact: energy, financial services, and trade<\/strong>,\u201d said the head of the EU executive, summarising the content of the new round of sanctions, before adding that \u201c<strong>we are also proposing to ban former Russian combatants from entering the EU<\/strong>.\u201d<\/p>\n<p style=\"font-weight: 400\">It should be emphasised that the presentation made today by von der Leyen is merely an &#8220;introductory report&#8221; on the measure, which will now require the approval of all Member States in the Council of the EU to officially enter into force.<\/p>\n<h4 id='energy-chapter-end-to-automatic-adjustment-of-the-price-cap-on-russian-oil'  id=\"boomdevs_1\" style=\"font-weight: 400\"><strong>Energy chapter: end to automatic adjustment of the price cap on Russian oil<\/strong><\/h4>\n<p style=\"font-weight: 400\">Since the start of the conflict, the core of the European sanctions regime against Moscow has been measures aimed at minimising the revenue Russia derives from the export of energy products, primarily oil.<\/p>\n<p style=\"font-weight: 400\">\u201cAlthough the conflict in the Middle East and disruptions to global energy supply chains have eased some of the pressure on Russia, <strong>we want to maintain the maximum intensity of the sanctions<\/strong>,\u201d said von der Leyen. And the best way to do that, she added, \u201cis <strong>to ensure that Russia\u2019s profits from oil sales remain limited<\/strong>.\u201d<\/p>\n<p style=\"font-weight: 400\">For this reason, the first measure that German policy has focused on is the <strong>price cap on Russian crude oil<\/strong>. <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2022\/12\/03\/russian-oil-eu-agrees-on-level-of-price-cap\/\" target=\"_blank\" rel=\"noopener\">First introduced in December 2022<\/a>, <strong>the measure stipulates that European companies may only participate in the transport of Russian oil if it is sold below a certain maximum price<\/strong>. Since last year, this threshold has been made &#8220;variable&#8221;, setting it at <strong>15 per cent below the average market price<\/strong>.<\/p>\n<p style=\"font-weight: 400\">However, as von der Leyen explained, \u201c<strong>this automatic adjustment mechanism was not designed for market shocks such as that caused by the closure of the Strait of Hormuz<\/strong>,\u201d following the outbreak of war in Iran. These developments have sent the average cost of oil soaring, potentially opening the door to significantly higher profits for Moscow than in the past. For this reason, the Commission has today proposed to <strong>suspend the adjustment until January next year<\/strong>, maintaining the cap at <a href=\"https:\/\/finance.ec.europa.eu\/news\/new-dynamic-mechanism-lower-price-cap-russian-crude-oil-4410-barrel-2026-01-15_en\" target=\"_blank\" rel=\"noopener\">current level of 44.10 per barrel<\/a>. \u201cThis will give the oil markets time to stabilise, while maintaining pressure on Russian revenues,\u201d summarised the head of the Berlaymont.<\/p>\n<p style=\"font-weight: 400\">The new package of sanctions will also affect Moscow\u2019s energy sector in other ways. For example, <strong>a further 30 vessels will be added to the list of 632 ships in the so-called &#8220;shadow fleet&#8221;<\/strong> already subject to sanctions. This is a group of ships that Russia uses to circumvent Western sanctions and continue exporting oil by sea, often changing flags and switching off satellite-tracking&nbsp;systems. In this regard, von der Leyen emphasised that \u201cfor the first time, we will also target vessels that assist the shadow fleet, for example by supplying fuel or other services.\u201d<\/p>\n<h4 id='finance-and-trade-chapters-cryptocurrency-platforms-and-for-the-first-time-fishing-in-the-spotlight'  id=\"boomdevs_2\" style=\"font-weight: 400\"><strong>Finance and Trade chapters: cryptocurrency platforms and (for the first time) fishing in the spotlight<\/strong><\/h4>\n<p style=\"font-weight: 400\">The latest round of sanctions announced today proposes to <strong>extend the ban on transactions involving European entities to a further 31 Russian banks<\/strong>. A diplomatic source in Brussels has <a href=\"https:\/\/www.reuters.com\/business\/finance\/eu-propose-21st-package-sanctions-targeting-russias-banks-2026-06-09\/\" target=\"_blank\" rel=\"noopener\">told <em>Reuters<\/em>, the British news agency<\/a>, that the new package of measures against Moscow\u2019s credit institutions could \u201c<strong>increase the likelihood of a banking crisis<\/strong>,\u201d thereby strengthening&nbsp;Putin\u2019s willingness to negotiate a peace agreement with Ukraine.<\/p>\n<p style=\"font-weight: 400\">According to von der Leyen, \u201c<strong>the ban should also apply to 20 banks, companies or cryptocurrency platforms located in third countries<\/strong>,\u201d should they have provided services to Russian individuals or entities already subject to sanctions or have helped to circumvent EU measures already in force.<\/p>\n<p style=\"font-weight: 400\">The Berlaymont\u2019s proposal on cryptocurrency firms is even more ambitious, suggesting the creation of a new legal instrument that would, in future, go beyond simply blacklisting<em> <\/em>individual platforms. The idea, explained the head of the European Commission, would be to \u201c<strong>impose a total ban on crypto-asset services operating in third countries<\/strong>\u201d in order to \u201cact as a deterrent to those states hosting platforms that help Russia circumvent our sanctions.\u201d<\/p>\n<p style=\"font-weight: 400\">As for <strong>commerce\u200b<\/strong>, this is the aspect of the sanctions regime that most directly affects the Kremlin\u2019s war machine, through restrictions on all goods and technologies used by the Russian military industry.<\/p>\n<p style=\"font-weight: 400\">With the new package, von der Leyen said, \u201c<strong>we are targeting further metals and alloys used in the aerospace and defence sectors<\/strong>\u201d and \u201cwith a <strong>chapter dedicated to drones<\/strong>, we are proposing new export bans on ground support equipment, electronic jamming systems, and launch systems.\u201d On the non-military front, trade sanctions will be introduced for the first time in the fisheries sector: von der Leyen announced \u201c<strong>severe restrictions on imports of certain fish products and a total ban on others, such as cod<\/strong>.\u201d<\/p>\n<p style=\"font-weight: 400\">Finally, a specific provision in the new package addresses a request that the leaders of the Baltic states have been reiterating in Brussels for several months now: the imposition of <a href=\"https:\/\/www.eunews.it\/en\/2026\/03\/13\/russian-soldiers-entering-the-eu-eight-countries-warn-costa-and-von-der-leyen-that-they-must-not-be-allowed-to-enter\/\">a ban on former Russian soldiers entering European territory<\/a>. For the first time, the Baltic Republics\u2019 voice on this matter will be heard and \u201c<strong>Europe will remain off-limits to anyone who has participated in the invasion of Ukraine<\/strong>,\u201d von der Leyen emphasised.<\/p>\n<h4 id='what-s-missing-from-maritime-services-for-crude-oil-transport-to-the-case-of-irish-aluminium'  id=\"boomdevs_3\" style=\"font-weight: 400\"><strong>What\u2019s missing: from maritime services for crude oil transport to the case of Irish aluminium<\/strong><\/h4>\n<p style=\"font-weight: 400\"><strong>Behind the triumphant tone with which the new round of sanctions was announced lies Brussels\u2019 difficulty in taking even stronger measures against Moscow<\/strong>. In today&#8217;s edition of the newsletter <em>Il Mattinale Europeo, <\/em>David Carretta has listed the various instances of the EU backtracking in recent months.<\/p>\n<p style=\"font-weight: 400\">One of the most significant examples is the <strong>total ban on maritime services for the transport of Russian oil<\/strong>. The idea had been put forward by the Commission earlier this year but was quickly shelved due to opposition within the EU Council from certain Mediterranean countries, led by Greece and Malta,&nbsp;which have highly developed shipping sectors.<\/p>\n<p style=\"font-weight: 400\">Even more recent\u2014and probably more striking\u2014 is the case involving <strong>Aughinish<\/strong>, an alumina plant (a key material in aluminium production) based in Ireland but owned by the Moscow-based multinational Rusal, controlled by one of the oligarchs closest to Putin: <strong>Oleg Deripaska<\/strong>. In recent days, it has emerged that, from 2022 to the present, the plant&nbsp;<strong>in Limerick County has continued to export alumina to Russia<\/strong>, thereby contributing to the manufacture of new weapons used in the war against Kyiv.<\/p>\n<p style=\"font-weight: 400\"><a href=\"https:\/\/www.rte.ie\/news\/politics\/2026\/0529\/1575907-politics-aughinish-alumina-sanctions\/\" target=\"_blank\" rel=\"noopener\">When asked about the matter on 29 May<\/a>, the Irish Prime Minister, <strong>Michael Martin<\/strong>, <strong>rejected the idea of sanctioning Aughinish<\/strong>, arguing that \u201cthe impact of any measures would be worse for the EU\u201d than for Russia. Words to bear firmly in mind, especially in view of Dublin\u2019s <strong>imminent appointment&nbsp;as the six-month presidency of the EU Council<\/strong>.<\/p>\n<p style=\"font-weight: 400\">\n","protected":false},"excerpt":{"rendered":"<p>Among the measures announced at a press conference by the President of the European Commission, Ursula von der Leyen, are a freeze on the increase in the oil price cap and a ban on former Russian military personnel entering the EU.
