{"id":456786,"date":"2026-06-15T18:26:42","date_gmt":"2026-06-15T16:26:42","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/06\/15\/lue-cerca-la-collaborazione-dellegitto-contro-la-russia-il-cairo-pensa-agli-investimenti\/"},"modified":"2026-06-15T19:05:48","modified_gmt":"2026-06-15T17:05:48","slug":"the-eu-is-seeking-egypts-cooperation-against-russia-while-cairo-is-looking-to-attract-investment","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/06\/15\/the-eu-is-seeking-egypts-cooperation-against-russia-while-cairo-is-looking-to-attract-investment\/","title":{"rendered":"The EU is seeking Egypt\u2019s cooperation against Russia, while Cairo is looking to attract investment"},"content":{"rendered":"<p>Brussels \u2013 Energy, security, stability: the European Union and Egypt are seeking to give new impetus to <a href=\"https:\/\/www.consilium.europa.eu\/en\/infographics\/eu-egypt-relations-facts-and-figuresgood\/\" target=\"_blank\" rel=\"noopener\">bilateral relations<\/a>, which must be shaped and adapted to address entirely new global challenges.&nbsp;<span style=\"margin: 0px;padding: 0px\">The 11th meeting of the <a href=\"https:\/\/www.consilium.europa.eu\/en\/meetings\/international-ministerial-meetings\/2026\/06\/15\/\" target=\"_blank\" rel=\"noopener\">EU-Egypt Association Council <\/a>addresses all of this and aims to lay new foundations for joint action across these areas.<\/span>&nbsp;For the EU, there is much at stake, starting with the sustainability agenda. On the sidelines of the meeting, the<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"> European Commission presented the first flagship project under the <strong>Trans-Mediterranean Cooperation on Renewable Energy and Clean Technologies (<a href=\"https:\/\/north-africa-middle-east-gulf.ec.europa.eu\/what-we-do\/trans-mediterranean-renewable-energy-and-clean-tech-cooperation-initiative-t-med_en\" target=\"_blank\" rel=\"noopener\">T-MED<\/a>), with a total value of \u20ac690 million<\/strong>.<\/span><\/span><\/span>&nbsp;<\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Specifically, this involves loans totalling \u20ac600 million from the European Investment Bank (EIB) and \u20ac90 million in grants from the European Commission, made available to <strong>modernise and expand&nbsp;<\/strong><span style=\"margin: 0px;padding: 0px\"><strong>Egypt&#8217;s national electricity grid<\/strong><\/span>.<\/span><\/span> The EU intends to help its North African partner <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">to integrate 22 GW of renewable energy by 2030, enough to power 10 million homes in the country. Work is scheduled to begin in 2027, with the first flows of renewable energy expected by 2028. The total public and private investment planned for this project amounts to \u20ac1.6 billion and will contribute to achieving the objectives of the EU-Egypt Strategic and Comprehensive Partnership.&nbsp;<\/span><\/span><\/span>&nbsp;<\/p>\n<p>However, the EU-Egypt Association Council intends to forge<strong> new anti-Russian alliances<\/strong>. This is the stated objective of the EU High Representative for Foreign Affairs and Security Policy, <strong>Kaja Kallas<\/strong>, who immediately emphasises cooperation in this regard. &#8220;Russia\u2019s<strong> fleet of ghost ships poses a threat to European and Egyptian waters<\/strong>,&#8221; she states before the start of proceedings, during a press briefing organised for the occasion alongside the Egyptian Foreign Minister, Badr Abdelatty. Faced with the threat of <a href=\"https:\/\/www.eunews.it\/en\/2024\/05\/29\/mcguinness-russia-uses-shadow-ships-to-circumvent-oil-sanctions\/\" target=\"_blank\" rel=\"noopener\">Moscow\u2019s ghost ships, for which the EU has been seeking solutions for two years<\/a>, \u201cwe will discuss how<strong> to jointly tighten the enforcement of sanctions in the Mediterranean<\/strong>,\u201d assures Kallas, who views Egypt as a key player in resolving the Israeli-Palestinian conflict as well as the war in Iran.&nbsp;<\/p>\n<p><strong>On the most politically sensitive issue\u2014relations with Russia\u2014Abdelatty is keeping his cards close to his chest<\/strong>. At least not publicly. The Egyptian Foreign Minister acknowledges that there are \u201cmajor challenges\u201d on an international scale, with \u201cthe significant repercussions of growing geopolitical tensions,\u201d but tends to remain vague about commitments. Photo: European Council]<\/figcaption><\/figure>\n<p style=\"margin-bottom: 0px\">Speaking in front of the cameras, the Egyptian Foreign Minister stated that his country &#8220;appreciates <span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"> the growing cooperation<\/span><\/span><\/span> with the European Union&#8221; and emphasised the importance of economic and trade relations and investment. \u201cOver the past year, we have seen tangible progress in trade and investment,\u201d he says \u2013 but<strong> remains silent on Russia<\/strong>.\n<\/p>\n<p>An understandable silence, given that&nbsp;<span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/brics.br\/en\/about-the-brics\/brics-data\" target=\"_blank\" rel=\"noopener\"><strong>Egypt has been a member of the BRICS group since 2024<\/strong><\/a>, with Russia as<\/span>&nbsp;a founding member.&nbsp;<\/p>\n<p>But it is, in a way, the whole history of Egypt that speaks Russian. <a href=\"https:\/\/roe.ru\/en\/about\/partner-countries\/egipet\/\" target=\"_blank\" rel=\"noopener\">The country has had direct relations with Moscow since the days of the Soviet Union<\/a>. Since the early 2000s, Putin\u2019s Russia has been a key partner in terms of security and defence, with imports of &#8220;made in Russia&#8221; arms and ammunition accounting for almost a third of foreign orders. <strong>Bilateral relations between Egypt and Russia entered a whole new phase in 2018, when the two countries signed a<a href=\"https:\/\/egypt.mid.ru\/en\/russia_egypt\/rossiysko_egipetskie_otnosheniya\/\" target=\"_blank\" rel=\"noopener\"> Global Partnership and Strategic Cooperation Agreement<\/a><\/strong><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>, which came into force on 10 January 2021<\/strong>, to which was added the <a href=\"https:\/\/www.egypttoday.com\/Article\/1\/107242\/Egypt-Russia-sign-military-security-cooperation-protocol\" target=\"_blank\" rel=\"noopener\">military cooperation protocol<\/a>.<\/span><\/span><\/span>&nbsp;<\/p>\n<p>It is therefore not surprising that, ever since the start of the Russian military campaign in Ukraine, the Egyptian president <b>Abdel Fattah al-Sisi<\/b> has sought to maintain an ambivalent policy, balancing the demands of the West without jeopardising good relations with Moscow.&nbsp;Furthermore, EU sanctions, including bans on entry to European territory, have led to a surge in Russian tourism in Egypt, which benefits economically from this influx.<\/p>\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The 11th Association Council meeting between the two sides took place in Luxembourg.
