The power of the rules defeats those who profit from the migration crisis

Since its inception, Forza Italia’s political approach has always been one of pragmatism: tackling problems seriously, without resorting to sensationalist slogans or propaganda-driven shortcuts. Just as one cannot expect to beat the world’s best tennis player simply by building a wall in the middle of the court instead of a net, so too the migration crisis cannot be resolved with bombastic statements or plans destined to remain on paper.

One might be tempted by the do-gooder sentiment of “let them all in” or by the extremism of “everyone back to their own country”. But neither path is truly viable. The “let them all in” approach ends up fuelling the business of human traffickers, who have turned the Mediterranean into a graveyard. The “everyone out” approach, on the other hand, not only panders to an illiberal vision of society but also ignores a fundamental fact: without serious political agreements with countries of origin, controls and repatriation remain nothing more than empty words.

Returns depend on agreements with countries of origin and transit. Without diplomatic cooperation, many returns are not practically feasible, and, to date, in fact, only a very small proportion of those who received an order to leave the EU have actually been returned. Today, the European People’s Party—the majority party and the European home of Forza Italia—has won one of its most complex battles: to deliver a concrete, shared European solution to the migration issue. Neither do-goodism nor extremism, but the strength of the rules. Today’s vote in the European Parliament on the new proposal for the return of migrants completes the package of proposals under the new EU Pact on Asylum and Migration, parts of which already entered into force on 12 June.

Under the new Pact, Europe is adopting a more resolute stance in combating illegal immigration. It will be easier to repatriate migrants and carry out checks. Procedures will be swifter and more standardised, with stricter checks on irregular entries and a more coordinated approach to managing applications for protection. It will also be possible for the police to detain individuals for up to 72 hours to verify compliance with the rules and the rights of each migrant, with enhanced safeguards for minors, of course.

A concrete, joint solution for the 27 EU countries is, first and foremost, a major victory for Italy, which has always been at the forefront as a natural bridge to Africa. A key role in this long process has been played by our national secretary, Antonio Tajani, who, as well as being Deputy Prime Minister and Minister for Foreign Affairs, is the senior vice-president of the EPP, the same party as the European Commissioner for Home Affairs and Migration, the Austrian Magnus Brunner, President von der Leyen, and German Chancellor Merz. Perhaps not everyone is aware that Tajani chaired the EPP’s working group on migration, which in November 2023 presented a proposal for a new model of migration policy.

This model, which became part of the Party’s Manifesto for the 2024 European elections and was put into practice following the election victory in the policy guidelines of the von der Leyen Commission, called for a European solution that would tackle the root causes of irregular migration, strengthen the fight against people-smugglers, establish the conditions for legal and controlled migration channels, and define a new partnership-based approach with African countries.

The new Pact will not, on its own, resolve an emergency that is also shaped by the geopolitical context, wars, economic instability, and the demographic and climate changes currently underway. But it finally establishes common tools where fragmented national responses previously prevailed. Neither do-goodism nor extremism. The power of rules trumps the slogans of those who seek to capitalise on the fear and sense of insecurity born of the chaos surrounding migration.

* Mattia de’ Grassi – Secretary of Forza Italia in Brussels

Under the new Pact, Europe is adopting a more resolute approach to tackling illegal immigration.
