{"id":457735,"date":"2026-06-23T14:31:11","date_gmt":"2026-06-23T12:31:11","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/06\/23\/democrazia-sotto-assedio-lue-alza-lo-scudo-la-minaccia-principale-e-la-russia\/"},"modified":"2026-06-23T16:14:16","modified_gmt":"2026-06-23T14:14:16","slug":"democracy-under-siege-the-eu-raises-its-defences-the-main-threat-is-russia","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/06\/23\/democracy-under-siege-the-eu-raises-its-defences-the-main-threat-is-russia\/","title":{"rendered":"Democracy under siege, the EU raises its defences: \u201cThe main threat is Russia\u201d"},"content":{"rendered":"<p>Brussels \u2013 \u201c<strong>The main threat to our democracy is Russia<\/strong>,\u201d explained the Swedish MEP <a href=\"https:\/\/www.europarl.europa.eu\/meps\/en\/197402\/TOMAS_TOBE\/home\" target=\"_blank\" rel=\"noopener\">Tomas Tob\u00e9<\/a> (EPP), and with this same approach, MEPs from the <a href=\"https:\/\/www.europarl.europa.eu\/committees\/en\/euds\/about\" target=\"_blank\" rel=\"noopener\">Special Committee on the Democratic Shield<\/a> (EUDS) voted today (23 June) on a text aimed at protecting the EU from threats, meddling, and interference by foreign actors.<strong> The text, approved today (23 June) with 20 votes in favour<\/strong>,<strong> 9 against<\/strong>,<strong> and 2 abstentions<\/strong>, contains a series of conclusions and recommendations in support of the <a href=\"https:\/\/www.europarl.europa.eu\/legislative-train\/package-european-democracy-action-plan\/file-european-democracy-shield\" target=\"_blank\" rel=\"noopener\">European Democratic Shield<\/a>,<a href=\"https:\/\/www.eunews.it\/en\/2025\/11\/12\/eu-unveils-controversial-democracy-shield-with-new-information-monitoring-centre\/\"> the initiative proposed<\/a> by the European Commission in July 2024 to counter \u201cthe ever-evolving nature of threats to EU democracy and electoral processes.\u201d<\/p>\n<p class=\"isSelectedEnd\">MEPs are focusing in particular on <strong>hybrid threats originating from Russia, as well as<\/strong><span style=\"margin: 0px;padding: 0px\"><strong>&nbsp;those attributed to Belarus, China, Iran, and North Korea, albeit <\/strong>\u201c<strong>to a lesser extent<\/strong>,\u201d&nbsp;as the rapporteur for the text, Tob\u00e9, notes<\/span>. To counter these threats, Parliament proposes strengthening the operational capabilities of the relevant European agencies, potentially extending the mandate of <a href=\"https:\/\/www.europol.europa.eu\" target=\"_blank\" rel=\"noopener\">Europol<\/a> to include hybrid threats and acts of sabotage.<\/p>\n<p class=\"isSelectedEnd\">The suggested measures also include an expansion of sanctions against those who facilitate Russian disinformation, a coordinated EU response to the so-called &#8220;blacklist&#8221; drawn up by Moscow targeting citizens, journalists, and MEPs, and <strong>the designation of 24 February as <\/strong>&#8220;<strong>European Preparedness Day<\/strong>&#8220;, in memory of Russia\u2019s large-scale invasion of Ukraine.<\/p>\n<p class=\"isSelectedEnd\">Another key chapter concerns <strong>the protection of electoral processes<\/strong>. The text calls for the evaluation of measures to combat harmful deepfakes, fraudulent advertising campaigns, and other forms of digital manipulation, while also envisaging possible reforms to the <a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/policies\/justice-and-fundamental-rights\/democracy-eu-citizenship-anti-corruption\/democracy-and-electoral-rights\/european-cooperation-network-elections_en\" target=\"_blank\" rel=\"noopener\">European cooperation network on elections<\/a> (ECNE). MEPs <strong>also support<\/strong> <strong>the proposal<\/strong> by the European Commission <strong>to establish a<a href=\"https:\/\/commission.europa.eu\/european-centre-democratic-resilience_en\" target=\"_blank\" rel=\"noopener\"> European Centre for Democratic Resilience<\/a><\/strong>, while calling for it <strong>to be established through a legally binding act<\/strong>, with a dedicated budget, clear operational parameters, and a governance structure involving all Member States.<\/p>\n<p class=\"isSelectedEnd\">The document also highlights a strong push towards <strong>European technological autonomy<\/strong>. MEPs consider it <strong>\u201curgent\u201d to reduce dependence on technologies controlled by third countries<\/strong> in strategic sectors, with explicit reference to <strong>major US platforms and Chinese software<\/strong>. Hence the call to apply a \u201cBuy European\u201d approach to investment in critical infrastructure and to develop tools capable of rapidly identifying electoral interference, distinguishing authentic content from manipulated content, and exposing coordinated disinformation campaigns.<\/p>\n<p class=\"isSelectedEnd\">The final pillar concerns <strong>media pluralism and freedom of the press<\/strong>. The text calls for structural and long-term funding for the sector, strict enforcement of the ban on illegal spyware, possible protection mechanisms for investigative journalists and the strengthening of European media literacy programmes.<\/p>\n<p style=\"margin-bottom: 0px\">\n<p>Following approval by the EUDS Committee, the dossier will be put before the European Parliament\u2019s plenary session <strong> in Strasbourg in September 2026.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The text tabled by Tomas Tob\u00e9 was approved today (23 June) with 20 votes in favour, 9 against, and 2 abstentions.
