{"id":457907,"date":"2026-06-24T15:31:52","date_gmt":"2026-06-24T13:31:52","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/06\/24\/rafforzare-i-mandati-di-europol-ed-eurojust-le-proposte-della-commissione-ue-per-la-sicurezza\/"},"modified":"2026-06-24T16:29:27","modified_gmt":"2026-06-24T14:29:27","slug":"strengthening-the-mandates-of-europol-and-eurojust-the-eu-commissions-proposals-on-security","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/06\/24\/strengthening-the-mandates-of-europol-and-eurojust-the-eu-commissions-proposals-on-security\/","title":{"rendered":"Strengthening the mandates of Europol and Eurojust: the EU Commission\u2019s proposals on security"},"content":{"rendered":"<p style=\"margin-bottom: 0px\"><span style=\"font-weight: 400\">Brussels \u2013 To foster ever-closer cooperation between police, customs, public prosecutors, and courts across the European Union, in order to tackle the \u201cconstantly evolving criminal landscape.\u201d This is the aim <\/span><span>of the <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_26_1420\" target=\"_blank\" rel=\"noopener\">new measures<\/a>&nbsp;launched today (24 June) by the European Commission. \u201c<strong>Today we are presenting the most important elements of the European Union\u2019s internal security strategy<\/strong>,\u201d&nbsp;<a href=\"https:\/\/audiovisual.ec.europa.eu\/en\/media\/video\/I-291857\" target=\"_blank\" rel=\"noopener\">stated<\/a> the European Commissioner for Home Affairs and Migration,<b> Magnus Brunner<\/b>, at a press conference. In fact, \u201cit is<\/span><strong>&nbsp;about making the work easier for our police officers and for the Member States as a whole<\/strong>.\u201d&nbsp;According to the European Commission, \u201ccrime is becoming increasingly sophisticated, international and digital\u201d and, to tackle crime, \u201cthe police, customs, prosecutors, and courts must work closely together from the start of the investigation right through to the final judgement.\u201d&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><span style=\"font-weight: 400\"><strong>The package comprises two regulations to strengthen the mandates of Europol and Eurojust (<\/strong>the European Police Office and the European Union Agency for Criminal Justice Cooperation):&nbsp;<\/span><strong style=\"font-weight: 400\">a revision of the European Investigation Order<\/strong> (a judicial instrument that allows a competent authority in one Member State to access evidence or conduct investigations directly in another EU country) <strong>and amendments to the Data Protection Regulation for the Union\u2019s institutions and bodies<\/strong>.<strong> <\/strong>The aim is <strong><span style=\"font-weight: 400\">to improve \u201ccooperation and complementarity between EU agencies and national authorities, including police, customs, and courts,\u201d as well as to support \u201ca greater number of joint investigations, speed up criminal proceedings and facilitate the exchange of information through a clearer legal framework and a reduced administrative burden.\u201d <\/span><\/strong><\/p>\n<h4 id='strengthening-europol-s-mandate'  id=\"boomdevs_1\"><span style=\"font-weight: 400\">Strengthening Europol\u2019s mandate<\/span><\/h4>\n<p style=\"margin-bottom: 0px\">\n<p>Although he praised the agency\u2019s success in carrying out<span style=\"font-weight: 400\"> &#8220;more than 20,000 operations and nearly 32,000 arrests,&#8221; as well as the seizure of &#8220;assets worth nearly \u20ac9 billion,&#8221; the commissioner emphasised that the new mandate &#8220;can make a difference.&#8221; <\/span>Described as \u201cthe most comprehensive update in its 25-year history,\u201d the new structure provides, first and foremost, <b>a more efficient and secure exchange of information<\/b><span style=\"font-weight: 400\">, enabling automated, faster sharing and real-time collaboration on investigations.&nbsp;<\/span><span style=\"margin: 0px;padding: 0px\">On this point, Brunner clarified that at present, \u201cEuropol does not automatically receive the information that Member States should actually be sharing and, even where data is shared, the system relies on bilateral messaging and ad hoc requests.\u201d<\/span>&nbsp;Consequently, \u201ca gang of robbers could strike homes across Europe without law enforcement agencies in the various Member States making the connection between these cases.\u201d&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><span style=\"font-weight: 400\">The agency will also establish \u201ca secure, scalable, and sovereign cloud infrastructure and a shared police data space.\u201d <\/span>In addition to information, the plan includes&nbsp;<span style=\"margin: 0px;padding: 0px\"><strong>more robust operational support for Member States through the establishment of Europol support offices<\/strong>&nbsp;in each of the 27 Member States<\/span><span style=\"font-weight: 400\">. Added to this is <\/span><b>a technology and innovation hub <\/b><span style=\"font-weight: 400\">which will support \u201cMember States\u2019 investments in joint research and development activities\u201d and ensure \u201caccess to advanced capabilities.\u201d Also planned are <\/span><b>greater cooperation with EU agencies and bodies<\/b>\u2014<span style=\"font-weight: 400\">in particular with Eurojust and the European Public Prosecutor\u2019s Office (EPPO)\u2014and <\/span><b>enhanced international cooperation with partner countries<\/b><span style=\"font-weight: 400\"> \u201cto jointly tackle global cross-border crime.\u201d In this regard, Brunner noted that <\/span>\u201c<strong>over the past two years, the EU has concluded 46 agreements, the most recent with Brazil and Peru<\/strong>,\u201d<strong> <\/strong>and that <span style=\"font-weight: 400\">in Colombia, in 2025, with Europol\u2019s support, \u201ca vast cocaine trafficking network was dismantled, leading to 22 arrests, the seizure of one tonne of white powder, and the freezing of 53 bank accounts before the drugs could enter the EU.\u201d<\/span><\/p>\n<h4 id='eurojust-greater-support-for-prosecutors-and-judicial-authorities'  id=\"boomdevs_2\"><span style=\"font-weight: 400\">Eurojust: greater support for prosecutors and judicial authorities<\/span><\/h4>\n<p style=\"margin-bottom: 0px\">\n<p><span style=\"font-weight: 400\">Like Brunner, the European Commissioner for Justice, <strong>Michael McGrath<\/strong>, has<a href=\"https:\/\/audiovisual.ec.europa.eu\/en\/media\/video\/I-291858\" target=\"_blank\" rel=\"noopener\"> praised<\/a> Eurojust: <\/span><strong>&#8220;<\/strong>Since 2020, the workload has increased by over 60 per cent,&#8221; he said, emphasising that &#8220;in 2025, Eurojust investigated six times as many suspects, seized ten times as much drugs as in 2020 and arrested more than twice as many suspects,\u201d as well as \u201csupported 14,000 criminal investigations, facilitated over 400 joint investigation teams, and contributed to the arrest or surrender of 4,400 suspects.\u201d However, <span style=\"font-weight: 400\">\u201cthe agency\u2019s success has brought new challenges,\u201d he noted, and therefore the new mandate will support the agency in a number of key areas.&nbsp;<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><strong>First and foremost, there is an improvement in<\/strong><b> <\/b>\u201c<b>capacity and operational support<\/b>.\u201d<span style=\"font-weight: 400\">&nbsp;This means that Eurojust \u201cwill be able to act independently to identify links between cases, anticipate and decide on the need for coordination, help resolve jurisdictional issues and support national authorities from the earliest stages of proceedings.\u201d Added to this is <\/span><b>support in emerging areas of crime<\/b>\u2014<span style=\"font-weight: 400\">such as \u201ccybercrime, breaches of EU restrictive measures or gender-based violence,\u201d and \u201c<\/span><b>stronger governance and decision-making processes<\/b>\u201d\u2014<span style=\"font-weight: 400\">which aims to streamline decision-making \u201cthrough more agile processes, greater administrative efficiency, and swifter action in urgent and complex cases.\u201d In parallel with Europol, preparations are being made for \u201c<\/span><b>an integrated EU criminal justice system<\/b>,<span style=\"font-weight: 400\">\u201d whereby Eurojust will improve and strengthen its cooperation with Europol and the European Public Prosecutor\u2019s Office, and \u201c<\/span><b>greater international engagement<\/b>\u201d which will also involve third countries.<\/p>\n<h4 id='european-investigation-order-and-the-data-protection-regulation-for-the-institutions-and-bodies-of-the-union'  id=\"boomdevs_3\"><span style=\"font-weight: 400\">European Investigation Order and the Data Protection Regulation for the institutions and bodies of the Union<\/span><\/h4>\n<p style=\"margin-bottom: 0px\">\n<p><span style=\"font-weight: 400\">Finally, the Commission has also proposed today to update the&nbsp;<\/span><span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/www.processopenaleegiustizia.it\/ordine-europeo-di-indagine-penale\" target=\"_blank\" rel=\"noopener\">European Investigation Order<\/a>, a fast-track, standardised procedure for cross-border evidence gathering across<\/span><span style=\"font-weight: 400\">&nbsp;Member States in criminal matters. <strong>The new rules will simplify the application of the order by streamlining procedures and removing operational difficulties<\/strong>. Provision has also been made for the introduction of a new European order for remote participation \u201cto enable suspects, accused persons, and victims to participate remotely in criminal hearings from another Member State.\u201d The Commission also aims to update <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=celex%3A32018R1725\" target=\"_blank\" rel=\"noopener\">Data Protection Regulation for the institutions and bodies of the Union (EUDPR)<\/a> in order to enable more effective cooperation between the EU\u2019s criminal justice institutions and bodies.
