{"id":457998,"date":"2026-06-25T11:24:27","date_gmt":"2026-06-25T09:24:27","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/06\/25\/ucraina-ecco-i-90-miliardi-dellue-versata-la-prima-tranche-da-32-miliardi\/"},"modified":"2026-06-25T12:04:33","modified_gmt":"2026-06-25T10:04:33","slug":"eu-disburses-first-3-2-billion-euro-tranche-of-its-90-billion-package-for-ukraine","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/06\/25\/eu-disburses-first-3-2-billion-euro-tranche-of-its-90-billion-package-for-ukraine\/","title":{"rendered":"EU disburses first 3.2\u202fbillion euro tranche of its 90\u202fbillion package for Ukraine"},"content":{"rendered":"<p>Brussels \u2013 &#8220;T<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">oday, we are transferring the first tranche under this loan, \u20ac3.2 billion in macro-financial assistance<em>.<\/em>&#8221;\u00a0<\/span><\/span>The European Commission President, <strong>Ursula von der Leyen<\/strong>, chose the conference on the reconstruction of Ukraine in Gda\u0144sk to announce the start of disbursements from the <a href=\"https:\/\/www.eunews.it\/en\/2025\/12\/19\/eu-backs-90-billion-eur-market-based-loan-for-ukraine-as-work-continues-on-russian-assets\/\" target=\"_blank\" rel=\"noopener\">90 billion euro package that the EU struggled to secure for Kyiv.<\/a>\u00a0The financial instrument known as the\u00a0 <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_26_90\" target=\"_blank\" rel=\"noopener\">Ukraine Support Loan<\/a> is intended to provide economic and financial aid for the\u00a02026\u20132027 <span class=\"HwtZe\" lang=\"it\">two-year period. The<\/span> EU had hoped to have it up and running by the end of March, had it not been\u00a0for <a href=\"https:\/\/www.eunews.it\/en\/2026\/03\/19\/orban-keeps-blocking-the-loan-to-ukraine-but-the-eu-insists-first-tranche-by-early-april\/\">the Hungarian veto imposed by former Prime Minister Viktor Orb\u00e1n<\/a>. The cheques are finally being issued, much to the satisfaction of von der Leyen, who also announced a second disbursement: \u201c<strong>W<\/strong><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>e will start paying the first money of the EUR 6 billion for drone production in the coming days.<\/strong>\u201d\u00a0<\/span><\/span><\/span><\/p>\n<p>Three billion euros today, and a further six billion very soon: a total of nine billion announced in the absence of Ukrainian President Volodymyr Zelensky, who chose to boycott the Gda\u0144sk event in open defiance of Poland. The conference on Ukraine\u2019s reconstruction was preceded by clashes over events dating back to the Second World War. Tensions arose when <strong><a href=\"https:\/\/www.france24.com\/en\/europe\/20260607-why-zelensky-celebration-of-wwii-era-nationalist-guerrillas-is-causing-tension-with-poland\" target=\"_blank\" rel=\"noopener\">Zelensky\u00a0decided to name an elite unit of the Ukrainian army after the \u2018heroes of the UPA\u2019<\/a>, the Ukrainian Insurgent Army (UPA), which, together with the Germans, was responsible for the massacre of Polish and Jewish civilians in the Volhynia region<\/strong>. It is estimated that around 100,000 people were killed as a result of the UPA\u2019s actions, mainly women and children. These events date back to 1943, at the height of the Second World War, but their effects have never been fully overcome and continue to fuel Polish nationalism.<\/p>\n<p><a href=\"https:\/\/www.eunews.it\/en\/2026\/01\/14\/eus-90-billion-euro-ukraine-package-focuses-mainly-on-military-support\/\">https:\/\/www.eunews.it\/en\/2026\/01\/14\/eus-90-billion-euro-ukraine-package-focuses-mainly-on-military-support\/<\/a><\/p>\n<p>Zelensky has been accused of pursuing pro\u2011Russian policies, with the (far\u2011right) president of the Polish Republic, Karol Nawrocki, withdrawing the highest honour that Poland can grant to a non\u2011Polish citizen, the Order of the White Eagle. Speaking from Kyiv, the Ukrainian Foreign Minister, Andriy Sybiha, responded by describing Nawrocki\u2019s decision as \u201ca strategic error that plays into Moscow\u2019s hands.\u201d This exchange of accusations of pro-Putin sympathies was followed by the announcement that Ukraine intended to return the honour that the Poles had granted to Sybiha in 2022: the Commander\u2019s Cross with Star of the Order of Merit of the Republic of Poland.<\/p>\n<p>Zelensky\u2019s decisions place the\u00a0spotlight on the values that the European Union claims to uphold, defend, and take into account in its political actions. Von der Leyen turns a blind eye, ignores the glorification of groups responsible for the massacre of civilians, and announces the EU\u2019s financial contribution to Ukraine today. Indeed, she urged to overlook any such issues because today\u2019s priority is to wrest Ukraine from Vladimir Putin\u2019s Russia and bring it into a new sphere of influence. \u201cW<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">e continue to call on all our partners to maintain their support, because<strong> a strong and independent Ukraine is in all our interests.<\/strong>&#8220;<\/span><\/span><\/span><\/p>\n<p>The Polish Prime Minister, <strong>Donald Tusk, <\/strong>who belongs to a different political party than President Nawrocki, tried to act as a peacemaker: \u201cThe fact that you are all here is <strong>proof of solidarity and the strength of unity against aggression.<\/strong>\u201d He then welcomed the Ukrainian Prime Minister, Yulia Svyrydenko: \u201cYou can feel at home here.\u201d And he assured them: \u201cThe reconstruction of Ukraine will be possible, thanks to our solidarity,\u201d and because, he pointed out, \u201cthe history of Gda\u0144sk, which was almost razed to the ground, shows that it can be done.\u201d<\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">But &#8220;<strong>r<\/strong><\/span><\/span><strong><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">econstruction is not only about repairing destruction; it is about building back a better Ukraine<\/span><\/span><\/strong><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>,<\/strong>\u201d\u00a0European Council President\u00a0<strong>Ant\u00f3nio Costa<\/strong>\u00a0stressed, who sees the post-war process as a political redefinition of the country. \u201cUkraine\u2019s recovery process goes hand-in-hand with its path to <strong>European Union accession<\/strong>,\u201d he noted.
