This is the key message of Europol\u2019s new report, presented today (26 June) in Brussels, &#8220;<\/span><a href=\"https:\/\/www.europol.europa.eu\/media-press\/newsroom\/news\/press-conference-new-edition-of-europol-mapping-report\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Decoding the EU&#8217;s Most Threatening Criminal Networks<\/span><\/a><i><span style=\"font-weight: 400\">&#8220;.<\/span><\/i><span style=\"font-weight: 400\"> Compiled with contributions from all 27 Member States and Europol\u2019s international partners, <strong>the document provides an overview of 731 criminal networks active in the European Union, with over 400,000 members of 118 nationalities, accounting for 60 per cent of the global total<\/strong>. Compared with the 821 networks identified in 2024, 76 per cent no longer appear on the current list.&nbsp;<\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">\u201cThis does not mean that organised crime has declined,\u201d clarified <strong>J\u00fcrgen Ebner<\/strong>, Deputy Executive Director of Europol. \u201cIt simply reflects what Member States are seeing in their investigations.\u201d In place of the dismantled networks, 533 new ones have emerged.&nbsp;There is, however, a positive and significant figure: around 80 per cent of the groups identified two years ago have been neutralised. This shows that \u201cinternational cooperation is working and that our collective efforts are yielding results,\u201d added Ebner.<\/span>&nbsp;<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">The structural problem remains. \u201cIf a high-value criminal target is arrested, the demand does not disappear,\u201d said the deputy director, \u201cbut the opportunity for profit remains, and someone else will step in.\u201d These networks do not merely respond to the demand for illicit goods, but \u201cproactively scan digital, financial, and geopolitical systems in search of vulnerabilities to exploit.\u201d<\/span>&nbsp;<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">The 200 most persistent networks\u2014that is, those that have withstood investigative pressure\u2014\u201cshare specific characteristics,\u201d explains the report, \u201cnamely a hierarchical structure, often family-based, international reach, financial stability, and the systematic use of corruption and intimidation.\u201d Furthermore, \u201cwhen their leader is arrested, they are immediately replaced,\u201d noted Ebner. <strong>64 per cent of the networks are hierarchically structured, up from 57 per cent in 2024. Almost 80 per cent have been active for at least three years, and a third have been operating for over ten.<\/strong><\/span>&nbsp;<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">According to the Europol report, 85 per cent of these networks use legitimate business structures to facilitate or conceal their activities. \u201cOur economies remain deeply vulnerable to infiltration by organised crime,\u201d emphasised the European Commissioner for Home Affairs,&nbsp;<strong>Magnus Brunner<\/strong>. \u201cWe are not talking about street gangs, but about full-fledged multinational crime syndicates.\u201d<\/span>&nbsp;<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\"><strong><a href=\"https:\/\/www.eunews.it\/en\/2026\/06\/09\/stronger-and-more-available-drugs-across-the-eu-brunner-harm-reduction-and-enforcement-must-go-hand-in-hand\/\">Drug trafficking<\/a> remains the main sector, accounting for 36 per cent of the networks<\/strong>. Fraud comes second, with online scams growing rapidly. One in five networks has direct links to Latin America, which is used as a hub for cocaine trafficking. The report also highlights the issue of child recruitment. Six per cent of the networks actively recruit \u201cchildren aged between 8 and 17 for risky tasks, ranging from drug dealing to acts of extreme violence.\u201d<\/span>&nbsp;<\/span><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">The European response is &#8220;already underway,&#8221; said Brunner, \u201cfrom the anti-drugs strategy to the fight against digital fraud, because while competences remain at the national level, the solutions can only be European.\u201d <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_26_1420\" target=\"_blank\" rel=\"noopener\">On&nbsp;Wednesday<\/a><\/span><\/span><span style=\"margin: 0px;padding: 0px\">, the Commission proposed updating Europol\u2019s mandate to make<\/span><span><span style=\"font-weight: 400\">&nbsp;support for Member States \u201cstronger, faster, more efficient, and smarter.\u201d Under the Commission\u2019s proposal, Europol\u2019s budget would be doubled to \u20ac3 billion in the 2028\u20132034 financial framework. Executive Vice-President <strong>Henna Virkkunen<\/strong> spoke of a \u201cEuropean law enforcement package\u201d to close \u201cthe loopholes that criminals exploit.\u201d&nbsp;<\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\"><span><span style=\"font-weight: 400\">For Europol, the priorities for the future are to strengthen coordination in major European logistics hubs, starting with the <a href=\"https:\/\/home-affairs.ec.europa.eu\/news\/european-ports-alliance-fight-drug-trafficking-and-organised-crime-2024-01-24_en\" target=\"_blank\" rel=\"noopener\">Ports Alliance<\/a>, working closely with the private sector, dismantling criminal digital infrastructure, and stepping up financial investigations to trace money and recover illicit proceeds. \u201cAs long as the vulnerability remains, as long as the business model survives,\u201d concluded Ebner, \u201cothers will step in and replace them.
