{"id":458221,"date":"2026-06-29T10:59:44","date_gmt":"2026-06-29T08:59:44","guid":{"rendered":"https:\/\/www.eunews.it\/2026\/06\/29\/allargamento-la-cina-nei-balcani-occidentali-inquieta-lue-che-si-affida-alla-buona-fede-della-regione\/"},"modified":"2026-06-29T12:31:13","modified_gmt":"2026-06-29T10:31:13","slug":"enlargement-chinas-growing-presence-in-the-western-balkans-raises-eu-concern-as-brussels-relies-on-the-regions-good-faith","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2026\/06\/29\/enlargement-chinas-growing-presence-in-the-western-balkans-raises-eu-concern-as-brussels-relies-on-the-regions-good-faith\/","title":{"rendered":"Enlargement: China\u2019s growing presence in the Western Balkans raises EU concern as Brussels relies on the region\u2019s good faith"},"content":{"rendered":"<p>Brussels &#8211;&nbsp;The shared future of the <strong>EU and the Western Balkans<\/strong> brings with it a third party that could prove highly troublesome: <strong>China.<\/strong> China\u2019s influence in the region is already excessive, and the European Union\u2019s enlargement into the region is beginning to unsettle the leading pro-European party on the twelve-star political scene: the EPP. <strong>Sebasti\u00e3o Bugalho<\/strong>, a member of the European Parliament\u2019s Committee on Foreign Affairs, urges the European Commission to be vigilant, about Beijing\u2019s strong presence in the candidate countries.<\/p>\n<div class=\"lRu31\" dir=\"ltr\">\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">&#8220;<strong>Chinese influence could shape the region\u2019s path towards the EU and undermine European standards, the single market and the legitimacy of institutions <\/strong>required by the accession process,&#8221; Bugalho said in the <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/E-10-2025-004692_EN.html\" target=\"_blank\" rel=\"noopener\">parliamentary question<\/a> submitted to ask how Montenegro, Albania, Serbia, and Bosnia\u2011Herzegovina can be guaranteed an accession resilient to influence from the People\u2019s Republic.&nbsp;The answer to the question is: trust in the Balkan governments.<\/span><\/span><\/span><\/p>\n<div dir=\"ltr\"><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">&#8220;<strong>The Commission is aware of the growing presence of China<\/strong> and other global actors in the Western Balkans,&#8221;&nbsp;the Commissioner for Enlargement, <strong>Marta Kos<\/strong>, <span lang=\"it\" class=\"HwtZe\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">acknowledges. &#8220;<\/span><\/span><\/span>Enlargement partners are regularly reminded that<strong> their engagements with third countries must be transparent<\/strong>, financially sustainable, and compatible with EU rules and standards.\u201d Essentially, they are trusted to resist&nbsp;Chinese influence while working toward EU membership. <\/span><\/span><\/span><\/div>\n<div dir=\"ltr\"><\/p>\n<div dir=\"ltr\"><a href=\"https:\/\/www.eunews.it\/en\/2026\/05\/11\/ukraines-accession-prompts-eu-to-consider-gradual-western-balkans-integration\/\">https:\/\/www.eunews.it\/en\/2026\/05\/11\/ukraines-accession-prompts-eu-to-consider-gradual-western-balkans-integration\/<\/a><\/div>\n<div dir=\"ltr\"><\/p>\n<div dir=\"ltr\"><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The approach adopted in Brussels appears superficial, particularly given that China is increasingly viewed as a <a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/22\/kubilius-attacks-china-not-far-behind-the-axis-of-aggressive-authoritarians\/\" target=\"_blank\" rel=\"noopener\">rival and hostile power<\/a>. However, while Kos points out, on the one hand, \u201c<strong>enlargement is a geostrategic imperative<\/strong>,\u201d particularly from an anti-Russian perspective and at a time of&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2026\/04\/30\/interview-kubilius-nato-faces-a-challenge-of-mutual-political-trust\/\" target=\"_blank\" rel=\"noopener\">unsustainable transatlantic relations<\/a>, on the other, entering into open conflict with Beijing is not a viable option.<\/p>\n<p><\/span><\/span><\/span><\/div>\n<h4 id='enlargement-for-the-eu-the-western-balkans-are-the-chinese'  id=\"boomdevs_1\" dir=\"ltr\">Enlargement: for the EU, the Western Balkans are the \u2018Chinese\u2019<\/h4>\n<div dir=\"ltr\">However, the concerns harboured within the EPP are far from unjustified. In Montenegro, China has had a presence since 2006, and over the past 20 years, investment has grown to the point that Beijing now holds a quarter of Montenegro\u2019s public debt. The bilateral trade balance favours China, with the<a href=\"https:\/\/oec.world\/en\/profile\/bilateral-country\/chn\/partner\/mne\" target=\"_blank\" rel=\"noopener\"> People\u2019s Republic selling more than ten times the value of Montenegro\u2019s exports to China<\/a>. The government in Podgorica has exposed itself to Chinese control, particularly through the A1 motorway linking the port city of Bar to Boljare. The project costs 944 million dollars and is financed by the Exim Bank of China. Chinese companies are also active in the railway sector, and Dongfang Electric is working hard to retrofit the Pljevlja thermal power station in the north of the country sustainably. The bilateral trade balance favours China, with telecoms and telecommunications products dominating the trade, in defiance of the EU&#8217;s declaration of war on Huawei and ZTE.<\/div>\n<div dir=\"ltr\">\n<div dir=\"ltr\">In <strong>Albania<\/strong>, <a href=\"https:\/\/www.eunews.it\/en\/2026\/05\/27\/enlargement-albania-ready-to-close-the-first-negotiation-chapter-moving-one-step-closer-to-the-eu\/\" target=\"_blank\" rel=\"noopener\">a candidate country set to become an EU member in the near future,<\/a> China maintains a dominant position in bilateral trade, with exports worth approximately 1.2 billion dollars, compared with Albanian imports worth 170 million. Here too, <a href=\"https:\/\/oec.world\/en\/profile\/bilateral-country\/chn\/partner\/alb\" target=\"_blank\" rel=\"noopener\">a 1:10 ratio<\/a>&nbsp;highlights the extent to which China\u2019s influence shapes Albania\u2019s path towards closer ties with the European Union. There is also a significant geopolitical issue weighing on bilateral relations: <a href=\"https:\/\/www.fmprc.gov.cn\/eng\/gjhdq_665435\/3265_665445\/3125_664410\/3127_664414\/202407\/t20240702_11445980.html\" target=\"_blank\" rel=\"noopener\">Albania continues to recognise the \u2018One China\u2019 policy in the modern era<\/a>. This means that Tirana recognises Taiwan as an integral part of the People\u2019s Republic, unlike the rest of the EU.<\/div>\n<div dir=\"ltr\">\n<div dir=\"ltr\">For <strong>Bosnia and Herzegovina<\/strong>, the situation mirrors that of Montenegro: <a href=\"https:\/\/oec.world\/en\/profile\/bilateral-country\/chn\/partner\/bih\" target=\"_blank\" rel=\"noopener\">China exports goods worth almost 1.5 billion dollars to Bosnia and Herzegovina<\/a>, with telecoms and telecommunications products dominating the market. Bosnian exports to the Asian country are worth &#8220;just&#8221; 91 million dollars, indicating an unrivalled imbalance and&nbsp;level of market penetration. Investments in the motorway sector and in renewable energy projects are increasingly consolidating China\u2019s presence, while loans from Chinese banks are ultimately tying the Balkan country to Beijing.<\/div>\n<div dir=\"ltr\">\n<div dir=\"ltr\">However, it is <strong>Serbia<\/strong> that is China\u2019s main partner in the Western Balkans: cooperation on<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">defence, transport, infrastructure, energy, and technology makes the two countries such active partners that there are <strong>direct flights between Belgrade and no fewer than four Chinese destinations<\/strong> (Beijing, Shanghai, Guangzhou, and Tianjin).<\/span><\/span><\/span><\/div>\n<div dir=\"ltr\">\n<div dir=\"ltr\">China is in the Western Balkans and determined to remain there, even once the candidate countries have joined the EU. Faced with such a scenario, \u201cthe&nbsp;<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">EU closely monitors the rate of alignment with the Common Foreign and Security Policy of all enlargement partners, an important indicator of the region\u2019s geopolitical orientation,\u201d&nbsp;Kos noted. &#8220;By systematically inviting them to align, the&nbsp;EU aims to ensure strong engagement with the Western Balkans, while also promoting the region&#8217;s stability, security, and prosperity.&#8221;<\/span><\/span><\/span><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Parts of the EPP are raising questions about Beijing\u2019s influence in the countries set to join the EU.
