Following the <a href=\"https:\/\/www.eunews.it\/en\/2026\/04\/14\/eu-hikes-tariffs-curbs-steel-imports-to-protect-eu-industry\/\" target=\"_blank\" rel=\"noopener\">inter-institutional agreement in mid-April<\/a> between the Parliament and the Council, the European Commission today (30 June) is presenting the implementing regulation that brings the new <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=OJ:L_202601384\" target=\"_blank\" rel=\"noopener\">Steel Regulation<\/a>, as the European Union\u2019s response to <strong>persistent global overcapacity in the steel sector<\/strong>, which remains a serious global problem and continues to distort international markets.<\/span><\/span><\/span>&nbsp;<\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The European Commission currently records over 620 million tonnes of steel entering the global market, and it is estimated that this volume could reach 721 million tonnes \u2013 more than five times the EU\u2019s annual steel consumption. These figures have justified the regulation, which comes into force tomorrow.<\/span><\/span><\/span><\/p>\n<h4 id='steel-the-new-eu-regime'  id=\"boomdevs_1\">Steel: the new EU regime<\/h4>\n<p style=\"margin-bottom: 0px\">\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The new rules on steel imports into the European single market provide, first and foremost, for <strong>a total quota of 18.3 million tonnes at zero duty. Imports exceeding this quota will be subject to a 50 per cent duty<\/strong>&nbsp;on the selling price. <strong>Half of the EU\u2019s annual import quota \u2013 9.15 million tonnes \u2013 is reserved exclusively for trading partners with whom the EU has concluded free trade agreements<\/strong>. The other half of the quota is allocated to all other third countries. Countries with which the EU has free trade agreements in force may draw on the second half of the total quota, in competition with third countries. Consequently, the EU\u2019s partner countries with which free trade agreements have been concluded will retain a significantly larger share of access to the EU market than others.<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p style=\"margin-bottom: 0px\"><a href=\"https:\/\/www.eunews.it\/en\/2025\/10\/22\/eurofer-acea-step-up-pressure-on-eu-leaders-competitiveness-hinges-on-european-steel\/\">https:\/\/www.eunews.it\/en\/2025\/10\/22\/eurofer-acea-step-up-pressure-on-eu-leaders-competitiveness-hinges-on-european-steel\/<\/a><\/p>\n<p style=\"margin-bottom: 0px\"><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Of the quota available exclusively to partners with whom the EU has existing free trade agreements, the largest part consists of <strong>country-specific allocations<\/strong>.<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">These are allocated to countries that have historically accounted for at least 5 per cent of import volumes (based on an average share of imports&nbsp;in&nbsp;the years 2022\u20132024).<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The remaining volumes are available for export from all free trade agreement partners on a competitive basis.<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px\">&nbsp;The countries of the <a href=\"https:\/\/www.europarl.europa.eu\/factsheets\/it\/sheet\/169\/lo-spazio-economico-europeo-see-la-svizzera-e-il-nord\" target=\"_blank\" rel=\"noopener\">European Economic Area<\/a> (<strong>Iceland, Liechtenstein, and Norway) are not <\/strong><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>subject to tariff quotas or customs duties<\/strong> under the steel measure.<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">This differentiated approach is justified by their very high and unique level of integration into the EU\u2019s internal market, despite not being Member States of the European Union.<\/span><\/span><\/span>&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\"><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">&#8220;With today\u2019s implementing regulation, the Commission is putting in place the practical arrangements needed to ensure that the EU\u2019s steel measure operates effectively from day one,\u201d Trade Commissioner <strong>Maro\u0161 \u0160ef\u010dovi\u010d <\/strong>said.
