This is the request that the industrial associations of Italy, France and Germany \u2013 <strong>Confindustria, Medef and BDI<\/strong> \u2013 have sent to the President of the European Commission, Ursula von der Leyen, ahead of the forthcoming review of the ETS, scheduled for 17 July. It is the first time the three associations have expressed a joint position on the issue ahead of next Friday\u2019s meeting.&nbsp;<\/p>\n<p>The letter also refers to a recent study by the University of Milan-Bicocca on the ETS, &#8220;<strong>according to which, between 2013 and 2024, the reduction in emissions was due more to company closures than to the mechanism\u2019s impact on decarbonisation.<\/strong>&#8221; In particular, \u201cthe number of manufacturing plants subject to the EU ETS fell by 14.6 per cent, while those remaining in operation recorded an average capacity utilisation of around 80 per cent,\u201d the document highlights.&nbsp;<\/p>\n<p>The leading industry organisations from Europe\u2019s top three economies \u2013 representing nearly 500,000 businesses \u2013 are also calling for a review of the Market Stability Reserve, the mechanism that regulates CO2 allowances on the European market, \u201cto avoid shortages caused by the current rules and to limit price volatility.\u201d&nbsp;In addition, they are calling for the strengthening of the CBAM (Carbon Border Adjustment Mechanism), that is, \u201cthe European duty on CO\u2082 emissions from imported goods, while maintaining free allowances and ETS cost compensation until there are effective alternative measures to prevent the relocation of production outside the EU.\u201d Finally, they call on the Commission to \u201callocate all ETS revenues entirely to decarbonisation;\u201d to \u201cintegrate, after 2030, solutions such as high-quality international credits, CO\u2082 capture and storage, and permanent carbon removals;\u201d and to \u201cexclude maritime transport and aviation from the scope of the mechanism.\u201d<\/p>\n<div dir=\"auto\">In the letter,&nbsp;which comes at a time when European industry \u201cis having to contend with persistently high energy costs and growing pressure from global competition,\u201d the three associations stress&nbsp;that \u201c<strong>European industry reaffirms its commitment to the EU\u2019s long-term climate objectives,<\/strong>\u201d <strong>and<\/strong> that, \u201cprecisely for this reason, <strong>it considers it essential to set out a path towards climate neutrality that is also sustainable in terms of competitiveness.<\/strong>\u201d The document highlights that \u201cover the last two decades, the EU ETS has contributed to reducing emissions by providing a technology-neutral price signal and encouraging investment in low-carbon technologies.\u201d&nbsp;According to the three organisations, \u201cthe revision of the ETS must therefore be based on two fundamental principles.
