The EU Council today (13 July) <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2026\/07\/13\/human-rights-violations-in-russia-council-lists-four-individuals-and-five-entities-over-abusive-surveillance\/?utm_source=brevo&amp;utm_campaign=AUTOMATED%20-%20Alert%20-%20Newsletter&amp;utm_medium=email&amp;utm_id=3318\" target=\"_blank\" rel=\"noopener\">adopted<\/a> \u201crestrictive measures against four individuals and five entities responsible for serious human rights violations in Russia.\u201d Those targeted are accused of repressing civil society and the democratic opposition, as well as of undermining democracy and the rule of law. <strong>In particular, the sanctions focus <\/strong>\u201c<strong>on <a href=\"https:\/\/www.eunews.it\/en\/2026\/07\/13\/russia-at-the-venice-biennale-eu-urges-ending-2-million-euros-in-funding\/\" target=\"_blank\" rel=\"noopener\">Russia<\/a>\u2019s continued use of new technologies to restrict freedom of expression, access to information, and freedom of association<\/strong>.\u201d&nbsp;<\/p>\n<p>Among those sanctioned today are the company VK, also known as VKontakte,&nbsp;and its \u201cCommunication Platform\u201d. These entities, under the supervision of the Russian Federal Security Service\u2014<span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/www.eunews.it\/en\/2026\/07\/09\/olympics-russia-readmitted-by-the-ioc-the-eu-a-worrying-development\/\" target=\"_blank\">Russia<\/a>&#8216;s main intelligence and internal security agency\u2014are responsible for developing and managing<\/span>&nbsp;the Max App smartphone application. This is an application pre-installed on all mobile devices sold in Russia which \u201cincludes extensive surveillance capabilities, subsequently used for repressive actions against users who criticise Russia\u2019s war of aggression against Ukraine or who publish other content banned by the authorities.\u201d<strong> Sanctions have also been imposed on Citadel, VAS Experts, and Norsi-Trans, three companies that manufacture, develop, and sell hardware and software related to the so-called SORM, the \u201csystem for operational investigative activities\u201d used to monitor internet and mobile phone communications in <a href=\"https:\/\/www.eunews.it\/en\/2026\/07\/02\/ban-on-broadcasting-russia-today-the-eu-court-clarifies-that-it-also-applies-to-free-websites\/\" target=\"_blank\" rel=\"noopener\">Russia<\/a>,<\/strong> with the aim of \u201cmonitoring phone calls, emails, text messages, and social media, and targeting journalists, opposition figures, minority groups, and ordinary citizens\u201d. Similarly, the four individuals are people who \u201chold leadership positions in these companies and are therefore responsible for supporting serious human rights violations and for repressing civil society and the democratic opposition\u201d in the country.&nbsp;<\/p>\n<p>Currently, the list of EU sanctions against Russia includes 98 individuals and seven&nbsp;entities. All of these are subject to an asset freeze, while EU citizens and companies are prohibited from providing them with funds. A travel ban is also in force, preventing them from entering or transiting through EU territory.&nbsp;<\/p>\n<p>In March 2024, in response to the escalation and systematic repression in <a href=\"https:\/\/www.eunews.it\/en\/2026\/06\/29\/vatican-rebukes-eu-over-sanctions-on-russia-and-arms-supplies-to-israel\/\" target=\"_blank\" rel=\"noopener\">Russia<\/a>, the Council established a new framework of restrictive measures \u201cagainst those responsible for serious human rights violations or abuses, the repression of civil society and the democratic opposition, and the undermining of democracy and the rule of law in the country,\u201d in particular following the death of Alexei <a href=\"https:\/\/www.eunews.it\/en\/2026\/07\/03\/the-eu-council-imposes-sanctions-on-six-people-involved-in-navalnys-poisoning-and-death\/\" target=\"_blank\" rel=\"noopener\">Navalny<\/a>.
