In a <a href=\"https:\/\/www.consilium.europa.eu\/it\/press\/press-releases\/2026\/07\/13\/cyber-russia-statement-by-the-high-representative-on-behalf-of-the-european-union-denouncing-russia-s-malicious-cyber-ecosystem-targeting-the-eu-its-member-states-and-international-partners\/\" target=\"_blank\" rel=\"noopener\">official statement<\/a>, the former Estonian prime minister, now at the helm of the EU\u2019s diplomatic service, and the member states \u201ccondemn Russia\u2019s malicious cyber activities and its exploitation of a cyber ecosystem comprising state and non-state actors, ranging from intelligence services to cybercrime groups, from hacktivists to private companies.\u201d&nbsp;<\/p>\n<p>In particular, today (13 July), \u201cwe are exposing the 16th Centre of the Russian Federal Security Service (FSB), which controls several cyber-threat groups, including TURLA,\u201d wrote Kallas, explaining that \u201cfor years, the FSB has carried out a wide range of malicious cyber activities, with growing severity, which have targeted the EU, its Member States, as well as international partners, notably&nbsp;Ukraine.\u201d These activities have included infiltrating government networks and sabotaging critical infrastructure. Among those targeted were: <strong>France, Germany, Poland, Cyprus, the Netherlands, Austria, Slovakia, Romania, and Finland<\/strong>. \u201cIn France, the 16th Centre has been conducting cyber espionage against<br \/>\nstrategic governmental entities&nbsp;since 2010 and against the defence industry in 2025,\u201d while \u201cin Germany, it has targeted government bodies\u201d and, \u201crecently, in Poland, the 16th Centre has carried out sabotage operations against critical infrastructure, including combined heating and power plants.\u201d For the EU, these are \u201ccybercriminals,<br \/>\nself-proclaimed hacktivists, and private companies linked to Russia, including entities operating under its instructions, direction or control\u201d who \u201chave also carried out, facilitated, and enabled numerous illegal activities.\u201d&nbsp;<\/p>\n<p>In this context, \u201cwe strongly condemn Russia\u2019s behaviour and misuse&nbsp;of this cyber ecosystem, which targets public services and critical infrastructure, causing disruption and financial losses.\u201d Consequently, in response, the EU \u201c<strong>is imposing restrictive measures on nine individuals and four entities<\/strong>.\u201d These sanctions \u201cinclude GRU intelligence officers, as well as cybercriminals,<br \/>\nself-proclaimed hacktivists, and private companies that contribute to Russia\u2019s efforts to destabilise the EU, its Member States, and international partners.\u201d&nbsp;<\/p>\n<p>In this work, <strong>the EU is not alone<\/strong>, <strong>but is working<\/strong> \u201c<strong>in close cooperation with the United Kingdom<\/strong>.\u201d Brussels and London share the assessment \u201cof the growing convergence between non-state and state actors.\u201d Therefore, \u201cwe will continue to strengthen cooperation with international partners, including NATO, in full respect of the agreed guiding principles, in support of a free, open, stable, and secure global cyberspace.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>France, Germany, Poland, Cyprus, the Netherlands, Austria, Slovakia, Romania, and Finland are the countries targeted.
