This is the External Relations cluster, a thematic grouping that sets out the parameters for aligning candidate countries\u2019 international, trade and defence policies with those of the EU. This milestone was marked at the intergovernmental conference on Ukraine\u2019s accession, held today in Brussels. <\/p>\n<p><strong>&#8220;This is the second cluster that the European Union has launched with Ukraine, following the launch of the <a href=\"https:\/\/www.eunews.it\/en\/2026\/06\/16\/the-accession-process-for-ukraine-and-moldova-begins-first-negotiation-chapters-opened\/\" target=\"_blank\" rel=\"noopener\">first<\/a> on fundamental principles in June,<\/strong>\u201d said the Minister of State for European Affairs and Defence of the Republic of Ireland, <strong>Thomas Byrne<\/strong>, during a press briefing held on the occasion of the Intergovernmental Conference on Ukraine. Byrne <a href=\"https:\/\/audiovisual.ec.europa.eu\/en\/media\/video\/I-292559\" target=\"_blank\" rel=\"noopener\">noted <\/a>that \u201cin recent years, despite Russia\u2019s ongoing war of aggression, Ukraine has made significant progress and has taken concrete steps to align its national legislation with the EU acquis.\u201d At a time when \u201c<a href=\"https:\/\/www.eunews.it\/en\/2026\/07\/07\/the-slowdown-in-the-russian-advance-in-ukraine-is-a-confirmed-fact-here-are-the-figures\/\" target=\"_blank\" rel=\"noopener\">Russia&#8217;s<\/a> illegal war is more deadly than at any other point since the full-scale invasion,\u201d the progress made by Ukraine in the enlargement process \u201cunder extremely difficult circumstances is all the more impressive,\u201d he noted.&nbsp;<\/p>\n<p>&#8220;Last month we launched the first working cluster, which covers Ukraine\u2019s reform priorities for an independent judiciary, transparent public procurement and stronger safeguards against corruption and organised crime,&#8221;&nbsp;European Commissioner for Enlargement, <strong>Marta Kos<\/strong>, stressed. &#8220;Today we are launching the sixth negotiating group, which covers foreign relations, as well as our security and defence policies in these areas.\u201d&nbsp;<\/p>\n<p>A country wishing to join the Union must first apply for, and be granted, &#8220;candidate&#8221; status. Once this stage is complete, and provided all Member States agree, negotiations begin between Brussels and the country concerned. The process comprises 32 thematic chapters grouped into six categories known as &#8220;clusters.&#8221;&nbsp; On 10 July, Coreper \u2013 the Committee of Permanent Representatives, comprising the 27 ambassadors of the European Union member states \u2013  <a href=\"https:\/\/www.eunews.it\/en\/2026\/07\/10\/ukraine-and-moldova-on-the-path-to-the-eu-the-27-member-states-give-the-green-light-to-the-launch-of-a-new-accession-cluster\/\">decided<\/a> to open Cluster 6, relating to external relations, for Kyiv. <strong>This cluster comprises two distinct negotiation chapters. Chapter 30, &#8220;External Relations&#8221;, covers the EU\u2019s common commercial policy, humanitarian aid, and development cooperation.<\/strong> It also requires alignment with EU trade legislation, international commitments and the relevant foreign policy positions. <strong>Chapter 31, \u201cForeign, Security and Defence Policy\u201d, concerns the Union\u2019s common foreign, security, and defence policy, including alignment with the EU\u2019s foreign policy positions, political declarations, sanctions, and restrictive measures.<\/strong><\/p>\n<p>&nbsp;&#8220;For us, the opening of cluster six serves as a further reminder of the importance of a common foreign and security policy in the current context,&#8221;&nbsp;the Ukrainian Deputy Prime Minister, <strong>Taras Kacha,&nbsp;<\/strong>stressed. Along with Byrne, Kacha is convinced that \u201cthanks to the progress made last year in the technical preparation of the accession dossiers,\u201d Ukraine will soon be able to open the remaining clusters.&nbsp;<\/p>\n<p>The European Commissioner for Enlargement, Marta Kos,&nbsp;described today as a \u201cSuper Tuesday\u201d, as conferences on the accession of other candidate countries, including Montenegro and <a href=\"https:\/\/www.eunews.it\/en\/2026\/07\/08\/good-news-for-ukraine-and-moldova-but-concerns-over-serbia-the-european-parliaments-assessment-of-the-three-countries-progress-towards-the-eu\/\" target=\"_blank\" rel=\"noopener\">Moldova<\/a>, are due to take place throughout the day.
