The European Parliament and the <a href=\"https:\/\/www.eunews.it\/en\/2026\/06\/30\/ireland-set-to-assume-the-eu-presidency-which-focuses-on-the-mff\/\" target=\"_blank\" rel=\"noopener\">Irish Presidency of the Council of the EU<\/a> reached a provisional political <a href=\"https:\/\/www.europarl.europa.eu\/news\/it\/press-room\/20260715IPR46505\/eu-defence-innovation-deal-with-council-on-new-agile-programme\" target=\"_blank\" rel=\"noopener\">agreement<\/a> yesterday (15 July) on establishing a programme to accelerate innovation in the <a href=\"https:\/\/www.eunews.it\/en\/2026\/07\/15\/agreement-on-drones-and-industrial-partnership-the-eu-and-ukraine-strengthen-ties-in-an-anti-russian-move\/\" target=\"_blank\" rel=\"noopener\">defence<\/a> sector. <strong><a href=\"https:\/\/defence-industry-space.ec.europa.eu\/eu115-million-programme-agile-and-rapid-defence-innovation-agile-2026-03-26_en\" target=\"_blank\" rel=\"noopener\">AGILE<\/a> is a \u201cnew \u20ac115 million instrument designed to provide rapid, agile and targeted financial support to small and medium-sized enterprises (SMEs) \u2013 including start-ups and scale-ups \u2013 developing emerging and disruptive defence technologies.\u201d<\/strong> The aim is to ensure that the European Union supports all SMEs that place defence innovation at the heart of their business.&nbsp;<\/p>\n<p>The Council and Parliament explained that AGILE is designed to stimulate innovation through fast-track grants and access to testing and certification, and to streamline the procurement of products supported by the programme itself. Its structure allows Member States to participate in &#8220;defining the challenges&#8221; in the field of security to ensure that the products developed meet their capability requirements. It also demonstrates that <a href=\"https:\/\/www.eunews.it\/en\/2026\/06\/01\/just-14-per-cent-of-smes-manage-to-attract-non-eu-workers-the-rest-dont-know-where-to-start\/\" target=\"_blank\" rel=\"noopener\">SMEs<\/a> and start-ups can provide the technological solutions required to meet European capability needs, thereby playing \u201ca role in reducing the Union\u2019s strategic dependencies.\u201d The programme also aims to increase financial support for SMEs under the next <a href=\"https:\/\/www.eunews.it\/en\/2026\/06\/19\/eu-leaders-agree-on-the-structure-of-the-next-budget-von-der-leyen-an-important-step-forward\/\" target=\"_blank\" rel=\"noopener\">multiannual financial framework<\/a> (MFF).<\/p>\n<p> <strong>The agreement includes the following elements: a focus on SMEs and \u2018disruptive\u2019 innovation, speed and scale, collaboration with key players in the defence industry, and access to testing.<\/strong> With regard to the first point, the agreement confirms the programme\u2019s focus \u201con SMEs, start-ups, and scale-ups\u201d working on \u201cemerging and disruptive\u201d defence products, including adapting civilian technologies for defence applications, with the aim of bridging the gap between development and implementation. On the issue of speed, the agreement maintains the four-month fast-track procedure for disbursing funds, strengthening AGILE\u2019s role as a complement to the Union\u2019s existing defence-industrial instruments. As regards collaboration with key players in the defence industry, the aim is to strengthen links with the large companies that dominate the sector, including through matchmaking activities \u2013 processes or services that bring together two or more parties with similar interests, objectives or characteristics \u2013 which should increase the uptake of products supported by AGILE. Finally, there will be accelerated access to testing and experimentation facilities to overcome a key obstacle for SMEs in bringing products to market.<\/p>\n<p>&nbsp;&#8220;Europe cannot afford to be slow when the threat is quick,&#8221; reiterated <strong>Marie-Agnes Strack-Zimmermann<\/strong>, MEP for Renew and Chair of the European Parliament\u2019s Subcommittee on Security and Defence (SEDE). The MEP stressed that \u201cjust four months after the <a href=\"https:\/\/www.eunews.it\/en\/2026\/03\/25\/eu-unveils-agile-a-115-million-euro-scheme-for-rapidly-deployable-defence-technologies\/\">Commission presented its proposal<\/a>, Parliament, Council and Commission have delivered a political agreement through swift, constructive and highly productive cooperation.\u201d With the agreement on AGILE, \u201cwe are accelerating the path from innovation to deployment while strengthening our SMEs, ensuring support for Ukraine, reinforcing safeguards against strategic dependencies, enhancing security of supply, and providing robust oversight to help shape future EU defence initiatives,\u201d&nbsp; MEP (S&amp;D) <strong>Tonino Picula&nbsp;<\/strong> added.<\/p>\n<p>The provisional agreement must now be formally approved by Parliament and the Council. Once adopted, it will enter into force 20 days after its publication in the Official Journal of the EU.
