This is a growing problem that the EU is seeking to address by leaving it to Member States to resolve. Given that healthcare is a matter of exclusive national competence, the European Commission \u2013 partly out of respect for the Treaties and partly to avoid friction with national capitals \u2013 intends to leave things as they are, even though healthcare workers in maternity wards are increasingly seeking new roles within hospitals. <\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Poland knows this well, &nbsp;an exemplary case that has become the subject of a <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/E-10-2026-002276_EN.html\" target=\"_blank\" rel=\"noopener\">parliamentary question<\/a>, in which the sponsor <strong>Marcin Sypniewski<\/strong> (ESN) denounces that the country \u201cis seeing the progressive <strong>closure of obstetric <\/strong>and gynaecological <strong>units<\/strong>, leading to t<strong>housands of highly qualified midwives losing their jobs<\/strong>.&#8221;<\/span><\/span> <span class=\"jCAhz JpY6Fd\"><span class=\"ryNqvb\">At the same time, the Polish healthcare system suffers from a \u201cchronic shortage of nursing staff.\u201d Now, the issue is that midwives often have<\/span><\/span><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"> \u201cextensive skills acquired during their studies and many years of professional practice, including in the departments of surgery, general medicine, anaesthetics and intensive care.\u201d Added to this is the completion of specialisation courses in surgical and anaesthetic nursing, yet these professionals \u201cface barriers to these qualifications being recognised in other branches.&#8221;<\/span><\/span><\/span>&nbsp;<\/p>\n<p>The European Commission takes note, but goes no further. <span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A02005L0036-20251029\" target=\"_blank\" rel=\"noopener\">directive on the recognition of professional qualifications <\/a>sets minimum training requirements for accessing the profession of<br \/>\nnurse responsible for general care across the EU, and \u201c<strong>the Commission does not intend to modify any of the minimum training requirements for health<br \/>\nprofessions <\/strong>which are provided under the Directive,\u201d said the Executive Vice-President responsible for Skills and Quality of Work, <strong>Roxana M\u00eenzatu<\/strong>. If Poland and countries in similar situations are seeking solutions to the problem, they must look for or devise them at the national level.<\/span><\/span><\/span><\/p>\n<p><a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/21\/health-in-the-eu-the-challenge-of-the-shortage-of-doctors-and-nurses-kyriakides-attract-them-from-third-countries\/\">https:\/\/www.eunews.it\/en\/2024\/10\/21\/health-in-the-eu-the-challenge-of-the-shortage-of-doctors-and-nurses-kyriakides-attract-them-from-third-countries\/<\/a><\/p>\n<div><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Under the Directive, M\u00eenzatu insists, \u201cbridges between different health professional career paths can be set at <strong>the national level<\/strong> for equivalent training in terms of content and level to the ones required for nurse training.\u201d Not only that: under the same legislation, she points out, \u201c<strong>Member States may grant <\/strong>full or partial<strong> exemption<\/strong> based on a case-by-case assessment via academic recognition to professionals wishing to change or evolve in their professional career path.\u201d&nbsp;<\/span><\/span><\/span><\/p>\n<div><\/div>\n<div>These two suggestions are a clear call for a \u2018do-it-yourself\u2019 approach. If,&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2026\/03\/26\/doctor-shortage-prompts-eu-commission-to-explore-faster-recognition-of-professional-qualifications\/\" target=\"_blank\" rel=\"noopener\">regarding&nbsp;the recognition of doctors\u2019 qualifications, the EU intends, at the very least, to speed up the procedures<\/a>, no action is to be taken regarding midwives who are to be redeployed elsewhere. In short, if Poland is unable to redeploy midwives to other hospital departments, that is its own problem, one that Warsaw must address, in keeping with national competences that Brussels has no intention of encroaching upon. The case of the Polish midwife, however, once again highlights&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2026\/02\/13\/europe-grows-older-as-median-age-reaches-45-one-retiree-for-every-three-workers\/\" target=\"_blank\" rel=\"noopener\">the phenomenon of Europe\u2019s ageing population<\/a> in all its aspects and all its critical issues.<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>In Poland, the demographic crisis is bringing the issue of professional qualifications back into the spotlight.
