Brunner\u2019s response offers confirmation: \u201c<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>Investing in European civil security research helps European authorities to have effective,<br \/>\n<\/strong>trustworthy and compliant EU technologies to protect the EU and its citizens,<strong> <\/strong>\u201d he said.<\/span><\/span> Then comes the clarification: \u201c<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>Funding research<br \/>\ndoes not imply their deployment.<\/strong>\u201d<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">In this specific case, the Commissioner for Migration adds, \u201cEU-funded research allowed a better<br \/>\nunderstanding of the limitations and reliability of the technologies in question and to draw policy<br \/>\nconclusions.\u201d<\/span><\/span><\/span>&nbsp;<\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Today&#8217;s EU essentially operates as follows: the Commission allocates funds, which governments then use to develop what is deemed beneficial for national security, which remains the competence&nbsp;of the Member States. Consequently, oversight is minimal. In the specific case of the EU executive, guardian of the Treaties, it ensures that, ultimately, everything is used in accordance with the common rules. As Brunnner explains, \u201cwhile the Commission has not funded and is not funding projects specifically developing \u2018lie<br \/>\ndetectors\u2019 for use in border checks, <strong>EU funds are used to support research for Member States<br \/>\nauthorities to effectively and efficiently implement the obligations set out in, among others, the<br \/>\nSchengen Borders Code.<\/strong>\u201d If the lie detector enables the Schengen Borders Code to be implemented, then it is welcome.<\/p>\n<p><\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The complaint from the Liberal Group regarding the use of Horizon funds.
