Time and again, the European Union in its various forms\u2014the European Commission, the Council of the European Union, the Eurogroup\u2014has called on national governments to adopt a decisive policy agenda in the name of competitiveness and resilience to external pressures. The call for structural reforms stems from the crises the eurozone experienced in the early 2000s, and since then this call has never ceased, as <a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/21\/eu-dictates-agenda-to-italy-deficit-correction-by-2026-and-reforms-by-2028\/\" target=\"_blank\" rel=\"noopener\" style=\"cursor: pointer !important\">Italy, which continues to be under pressure<\/a>, is well aware. Now, experts at the European Central Bank are seeking to contribute to the debate: <span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u201cCan structural reforms unleash private investment?\u201d, asks a recently published <a href=\"https:\/\/www.ecb.europa.eu\/pub\/pdf\/scpwps\/ecb.wp3273~292f21a541.en.pdf?59234600255487a2d7a852a29399ca92\" target=\"_blank\" rel=\"noopener\">working paper<\/a>. The answer is yes.<\/span><\/span><\/span>&nbsp;<\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The research is based on the fact that the empirical evidence directly linking structural reforms to private investment \u201cremains surprisingly scarce.\u201d Hence the studies. The ECB\u2019s econometric analysis reveals that \u201c<strong>major labour market reforms generally increase the level of real private investment by 5 per cent cumulatively within six years<\/strong>, while major product market reforms have an impact of 3 per cent.\u201d&nbsp;<\/span><\/span><\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">While the growth rates in capital inflows may appear limited at first glance,&nbsp;this is not the case. Reforms in the labour and product markets, taken together, \u201ccan significantly stimulate private investment in the medium term, although their effects vary depending on the type of reform and the national context.\u201d&nbsp;<\/span><\/span><\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">However, the experts in Frankfurt emphasise everything relating to the system governing the interaction between businesses and employees: \u201cLabour market reforms are generally more effective at stimulating private investment than product market reforms, probably due to the sector-specific nature of most of the product market reforms included in our sample.\u201d This provides a clear indication for everyone, including Italy, which is <a href=\"https:\/\/www.eunews.it\/en\/2026\/06\/03\/land-registry-energy-tax-evasion-and-jobs-the-eus-recommendations-to-italy-unchanged-for-over-a-decade\/\" target=\"_blank\" rel=\"noopener\">once again called upon, after ten years, to make significant improvements in this area<\/a>.<\/span><\/span><\/span>&nbsp;<\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The bad news, for Italian politics and beyond, does not end there: government stability is not enough. It may be a necessary condition, but it is not sufficient to stimulate and attract private investment. Analyses carried out by the ECB show that \u201cthe response of investment to structural reforms is significantly stronger in economies with <strong>higher institutional quality<\/strong> and broad access to external finance.\u201d These are two key factors which, \u201ctogether, provide the private sector with the economic stability and financial resources needed to make long-term investment decisions with confidence.\u201d Effective policies and experienced politicians are needed to convince private investors, not amateurs.
