The EU continues to grapple with a trend in which the twelve\u2011star economic and production model rewards the delivery method that is most unsustainable in terms of CO\u2082 emissions and pollutant release. A <a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/13\/unsustainable-eu-more-goods-moving-by-road-less-by-rail\/\" target=\"_blank\" rel=\"noopener\">well-known problem<\/a>, which, a year later, does not appear to have improved, as t<span lang=\"it\" class=\"HwtZe\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">he Czech MEP <strong>Ond\u0159ej Krut\u00edlek<\/strong> (ECR)<\/span><\/span><\/span>&nbsp;<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/E-10-2026-002107_EN.html\" target=\"_blank\" rel=\"noopener\">complained<\/a>:<\/span><\/span><\/span> \u201c<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Rail freight transport in the European Union has been steadily losing market share for a long time,\u201d to the extent that \u201cin many Member States, road transport is now the dominant mode of transport.&#8221;&nbsp;<\/span><\/span><\/span><\/p>\n<p>The EU is doing what it can: it is introducing measures and waiting, in the hope of a boost to rail freight traffic. This, in a nutshell, is the response given by the Commissioner for Transport, <strong>Apostolos Tzitzikostas<\/strong>, who acknowledges that rail transport continues to face difficult times. Block trains \u2013 those used for journeys without intermediate stops to carry large consignments and specific goods (coal, metals, chemicals) \u2013 \u201care declining due to economic change,\u201d Tzitzikostas explains. At the same time, intermodal transport (containers and semi-trailers) \u201cis growing, but not yet enough to compensate for block train losses.\u201d Meanwhile,  <strong>transport of individual freight wagons \u201cfaces structurally high costs, fragmentation, and empty runs, making it less competitive than road haulage.\u201d<\/strong> <\/p>\n<p>In short, despite all the efforts and initiatives undertaken, rail freight continues to lose ground to the more polluting articulated trucks. In response to this situation, the European Commission has made a political commitment, first and foremost through the Green Deal and the <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_23_3767\" target=\"_blank\" rel=\"noopener\">initiatives under the sector&#8217;s sustainability agenda<\/a>. The latest measure is the amendment to the <a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2026\/1184\/oj\/eng\" target=\"_blank\" rel=\"noopener\">Regulation on the use of railway networks in the single market<\/a>, preceded by&nbsp;<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">the new rules on state aid for transport.<\/span><\/span><\/span> This should help shift freight currently transported by road onto rail, thereby avoiding a waste of public money.<\/p>\n<p>Tzitzikostas points out that<strong> over 90 billion euros have already been allocated to support rail freight transport<\/strong>.&nbsp; These are \u2018substantial EU contributions to rail projects,\u2019 the Transport Commissioner insists \u2014 contributions that have nonetheless delivered little. This comes despite the 32\u202fbillion euros allocated through the <a href=\"https:\/\/cinea.ec.europa.eu\/programmes\/connecting-europe-facility_en\" target=\"_blank\" rel=\"noopener\">Connecting Europe Facility <\/a>for major networks, 18.5\u202fbillion euros in <a href=\"https:\/\/cinea.ec.europa.eu\/programmes\/connecting-europe-facility_en\" target=\"_blank\" rel=\"noopener\">cohesion funds<\/a>, and roughly 40\u202fbillion euros via the Recovery Fund. The EU, founded on the free movement of goods, thus appears to be losing the mobility challenge,&nbsp;and, with it, the sustainability one.<\/p>\n<p><span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Tzitzikostas tries&nbsp;to reassure, saying the EU has begun deploying the new digital automatic\u2011coupling system, a technology that, he argued, <em>&#8220;<\/em>could make the transport of individual wagons more efficient and cost\u2011effective.&#8221; The system is meant to speed up operations and make them safer and less labour\u2011intensive, since wagons would no longer need to be coupled manually. But that &#8220;could&#8221; underscores how tentative the outlook remains, as the EU continues to struggle with freight that, instead of moving by rail, still travels by road.<\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Transport Commissioner, Apostolos Tzitzikostas, admits that trains and individual carriages are too expensive and that road transport is becoming increasingly attractive.
