The EU is at a loss.<br \/>\nThis<br \/>\nis because the climate has changed completely since the water legislation was<br \/>\nfirst introduced.&nbsp;Today\u2019s European Union finds itself managing a water crisis caused by drought on an unprecedented scale, with rules designed for a world that no longer exists, leaving&nbsp;Member State to fend for themselves. Strange, yet true. European solidarity on water scarcity still needs to be built from scratch, and while increasingly extreme weather events lay bare the flaws and limitations of European legislation, they are also beginning to force a rethink.&nbsp;<\/p>\n<p>A&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/E-10-2026-003052_EN.html\" target=\"_blank\" rel=\"noopener\">parliamentary question<\/a> presented by <strong>Bert-Jan Ruissen,<\/strong> a Dutch MEP from the European Conservatives and Reformists (ECR),&nbsp;raises the issue of s<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b C1N51c\"><span class=\"ryNqvb\">olidarity amongst Member States during the <a href=\"https:\/\/www.eunews.it\/en\/2026\/08\/04\/danube-running-dry-posing-nuclear-risks-eu-ready-to-convene-energy-experts\/https:\/\/www.eunews.it\/2026\/08\/04\/danubio-a-secco-e-rischi-per-il-nucleare-ue-pronta-a-convocare-gli-esperti-dellenergia\/\" target=\"_blank\" rel=\"noopener\">periods of low water flow, such as the one the EU is currently experiencing<\/a>&nbsp;in&nbsp;the sweltering summer of 2026, and which exposes the problem of obsolete legislation. <span class=\"jCAhz ChMk0b\">The Commissioner for the Environment and Water Security, Jessika Roswall, admits that \u201c<strong>the Water Framework Directive does not specify what form cooperation between Member States should take to tackle water scarcity<\/strong>.\u201d<\/span><\/span><\/span><\/span>&nbsp;<\/p>\n<p>In the absence of clear and precise provisions,&nbsp;in the event of drought and low river levels, \u201c<span class=\"HwtZe\" lang=\"it\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>Member States rely on a series of bilateral<\/strong> or multilateral agreements, which the Commission assesses regularly,\u201d the Environment Commissioner explains. The <a href=\"https:\/\/eur-lex.europa.eu\/eli\/dir\/2000\/60\/oj\/eng\" target=\"_blank\" rel=\"noopener\">Water Framework Directive<\/a> cited by Roswall was&nbsp;approved in October 2000, almost 26 years ago, during which time many things have changed, and substantially so. Rivers running dry, such as the Po and the Danube, are revealing&nbsp;not only wrecks and vestiges of the past, but also the limitations of EU legislation that is not climate-change-proof.&nbsp;<\/p>\n<p>By the end of the year, the European Commission intends to<br \/>\npresent the integrated framework for climate resilience and risk management in<br \/>\nEurope.
